GCI's Compliance Specialist is responsible for the management, administration, and ongoing maintenance of GCI's corporate and operations-specific compliance programs.

Essential Duties of Position:

Manage day-to-day operation of corporate compliance program, including:

  • Maintain GCI compliance portal, providing company-wide access to key corporate compliance materials.

  • Conduct regular, periodic review and updates to policies and procedures in coordination with affected departments to ensure that they are up-to-date and reflect best practices. Suggest alternative policies and/or provisions as needed to ensure effective and current guidelines. Coordinate GCI's Annual Policy Sign-Off.

  • In conjunction with Human Resources' Training Center, develop and implement appropriate and effective compliance training program for employees.

  • In conjunction with Internal Audit, implement audit program to confirm compliance with key policies.

  • Manage ongoing compliance programs, including conflict of interest review, international travel review, independent contractor risk assessment, third party due diligence, and lobbying and political contribution reporting.

  • Advise and assist managers and supervisors on compliance concerns which may include investigation and determining corrective action plans.

  • Develop and maintain three-year compliance roadmap, proactively monitor developments in compliance requirements and laws, and work with business groups to effectively address changes.

  • Report out to management on the status of compliance initiatives in an efficient, timely and concise manner.

Support operations-specific compliance initiatives, including:

  • In coordination with GCI Business program staff, support adherence to Universal Service Fund (USF) compliance program to ensure compliance with all requirements of USAC rural health and schools and libraries programs.

  • Develop and implement training programs in support of public sector and USF compliance programs.

  • Develop, as needed, and maintain compliance policies, procedures and standards related to public sector and USF compliance programs.

  • Monitor developments in law and regulations for impact on public sector and USF compliance programs and changes to compliance standards.

  • Maintain an FCC database for repository of required FCC filings.

  • Maintain and administer database for Public Sector compliance.

Risk Initiatives and Reports

  • Monitor risk initiatives and manage database to ensure Risk register is accurately reflected.

  • Conduct necessary outreach to departments to solicit their risk additions, edits on a quarterly basis.

  • Prepare risk report for review by Dir. Sr., Policy.

  • Prepare APOC & Citizens for Competition Reports

  • Understand APOC requirements, coordinate to collect data and timely file all applicable reports.

Knowledge, Skills and Abilities:

  • Communications Skills:
    Excellent verbal, written communication and interpersonal skills required. Ability to work collaboratively with multiple departments and produce results. Strong writing and presentation skills to include writing in clear, concise English and a manner that is easily understood by a variety of audiences.

  • Substantive Knowledge:
    Knowledge of requirements of corporate compliance program, public sector compliance, or demonstrated ability and interest in subject matter.

  • Analytical Skills:
    Demonstrated ability to analyze complex challenging problems and situations leading to optimal solutions. Ability to resolve complex issues in creative and effective ways.

  • Organizational Skills:
    Ability to develop the organization necessary to meet the group mission and to interface with other units within the company.

  • Independence: Positive self-starter with ability to take initiative on identified needs and work independently with minimal direction and supervision.

Ethical Obligations: Highest level of personal integrity and business ethics. Ability to maintain and protect confidential and proprietary information.

Years of Experience required to meet minimum qualifications: Minimum of four years of compliance or other relevant professional experience. Experience with corporate compliance, particularly in managing a corporate compliance program, highly valued.

Level of Education required to meet minimum qualifications: High School diploma or equivalent required. Bachelor's Degree required in relevant field. Or, in addition to minimum experience required; a combination of relevant work experience and/or education sufficient to perform the duties of the job may substitute to meet the total years required on a year-for-year basis.

Certifications Required: Industry-specific certifications are highly valued and can contribute toward education.

Physical Requirements:
Ability to perform sedentary work. Physical effort may include stooping, kneeling, touching, feeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. Clarity of vision to see near, mid-range, and color. Ability to lift and carry up to 25 lbs.

Working Conditions: Occasional out-of-town travel for appearances, meetings, and training/conferences. Occasional extra work required throughout the year to hit deadlines. Heavy extra work required for specific transactions; may involve working during evenings and weekends. Work can be intense and stressful due to time/resource limitations when scheduling multiple tasks with inflexible deadlines. The company and its subsidiaries operate in a 24/7 environment providing critical services to Alaskans and may need to respond to public health and safety matters or other business emergencies. Due to business needs employees may be contacted outside of the normal business hours to respond to the immediate emergency. As such, you will be requested to provide emergency after hours contact numbers, to include your home and cell phone numbers if you have those services.

Driving Requirements (if applicable): Must possess and maintain a valid driver's license, proof of insurance and a satisfactory driving record.

Position Summary The Compliance Specialist is responsible for performing the necessary functions to support and maintain the company's regulatory, legal, and policy compliance. Supports compliance staff as needed. Essential Duties and Responsibilities 1. Assist with the monitoring of compliance-related procedures and performing audits to insure procedures are being followed and forms are used properly. 2. Support making the information necessary to complete external compliance examinations available. Assist in training personnel on the policies and procedures. 3. Act as a resource to personnel for questions regarding regulatory issues. Assist with the development of a Compliance Resource site for easy access by staff. 4. Assist with the review of all company forms, disclosures, member publications, advertisements, and the website to ensure compliance with regulations. 5.
