JOB TITLE: Specialist, Academic Homeless and Institution Programs

REPORTS TO: Coordinator, Title I

DEFINITION: Provide oversight and coordination of services, support and educational programs for students experiencing homelessness and participating in Baltimore County Title I, Part A institution programs.

EXAMPLES OF ESSENTIAL DUTIES:

  • In conjunction with the McKinney Vento Specialist, conducts a comprehensive needs assessment for the supports provided to students experiencing homelessness, develops and revises the McKinney Vento and Institution Programs multi-year plan, and collaborates with the Office of Research to prepare an annual progress monitoring report.

  • Reviews current academic support programs for Baltimore County Public Schools (BCPS) students experiencing homelessness and program supports for Baltimore County students residing in neglected and delinquent instances.

  • Regularly visits schools to monitor the implementation of educational and wraparound supports for students experiencing homelessness and visits local neglected and delinquent institutions to monitor program implementation.

  • Collaborates with local neglected and delinquent institutions to complete an annual comprehensive needs assessment and develop an annual implementation plan.

  • Collaborates with the McKinney-Vento Specialist to provide training and professional development to district and school staff about the educational opportunities and wraparound supports available to students' experiencing homelessness.

  • Works with parents and students experiencing homelessness to provide educational support, related opportunities, and information about their rights under the McKinney-Vento Homeless Education Act.

  • Analyzes systemic data to generate programming for students receiving McKinney-Vento Services. Monitors and evaluates the effective implementation of programming. Provides recommendation for adjustments.

  • Collaborates with the McKinney-Vento Specialist to maintain records and documentation for district monitoring by the Maryland State Department of Education (MSDE) for the Education for Homeless Children and Youth (EHCY) program and the MSDE Title I office.

  • Ensures that data on students experiencing homelessness and participating in Title I, Part A funded Institution programs are collected by the district and submitted to the Title I coordinator for review and submission to MSDE.

  • Responds to and resolves difficult and sensitive inquiries and complaints regarding McKinney- Vento academics and wraparound support programs.

  • Collaborates with the community school's office and community agencies and institutions that provide services to families, children, and youth experiencing homelessness or residing in a neglected and delinquent institution.

  • In collaboration with the McKinney-Vento Specialist, coordinates and convenes meetings of the BCPS Homeless Education Steering Committee.

  • Coordinates, manages, and monitors the implementation of homeless programs and Baltimore County institutions funded through the McKinney-Vento, Title I, Part A, and other grants.

  • Develops partnerships with the business community to support educational opportunities for homeless children, youth, and their families.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

  • Graduation from an accredited college or university with a master's degree in education or social work.

  • Five years of successful teaching or counseling experience in the field of education.

  • Previous experience working in a Title I program or school preferred.

  • Familiarity with the BCPS data collection system preferred.

Licenses and Certificates:

  • Possession of, or eligibility for an Advanced Professional Certification with and Administrator I endorsement is required.

  • Possession of a valid class C Maryland driver's license or an equivalent is required.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of laws, policies, and procedures related to the rights of homeless students.

  • Knowledge of pupil personnel services.

  • Technology competency.

  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.

  • Knowledge of and skill in data analysis.

  • Skills in grant writing and budget management.

  • Demonstration of outstanding oral and written communications skills.

  • Demonstration of strong leadership, management, and human relations skills.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this position requires extensive travel around Baltimore County and surrounding counties. Some work will be performed in an office environment. Work includes the operation of office equipment, predominantly personal computers, and occasional limited physical activities.

SALARY: Grade 08 on the BCPS CASE 12-month pay scale $88,843 - $132,017.

This position is eligible for membership in the Maryland State Retirement System.

Pre-Employment Requirements:

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.

  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.

  • If you have military experience you will be asked to provide a copy of DD214.

  • Official transcripts for all higher education must be received prior to contract signing.

  • Some positions will require employees to undergo a physical examination and/or drug testing.

  • All newly hired personnel must attend a Badges and Benefits session.

  • Additional job verification will be required for salary credit.
