This is a Mon – Fri, daytime work hours position.Primary Duties and Responsibilities
Perform facility entry control functions into Building 560, JBLE, VA and produce or request entry control badges
Create training aides and provide security briefings to personnel holding collateral and SCI clearances.
Track all security training on all personnel assigned to Building 560, JBLE, VA.
Maintain the Defense Information System for Security (DISS) system to ensure currency of Building 560, JBLE, VA personnel and send clearances for assigned personnel who are going temporary duty (TDY) to other locations.
Verify visitor and conference attendee clearances, to include foreign nation clearances via applicable automated systems (i.e. DISS, Scattered Castles).
Maintain personnel security folders and file plans.
Participate in the Government’s in-house and web-based security training program under the terms of the contract.
Administer and implement Physical Security program for Building 560, JBLE, VA.
Maintain and ensure access control and alarm systems for Building 560, JBLE, VA remain functional.
Provide guidance concerning aspects of Physical Security program and Anti-terrorism/Force Protection for the protection of classified national security information, both collateral and SCI for personnel assigned to Building 560, JBLE, VA.
Analyze the Government organization's security program, policies and procedures and ensure compliance with applicable information, physical, industrial, and personnel security directives.
Develop and submit facility and equipment security accreditation packages.
Develop and manage security education and refresher training; develop and coordinate
Security Operation Plans (SOPs) and tactics, techniques and procedures (TTP).
Develop, coordinate, and execute security objectives for personnel security issues that include but not limited to all administrative processing of assigned personnel and access to DISS for management of those personnel; and support the coordinating actions with local and national agencies to obtain security accreditation of facilities.
Participate in security-related assessments and investigations.
Participate in the Government's in-house and web-based security training program under
the terms of the contract. The Government will provide the contractor with access to the on-line system.
Maintain a Special Security Representative binder accounting for all SCIF inspection checklist items (electronic file suggested to minimize resource consumption). This file will be kept current at all times. When there is a change in security managers, the departing security manager will turn this file over to the new security manager and explain the use, importance, and procedures for keeping the file current.
Maintain the facility and security folder IAW the local Special Security Representative Handbook requirements.
Perform self-inspections on security program and support all requests for assessments and inspections of the facilities security program from ACC/A2 and DIA.
Provide input in support of the Monthly Status Report (MSR) detailing accomplishments and issues in performance of task.
Perform other role appropriate duties as required
Required Qualifications
One year experience working a security position in a TS/SCI environment
One year experience using JPAS or DISS
One year experience in a physical security program position working access control, understand SCIF accreditation principles
