SPECIAL PROJECT COORDINATOR

The City of Worcester seeks qualified applicants for the position of Special Project Coordinator for the Public Facilities Department. Under the supervision of the Chief of Public Facilities, this position is responsible for new or existing building projects as Owner Representative, Owner's Project Manager, or Architectural Designer for building improvements across the 12 Department of Public Facilities' (DPF) buildings, as well as other departments. All projects support the Green Worcester Net Zero Municipal Facilities 2030/2045 goals. The employee will be responsible for new construction and existing facility upgrades on projects of various age, condition, size and use through team and independent planning, coordination, oversite, and implementation efforts. Facility improvements may include, but are not limited to envelope, MEP/FP, or interior alterations. All projects shall be managed from inception to project closeout, and may include programming, design, bid, project financial tracking, stakeholder coordination, invoice processing, contract administration, construction administration, and warranty/training/closeout oversite.

ESSENTIAL ELEMENTS:
Manage project delivery through all design and construction project phases for new construction or repairs to existing facilities. Facility improvements may include, but are not limited to envelope, MEP/FP, or interior alterations from inception to project closeout including programming, design, bid, project financial tracking, support of permitting approvals, contract administration, construction administration, and warranty/training/closeout oversite.
Write Requests for Proposals for designer or construction services.
Work with DPF leadership to assemble public bid packages for materials, services, designer services or construction using MGL Ch.7, Ch.30B, Ch.149 or Ch.149A. Support the bidding process managed by others by providing complete technical specifications; project specific Division 0 and 1 specification; project schedule; and project estimate.
Facilitate communication throughout projects, particularly during transition from one phase to the next.
Work with DPF leadership to develop and maintain project schedules, budgets, and cash flows.
Participate in project design and construction meetings to review and track progress and quality.
Work with designer regularly to review contractor record drawings and report any apparent failure by the contractor to maintain records.
Review, recommend, track and report on all change proposals and monitoring impact on project schedules and budgets.
Manage project quality control through specifications, design team coordination, independent testing firms, commissioning authorities and other resources as necessary.
Observe all on site tests required by the contract documents and coordinate testing activities by agents retained by the City.
Manage submittal review process to ensure expeditious processing by the contractor and designer to maintain project schedule.
Work with consultants to prepare a punch-list for the contractor and ensure punch-list items have been addressed appropriately.
Manage a timely and orderly project closeout process, including but not limited to punch-list closeout, approving as-builts, obtaining warranty documents, and approved submittals for record.
Guide design decisions with stakeholders to maintain the project scope within the approved scope and budget.
Coordinate and participate in the value engineer process to ensure City standards and quality are maintained.
Coordinate with project team for submissions to jurisdictional authority for design review, permitting, and inspections for project approval milestones.
Review and recommend project invoices for payment.
Meet regularly with Senior Project Manager to monitor and develop project quarterly cash flow projections, provide monthly budget updates, review proposed change orders, and discuss project administration, safety, scope, budget, or schedule issues.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Experience managing projects in occupied buildings
Construction Administration field experience
Knowledge of MEP/FP building systems and building envelope performance
Experience with design and/or construction utilizing sustainable certifications including, but not limited to LEED/WELL, Passive House, or MACHPS
Proficiency with AutoCAD
Computer proficiency and knowledge of standard productivity software (MS-Office Suite, Adobe Acrobat, Bluebeam, etc.)
Knowledge of Massachusetts Architectural Access Board & American with Disabilities Act regulations
Knowledge of local and/or Massachusetts Historic review processes
Ability to develop and maintain project budgets, cash flow projections, and schedules
Ability to work independently without immediate supervision
Ability to thrive within a team structure
Excellent communication and presentation skills

MINIMUM REQUIREMENTS:
Bachelor's degree in Architecture, Engineering, Construction Management, or building related area of study
Three (3) years of experience with Architectural Design
Three (3) years of experience with Capital Project Management
Experience with sustainable design projects
Experience with City, State, and Federal codes, regulations, and ordinances
Working toward professional licensure
Valid Driver's License
PREFERRED QUALIFICATIONS:
Master of Architecture degree or a related degree
Three (3) years of experience on public projects procured through MGL Chapter 149, and 149A.
Knowledge of administering projects with federal grant funding
Massachusetts Professional Licensure in architecture, engineering, or building design related field.
Massachusetts Certified Public Purchasing Official (MCPPO) certification
Professional Project Manager (PMP) credential
SALARY RANGE: $78,434 - $103,104 annually, fulltime, exempt, with an excellent benefits package
