FUNCTIONAL PURPOSE

The purpose of this position is to provide support for students identified in the nine special populations categories in Career and Technical Education. Support teachers and students in the classroom, completion of Career Development Plan Plus paperwork, creation of indicator assessments for special needs students are all duties of this position.

DUTIES AND RESPONSIBILITIES:

  • Promotes equal access to recruitment, enrollment, and placement activities for members of special populations.

  • Coordinates with other service providers to provide the required information for ninth grade, but no later than the beginning of ninth grade.

  • Develops information describing Career and Technical Education opportunities, eligibility requirements, specific courses, special services, employment opportunities, and placement available at the secondary level in an understandable language and form.

  • Promotes equal access to the full range of Career and Technical Education offerings for members of special populations.

  • Assists any individual student requesting information about Career and Technical Education programs.

  • Maintains a list of identified students by category, course, grade, teacher, race, and sex.

  • Maintains a special populations component to the Career Development Plan for criteria eligibility, assessment results, career development activities, a sequential course of study, transition services, other support services, and when appropriate, a Career and Technical Education component with supplementary services.

  • Develops and maintains an assessment procedure for prescribing services necessary to assist members of special populations or targeted groups in completing their Career and Technical Education programs.

  • Analyzes career and technical assessment and testing information acquired through preparatory services, parent input, other service providers, and the student's expressed interest to determine the major appropriate Career and Technical Education, related course offerings and support services.

  • Assists Career and Technical Education teachers in developing an instructional program that matches the prescribed competencies, learning strategies, assessment, supplementary services, and student needs at the appropriate level of difficulty in the most integrated setting.

  • Provides an orientation of service, procedures, rules and regulations to school staff members and community resources.

  • Coordinates in-service training for individual or group Career and Technical Education personnel and other school staff members to improve their abilities and techniques in meeting the special needs of students upon request.

  • Assists Career and Technical Education Teachers in providing the appropriate supplementary services for individual students.

  • Coordinates with Title I and other federally funded programs and service providers to avoid a

  • duplication of services.

  • Coordinates Career and Technical Education planning for disabled students with Special Education, Career and Technical Education, and Vocational Rehabilitation representatives, when appropriate.

  • Assists with the development and monitors the Career and Technical Education component of the IEP/Career Development Plan-Plus to ensure that appropriate supplementary services are provided, and performance standards are met.

  • Participates in community/school efforts to serve at-risk students, including dropout prevention and alternative programs.

  • Actively participates on an advisory council, transition teams, or other teams improving Special Populations Services.

  • Analyzes enrollment data to determining maintenance and improvement of access, progress, and success of members of special populations enrolled in the Career and Technical Education program.

  • Uses enrollment data to determine the percentage of special populations students enrolled in each Career and Technical Education course.

  • Determines the percentage of special populations enrolled in entry-level, upper-level, and completer-level courses.

  • Monitors the attainment of performance standards for members of special populations Identifies and adopts strategies to overcome barriers which are resulting in lower rates of access to Career and Technical Education programs or success in such programs for members of special populations.

  • Identifies programs that need improvement to assist special populations in meeting performance standards.

  • Describes strategies to improve supplementary services for members of special populations meeting performance standards.

  • Determines if adequate incentives and adjustments are being provided in the school to enable members of special populations to make substantial progress in attaining performance standards.

  • Conducts surveys and prepares special reports for administrative program planning to meet the goals and objectives of special populations services as requested.

  • Maintains relevant record keeping and inventory systems related to job responsibilities.

  • Coordinates with appropriate administrative personnel and service workers to develop a plan of work based on the evaluation and needs assessment results to ensure that members of special populations enrolled in Career and Technical Education are receiving adequate job skills and services.

  • Performs related duties as assigned

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of federal, state, and local policies and procedures regarding Career and Technical Education instruction.

  • Considerable knowledge of School Board policies, procedures, and standards.

  • Considerable knowledge of the ethical guidelines and application to the position as outlines by professional organizations and/or federal, state, and local laws, rules, and regulations.

  • Considerable knowledge of the current literature, trends, and developments in the field of education career development.

  • Ability to maintain complete and accurate records and statistics and to develop meaningful reports from that information.

  • Ability to assess the effectiveness of programs and activities.

  • Ability to interpret policies and procedures.

  • Ability to develop long-range plans.

  • Ability to effectively communicate both orally and in writing.

  • Ability to make oral presentations before large groups of people.

  • Ability to establish and maintain effective working relations with parents, students, school personnel, and members of the business community.

  • Ability to maintain confidentiality and discretion.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Minimum: Hold a valid certification in a Career and Technical Education area and five years of successful teaching experience in Career and Technical Education

CERTIFICATION AND LICENSURE REQUIREMENTS:

Valid NCDPI certification in a Career and Technical Education area
