Job Description and Duties

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

The hiring unit has established the following internal cut-off dates for this Job Control:

  • May 2, 16, and 30, 2024
  • June 13, and 27, 2024
  • July 11, and 25, 2024
  • August 8 and 22, 2024
  • September 5 and 19, 2024
  • October 3, 2024

Enforcement and Investigation -

  • Responsible for County investigation programs of larger, regional, or statewide enforcement fraud and product quality violations. This requires writing and presenting investigation reports, gathering, and evaluating the facts and evidence, locating, and interviewing witnesses, taking statements and dispositions, providing and securing other expert support, and providing advice regarding test methods, scientific principles, business practices, and other technical and legal requirements contained in weights and measures laws.

  • Determine the appropriate investigative scope and legal remedy for violations of weights and measures laws when found to occur. Provide the necessary details and instructions for successful participation by other investigators, and direct them as needed, to complete a proper investigation.

Investigative and Technical Activities -

  • Provide formal and field training, guidance, and coordination for county weights and measures officials responsible for enforcement of weights and measures laws and regulations. Teach local weights and measures officials to understand, interpret and properly enforce statutes, applicable to the particular industry and types of commodities represented and products sold. Show officials how to properly investigate regional businesses that use commercial measuring devices and how to remove non-compliant product from the marketplace.

  • Direct and coordinate local and other investigators as necessary to document the scope of widespread violations. Demonstrate efficient and effective investigative procedures and foster professional enforcement programs at the local level for all assigned counties.

Program Administration -

  • Analyze needs in development of program policies, guidelines, and regulations. Develop and evaluate technical program training materials, investigation procedures, technical and investigative training materials, and field operational documents.

  • Draft program correspondence, interpretations, positions, and inquiries. Inform management of requests, comments, and needs involving the public and local weights and measures officials.

Working Conditions

The duties of this position are generally performed at the Division of Measurement Standards Anaheim office. Occasionally irregular work hours are required. Contact with difficult or irate individuals may occur. There are times when assignments dictate working in extreme weather conditions or in physical locations that are cramped, unlit or possibly unsafe.

Department Information

Enforcement of California Weights and Measures laws and regulations is the responsibility of the Division of Measurement Standards. The Division of Measurement Standards is comprised of two branches: Laboratories Branch and the Enforcement Branch. The Divisions activities are designed to ensure the accuracy of commercial weighing and measuring devices; verify the quantity of both bulk and packaged commodities; and enforce quality, advertising and labeling standards for fuels, lubricants, and automotive products. Ensuring fair competition for industry and accurate value comparison for consumers are primary functions of the county/state programs. The Division maintains offices in Sacramento, Anaheim, and Fresno.
