POSITION: Special Education Administrator
QUALIFICATIONS:
Massachusetts teacher certification in Moderate to Severe Disabilities
Master's Degree in related field
Special Education Administrator license or Supervisor/Director license in related field
REPORTS TO: Director of Pupil Personnel Services and Building Principal
JOB GOAL:
Oversees and monitors special education compliance and practices in meeting state and federal regulations and timelines for the assigned building/s. Assists in developing effective inclusion supports and instructional strategies through staff evaluation and professional development activities. Perform a variety of administrative tasks related to policy implementation, compliance with legal regulations, and maintaining educational standards. As an administrator, provide leadership and utilize decision-making skills to supervise the implementation of MTSS system, instructional programs and offerings for the school/district.
PERFORMANCE RESPONSIBILITES:
Coordinates services with in-school personnel, state agencies, early intervention services building principals, parents, etc., while adhering to state and federal guidelines.
Coordinates and chairs re-evaluations, initials, additional testing or extended evaluation meetings to assure that students with disabilities are educated in the Least Restrictive Environment with access to the general education curriculum.
Acts as decision maker if the IEP Team is split between options and proposals.
Aids in tracking, scheduling, and facilitating manifestation determination meetings, and coordinating the FBA/BIP process with related services, other building administrators and staff.
Acts as Out of District Liaison to assigned cases and tracks students including homeschool, parochial, private and collaborative cases to assure compliance with review meetings and re-evaluation timelines.
Tracks and coordinates building and district data for students with disabilities: in-district IEP meetings (Includes reviews, re-evaluations, reconvenes, and initials), state indicators, related services, and annual DESE reporting requirements
Proofreads IEPs, assures that services agreed to in Team meetings are transferred correctly to the IEP during the proposal process, and approves/signs off as administrator on all IEPS for assigned building.
Acts as a designated person in the Team meeting to commit resources for contractual, direct services to the student, equipment, and placement decisions recommended by the Team when appropriate. Includes the building principal or designee in discussions when services involving staff changes or additional staffing services at the building level are recommended by the Team.
Provides school personnel with professional learning and updates to legal requirements relative to school district special education services and programs.
Recommends policies, programs and procedures essential to the needs of students with disabilities and in compliance with district policies, IDEA and state regulations
Advises staff and administrators of legal requirements governing special education and other federal programs as may be assigned.
Develops, directs and administers training in the due process procedures as related to the identification and placement of students.
Assists in developing and coordinating special education services with building administration
Oversees student transition planning across buildings/district.
Collaborates with administration on MTSS system, curriculum, instruction, and social emotional supports for all students
Work with building administration to reinforce the correct state, federal, and district processes when out of compliance with practices and regulations and is responsible for reporting issues that are out of compliance to the Director of Pupil Personnel Services.
Prepares local, state and federal reports, as may be required
Responsible for developing and implementing screening programs for continuous identification of students referred for special education. (Student Support Teams)
Assists Principal with budget recommendations
Oversees scheduling and case assignments for all related service providers in building
Participates with building administrators in the recruitment, selection, assignment and evaluation of all special education personnel and recommends continued employment or non-renewal of all special education professional and support staff personnel.
Hires, supervises, and completes formative/summative evaluations for assigned teachers and related service providers.
Participates in special education department meetings, building administrative meetings, district administration council meetings, MTSS meetings and other meetings as deemed necessary
Maintains ethical work practices and confidentiality
OTHER DUTIES:
Maintains professional competence by attending staff development programs, and other professional activities.
Performs any other related duties as assigned by the Director of Pupil Personnel Services or designated administrator
TERMS OF EMPLOYMENT: As stated in contract
