CLASS DESCRIPTION

The Baltimore City Health Department (BCHD) seeks a Special Assistant to the Deputy Commissioner to provide support within its Division of Aging and CARE Services.

Founded in 1793, BCHD is the oldest health department in the country, with over 800 employees and an annual budget of $208 million that aims to promote health and improve well-being through education, policy/advocacy, and direct service delivery. BCHD's wide-ranging responsibilities include maternal and child health, youth wellness, school health, aging services, animal control, restaurant inspections, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention.

Reporting to the Deputy Commissioner for the Division of Aging and Care Services, the Special Assistant will serve as a member of the BCHD's leadership team and will be responsible for providing support to the senior leadership team within the Division of Aging and the Commission on Aging and Retirement and Education (CARE), an eighteen-member advisory board appointed by the mayor.

ESSENTIAL FUNCTIONS

  • Assists the Deputy Commissioner in formulating and implementing administrative policies, practices, procedures, and long-term goals for the Division.

  • Performs confidential and special projects; researches and prepares reports and correspondence for the Deputy Commissioner or designees.

  • Investigates and resolve confidential or sensitive administrative problems, constituent complaints, and situations at the request of the Deputy Commissioner.

  • Maintains effective strategic community partnerships that enhance the health and well-being of older residents in Baltimore City on behalf of the Deputy Commissioner.

  • Provides meeting and logistical support to the Commission on Aging, Retirement and Education (CARE) and other interagency collaborations and coalitions.

  • Attends confidential administrative and operational meetings; organizes, coordinates, and monitors implementation of resultant actions, resolutions, and administrative decisions.

  • Accompany the Deputy Commissioner to public and governmental meetings, hearings, and events; support capturing notes and action items.

  • Exercises sound independent judgment in screening mail, telephone calls, and visitors; decide the matters that come to the attention of the Deputy Commissioner or the Senior Leadership Team.

  • Performs other related duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor's Degree from an accredited college or university.

AND

EXPERIENCE: Have four years of experience performing executive-level administrative support work, including two years in a confidential/sensitive environment.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to proficiently use Microsoft Office (Word, Outlook, Excel, and PowerPoint);

  • Ability to read and interpret rules and regulations and understand local policies and SOPs.

  • Ability to work effectively and collaboratively with members of local government, for-profit, and non-profit organizations, community leaders, and constituents.

  • Superior written and verbal communication skills; with proven ability and experience in developing and or interpreting materials for varied audiences.

  • Ability to communicate effectively, both orally and in writing, with senior leadership members, agency heads, City Council members, designees, and representatives.

  • Knowledge of the principles and practices of public administration with the ability to plan, organize and coordinate a program of administrative functions in a governmental organization.

  • Ability to pivot during flocculating priorities, deadlines, and deliverables.

  • Ability to research and compile administrative reports and documents and to analyze planning reports and statistical information.

  • Ability to maintain high confidentiality, discretion, tact, and diplomacy with materials and situations.

  • Ability to establish and maintain effective working relationships with internal and external stakeholders.

COMPENSATION: Commensurate to education and experience.

Work Location: Hybrid remote in Baltimore, MD 21202
