Directing both technical and programmatic support efforts for a DARPA program focusing on developing new technology and tactics for the space assets of the DoD and IC. Serve as a strategic consultant for government clients leading research and development (R&D) programs. Impact the nation's investment in technology development, through the advancement of DoD programs and transitioning technology. Maintain and apply technical expertise and relationships to serve clients. Provide strategic assessments of new technologies in support of senior-level decision-makers. Conduct background research to evaluate the feasibility and defense applications of new technological concepts. Produce and present findings and recommendations to a team of colleagues and clients. Assist with technical program management, program development, and briefing materials for government R&D efforts.

Requirements

A Top Secret clearance is required.

A Bachelors Degree in an engineering or science discipline.

Operational experience with space launch procedures, space vehicle design and operations.

Experience within government agencies such as SMC, NRO, NASA, or JPL is highly desired.

VIEW JOBS 11/14/2019 12:00:00 AM 2020-02-12T00:00 POSITION: Sensitive Technical Operations SME LOCATION: Arlington, VA CLEARANCE: TS/SCI TRAVEL: TDY only as required ROLE DESCRIPTION: Provide clandestine and commercial operations expertise and direct counsel to senior-level clients on sensitive special operations in direct support of the Under Secretary of Defense for Intelligence (USD(I)) and the Secretary of Defense. * Provide strategic advice and written products relating to the conduct, best practices, and Congressional engagement on sensitive special operations. * Provide experience-based, operational perspective to senior policy decision makers on intelligence and special operations, while ensuring coordination with the interagency, policy, legal, and operational counterparts * Develop OSD staffing packages that include time-sensitive requirements for senior leadership approval to include the Secretary of Defense and National Security Council. * Provide recommendations for the development of policy for senior decision maker's consideration and gathering information that assists senior leadership in monitoring policy compliance. * Coordinate C&SP oversight activities, reviews, and reports to ensure programs comply with DoD policy and U.S. law. * Develop and coordinate staff packages to enable clandestine technical operations, access operations, special operations, and technical mission integration efforts within DoD and across the Intelligence Community (IC) and Defense Community. * Coordinate and synchronize special access capabilities and other sensitive activities to provide enhanced operational integration and collaboration. Formulate recommend course of action based on research and available data on matters of relevance to the both directorate and OUSD(I). QUALIFICATIONS: * Bachelors degree (Masters degree preferred) * 10 years of experience working cyber and STO issues. * Extensive knowledge of Microsoft applications desired. * Ability to effectively communicate with others, to include senior government officials. * Recent (within the past 5 years) relevant experience as an action officer on the Joint Staff, OSD, Service, CSA, Service Intelligence Center or CCMD Staffs working cyber/STO-related issues. * Knowledgeable and conversant in EO-12333, PPDs 4/20/28, NSPD-38, SecDef Exercise EXORD. * Knowledgeable in roles and missions of DoD DIE. * Knowledgeable in roles and missions of OSD(P)/C/S, OGC, JS. * STO Planner experience with IGL/PMA process. Ability to clearly and objectively articulate and balance intelligence equities with respect to CCDR operational requirements. * Preferred knowledgeable in cyber threats to DoD mission-critical systems including risks to testing, development, evaluating and training with DoD cyber capabilities particularly in the face of changing threats and technologies. * Preferred understand roles and functions of inter-agency processes with respect to cyber, policy development and operations (including, DHS, DOJ, IC). * Knowledge and understanding of DoD Unified Command structure and roles and missions of CCMDs and Combat Support Agencies (including DISA, NSA, DIA). * Comprehend and articulate technical aspects of selected DoD cyber/STO capabilities to senior decision-makers. * SIGINT policy and operations background. * Military experience and Service Staff College graduate. * Ability to clearly articulate complex operational and intelligence plans ISO of CCDR operations to diverse audiences. * A demonstrated ability to clearly craft staffing packages articulating complex operational and intelligence plans ISO of CCDR operations to senior decision-makers.
