Location: United States, Remote; Regional base preferred; travel may be required if not based in partnership area

Position Type: Full-time; temporary (may include evenings and weekends)

Project Overview

Leveraging Partners In Health's (PIH) experience and lessons learned from our COVID contact tracing collaboration with the state of Massachusetts, and our 30 years of global work in emergency epidemic response and health systems strengthening, PIH has spent the last year working with U.S. states, cities and community partners in building more equitable and effective public health responses to COVID-19 in the US.

The U.S. Public Health Accompaniment Unit (USPHAU) supports public sector and community partners on the frontlines of the public health response to COVID-19, to address this acute-on-chronic public health crisis, by providing technical assistance and knowledge sharing platforms to accelerate implementation of effective, equitable COVID-19 responses. Our approach to providing technical assistance to different public sector and community partners in the United States includes providing expertise and advice on design and implementation, incorporating an equity lens into execution, and creating a community of partners across the US to share best practices and challenges in order to fortify efforts amidst the national response to COVID-19.

Position Overview

We are seeking a mission-driven individual with outstanding leadership and management skills to join PIH's USPHAU as a Regional Director. This is a leadership role in an engagement that spans work across multiple project sites with stakeholders including local public health departments, community partners and government offices. The Regional Director will join a fast paced and dynamic team accompanying states, cities and communities across the US in ramping up more effective and equitable public health responses to COVID-19. This person will play a critical role in strategy development, team culture and management and lead continued development of PIH's technical advising services. The Regional Director will be responsible for representing Partners In Health and the USPHAU internally and externally to key stakeholders and spearheading new relationships, engagements, and strategic initiatives in the local area.


Strategy development and resource mobilization

  • In close collaboration with the USPHAU Director and leadership team, provide thought leadership and help guide strategy development for USPHAU work within the project sites and local region, continually identifying new opportunities for PIH to add value and maximize impact

  • Oversee and lead the development of a longer-term US PIH strategy in region and identification of opportunities to expand beyond COVID-19 response work in the coming 6-9 months, in partnership with site Senior Project Leads

  • Develop and sustain a resource mobilization plan for PIH's regional engagement to deepen and expand USPHAU work beyond COVID-19 response over time

Program development and team management

  • Serve as the external point of contact for all regional PIH technical assistance activities with donors and partners

  • Manage and lead a team of 2-4 site leads; develop staffing strategy and continually assess recruiting priorities to meet regional team needs

  • Establish and maintain collaborative relationships with local technical, advisory and programmatic partners to strengthen PIH's TA work

  • Lead the multiple site teams to coordinate community-based response efforts including but not limited to community health worker engagement, care resource coordination, and equitable vaccine distribution

  • Troubleshoot technical and analytical issues raised by the site teams, and provide overall programmatic guidance for the direction of the region's work

  • Work closely with the leadership team to contribute learnings and key insights from Technical Advising to broader US Public Health Accompaniment Unit resource library and Learning Team programming

  • Provide regular reports on program and work progress to PIH leadership team, and liaise across other PIH USPHAU teams

  • Contribute to managing relationships with donors and external partners; represent PIH by presenting work to high-level partners, both internally and externally

Team and culture

  • Serve as a key member of the USPHAU leadership team, ensuring strategic and operational alignment across US TA, Learning Team, advocacy and communications programming and activities

  • Develop and constantly improve an exceptional team and culture in collaboration with the Project Director of Technical Advising

  • Foster the continuous growth and performance of all direct reports through active coaching and leadership that blends high expectations with intensive support and empathy

  • Shape the culture and dynamics of the broader USPHAU team through supporting and leading efforts that build team effectiveness and cohesion across geographies and work streams

  • Role model the values and mission of PIH



  • Bachelor's degree required; Master's degree preferred

  • 10+ years of professional experience in public health, nonprofit management, health program implementation and/or consulting; including experience managing a team

  • Familiarity with the public health landscape and key stakeholders in regional area

  • Demonstrated emotional intelligence through managing strong collaboration and relationship building within teams, patience, sense of humor and thoughtfulness even in high-pressure, stressful situations

  • Excellent written and verbal communication skills, able to concisely communicate complex ideas in a manner that builds buy-in among diverse stakeholders

  • Excellent people development skills, able to help diverse team members rapidly improve skills and performance through coaching and consistent supportive accountability

  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously

  • Exceptional diplomatic and interpersonal skills and ability to build strong professional relationships with diverse stakeholders in a challenging environment

  • Strategically minded, able to think creatively around program objectives and the detailed steps necessary to achieve these goals

  • Demonstrated strong problem-solving skills, qualitative and quantitative analytical capabilities

  • Demonstrated experience building new teams or programs and flexibility in the face of rapidly evolving scope of work and new challenges (such as working in a start-up-like environment)

  • Sound judgment and ability to handle confidential information with discretion and professionalism

  • Demonstrated commitment to social justice and health equity

  • Budget management experience

  • Experience stewarding donor relationships, both on grant management and new resource mobilization

  • Ability to travel if not based in region


  • Experience advising senior government officials and working within complex public systems

  • Management consulting or advisory services experience

  • Experience working in the US healthcare and/or public health systems

  • Experience in public health workforce development

  • Experience running or helping to manage strategic planning processes

  • Experience running or helping to manage coalition or consortium work

  • MPH or other related masters degree
