Position Summary

Do you have a passion for impacting the elimination of health disparities and health inequities in King County?

Public Health - Seattle & King County is looking for an experienced South King County-Hispanic/LatinX & COFA-Pacific Islander Manager (Project/Program Manager IV)to analyze the data of the uninsured in South King County in the Hispanic/LatinX and COFA Islander communities. You must have prior experience using data to identify gaps, barriers, and system challenges, then have the ability to work with our state partners, community-based organizations and Access and Outreach leadership on how to eliminate the barriers and challenges.

This position will work with the entire Access & Outreach team with the same mission and goals.

You have to know the communities we're seeking to service. Developing relationships takes time; you need to show patience and perseverance, because this process involves community partnerships. Each partner will have their own vision, so you'll need to listen the community first and allow the community to drive your work and not your own personal agenda.

You can see King County residents being enrolled into programs that will benefit them. For example: enrollment into Basic Food gives families food assistance; they can buy more food. Creating new enrollments systems, you can see how King County residents can get insurance and now go to the doctor, get their prescriptions and other needed medical services. PHSKC mission is ensure that all residents have access to quality health care, assures equal services to every race and increase a residents life expectancy. This is what this position helps achieve.

The most successful candidatemust have prior experience engaging the Hispanic/LatinX and COFA Islander communities which include partnership development, coordination of health enrollment or health services events. This position will also develop the strategic plan for the new Apple Health program for non-citizens that will roll-out July 1, 2024, and lead the work in South King County that will identify areas and household eligible for the new Solid Waste Low-Income program.

The successful candidate will also serve as the technical expert in Healthplanfinder for community organizations and Navigators located in South King County. Create the new COFA Islander/Pacific Islander network that will bring together organizations who are severing this population. This will include inviting community partners to co-facilitate, new website and quarterly meetings based on the needs of the community. Supervisor our Navigators who are working in the COFA Islander and Pacific Islander communities.

Community Health Services Access and Outreach Program

We achieve system-wide changes that improve access to health insurance, health care access and other public benefit for the residents of King County. Incorporate the core tenets of the social determinates of health when we design our strategies and outreach models. Identify racist practices that are embedded into our health care systems and confront longstanding racist practices and policies. Develop and create network partnerships in King County in communities that face health inequities and health inequities: Black/African American; Hispanic/LatinX; Pacific Islanders/COFA. These networks serve to strengths and support the communities we're serving.

We do this by building the system, enrollment and assuring access.

Work ScheduleThis position works Monday-Friday, 8am to 5:00 pm, but the schedule is flexible. Some evenings/weekends will be required.This position is Exempt from the provisions of the Fair Labor Standards Act.

Work LocationThis position is based out of the Federal Way storefront, located at 1640 S. 318th Place #B,Federal Way, 98003 but can telecommute up to three days per week.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Developing strategic plans for various programs. Including but not limited to, the new Health Insurance program for Non-Citizens, Promotora programs and the new Solid Waste discount program.

  • Direct and supervise the work in the COFA Islander and Pacific Islander communities.

  • Service as the technical expert and provide technical assistance in Healthplanfinder for Navigator Organizations and Navigators located in South King County.

  • Reviewing the data of the uninsured that is received from the Office Fiscal Management in Olympia, and internally through our Public Health partners.

  • Creation of the new COFA Islander/Pacific Islander network for King County.

  • Coordination and collaboration with the existing Hispanic/Latinx Network in King County.

  • Manage contracts and small grants to community-based organizations in South King County.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Certified Navigator. Because this position will provide technical support to Navigators and Organizations, this certification is required.

  • Experience working in the Hispanic/LatinX & COFA communities.

  • Experience developing programs, creating relationships, reviewing and analyzing data.

The most competitive applicants will have the following experience and qualifications (Desired):

  • Prior policy development experience.

  • Experience in building relationship, partnerships, or coalitions in the COFA Islander community.

  • Public speaking skills which include prior experience giving presentations and trainings.

  • Knowledge of the landscape of the Hispanic/LatinX communities in King County.

  • Ability to work evening/weekends.

  • Must have a Washington State driver's license.
