Source Analyst III - Battlespace Awareness

Location: The Pentagon

Period of Performance: 5-year contract until Feb. 2022

Clearance: MUST have in-scope Top Secret/SCI clearance (active and verifiable in JPAS) and ability to pass CI polygraph

The Source Analyst III will support the Joint Staff J28 Battlespace Awareness (BA) Functional Capability Board (FCB) by performing the following duties:

  • Applies mastery-level skill in capabilities analysis to ensure warfighters obtain the capabilities they need to accomplish their mission

  • Serves as senior support to the FCB Secretariat, responsible for shepherding combatant commanders' requests through Joint Requirements Oversight Council (JROC), Joint Rapid Acquisition Cell (JRAC), and Joint Capabilities Integration and Development System (JCIDS) processes

  • Studies management and operational methods to improve workflow, work measurement and performance standards, and to simplify reporting procedures or implement cost reductions, focusing on process and productivity improvements

  • Battlespace Awareness lead for Joint Urgent Operational Need (JUON) and Joint Emergent Operational Need (JEON) processes


FCB Specific Task Description:

The Operations Research Analyst shall:

  • Conduct required capability evaluations through assessments and studies to support the analytical underpinning for developing and refining issues that support JROC recommendations

  • Employ their functional and technical expertise in participating in strategy and planning development, programming, resourcing activities, and a variety of feedback avenues specifically related to the BA FCB task

  • Assessing capability issues that arise from Integrated Priority Lists (IPLs); Lessons Learned; Joint Quarterly Readiness Review (JQRR) issues and deficiencies; studies and assessments; processes; meetings; Combat Support Agency Review Team Assessments (CSARTS); or senior leader tasking as outlined in CJCSI 3137.01

  • Support assessment of BA-related topics including intelligence, surveillance and reconnaissance (ISR) planning and direction (P&D); observation; tasking collection, processing, exploitation and dissemination (TCPED); analysis and production (A&P); blue force tracking (BFT); Joint blue force situational awareness (JBFSA); and space situational awareness (SSA) issues at the collateral and compartmented levels

  • Support analysis of the programmatic aspects of the Joint capability including competing or duplicative programs as potential offsets; develop assessment methodologies and analytical frameworks that include the collection, validation, manipulation, and maintenance of pertinent data for assessments, models, and simulations

Desired Experience Includes: Joint Staff, Office of the Secretary of Defense (OSD), Service, or Combatant Command experience. Understanding of Joint Staff Requirements Process and in-depth knowledge of the Joint Capabilities Integration and Development System (JCIDS) and the JROC process. Familiarity with Joint Capability Areas (JCAs). Background in the Battlespace Awareness and intelligence portfolios. Deployed combat experience a plus.


Clearance Requirements:

Must have current Top Secret clearance (based on SSBI completed within the last five years) with SCI eligibility. Work on this task will be performed in a SCIF, so SCI access is required. Clearance must be verifiable in JPAS.


  • Bachelor of Science degree from an accredited college or university with a minimum ten (10) years of task related experience


  • Graduation from a military command and staff college with a minimum ten (10) years of task related experience (5 of which earned as E-6or O-3 or above)


  • A combination of fifteen (15) years of military operational experience (5 of which earned as E-6or O-3 or above).
