The Navy has aging IT systems that cannot support a modern Navy growing to meet the demands of the National Security Strategy. Recognizing these shortfalls, OPNAV N1 has engaged in a full-scale modernization process called MPT&E Transformation which is expected to modernize personnel management and training systems to more effectively recruit, develop, manage, reward and retain the force of tomorrow. The MPT&E transformation program will bring together all MPT&E capabilities into a single, modern IT architecture that supports Manpower, Personnel, Training and Education Transformation. In support of the new MPT&E Operating Model, PMW240 is focusing on leveraging Commercial-Off-the-Shelf (COTS) products and a Cloud First strategy.
More About the Role:
The MPT&E transformation Solution Architect will provide: input to long- and short-range planning of projects; business process re-engineering; development of business and systems solutions (to include cost/benefit analysis) in fulfillment of the MPT&E transformation requirements; and the ability to manage cost, schedule, and technical performance to achieve program objectives. The position requires extensive experience as the solution architect for a large, complex software engineering and development program within the umbrella of the DOD JCIDS Acquisition Framework. It is preferred that he/she have working knowledge of: the hire to retire business process; the PeopleSoft 9.2 platform; the Force.com platform; multi-cloud management platforms; and the utilization of, and integration with, Cloud Brokerage frameworks. Business process transformation experience is critical given the customers desire to continue to streamline the Navy's existing personnel and pay processes
This position requires an individual who is extremely knowledgeable and skilled in all phases of Solution design and development. Individual must possess strong strategic decision making skills, superior leadership abilities, and excellent team building skills. Must have the vision to understand the customer's business requirements, and can apply current state methods and techniques (to include people, process and technology) to solve the business problem at minimum risk to the customer and CACI. Individual must have large scale Systems Integration and COTS based solution implementation experience.
Responsibilities include, but are not limited to the following:
Business/IT Strategy Development Demonstrate an excellent understanding of the current and future state of technology to support the achievement of business objectives.
Business Architecture Development Must be capable of analyzing requirements and developing an optimized business architecture to include process design, organizational design, location design, and use case and information model development.
Data Architecture Development
Performance Architecture Design Demonstrate ability to identify and implement performance metrics designed to provide leading indicators for service performance assessment.
Solution (System and Software) Design Demonstrate ability to lead the development of a conceptual, logical and physical architecture for solutions whose goal is to enable the Bureau of Naval Personnel mission.
Formulate and present solutions for internal and external customer review.
Prepare progress reports and update steering committee/executive management as to status, anticipated issues and risks, and problems as they develop.
Coach and mentor senior and mid-level staff on the development of software engineering plans, and the identification deliverables and strategies for implementation of software development projects (waterfall, incremental, package based and agile).
Prescribe test methods, ensures quality of test execution, and ensure that configuration management processes are implemented appropriately and efficiently
Special emphasis will be required on coaching and mentoring systems engineering and software development staff on the planning and execution of critical business initiatives
You'll Bring These Qualifications:
Bachelor's degree in Computer Science or equivalent, and 12-15 years of related (large-scale information solution architecture) experience
Strong legacy system modernization and data conversion experience
Exceptional skills in customer and stakeholder relations
Excellent knowledge of system design and software development best practices; and a wide range of experience controlling and improving quality of service while reducing the overall cost of development through operational efficiencies
Demonstrated Experience as a Senior Engineer/Architect on a large-scale Federal Implementation
Demonstrated experience with legacy transformation strategies, business process transformation and business process reengineering
Knowledge of the BEA and the Hire to Retire process
Demonstrated experience developing integrated architecture views (DoDAF compliant) using Model Based Systems Engineering tools
Deep knowledge of: traditional waterfall; spiral; agile; incremental and package-based development methodologies (including both waterfall and agile based variants)
Experience with Agile software development tools, integration methods and related technologies
Experience with the installation, configuration and deployment of a Continuous Integration, Continuous Delivery and DevSecOps compliant pipeline for software development
Demonstrated experience with devising and implementing complex data conversion and external system data interface/integration strategies
These Qualifications Would be Nice to Have:
Knowledge of the Oracle PeopleSoft, Salesforce Force.com and Service Now platforms
Domain expertise in personnel and pay management.
Knowledge and experience with the integration of the following capabilities within a system of systems architecture: business analytics, business intelligence, robotic process automation, and artificial intelligence
Knowledge and experience implementing a multi-cloud management platform
Knowledge and experience with all applicable Federal Laws, Regulations and Policies relevant to the implementation and deployment of IT systems in support of the DoD mission
