The Program Manger will manage several Intelligence Support Operations across geo-graphically dispersed efforts and ultimately be accountable for cost, schedule performance and risk identification / mitigation for efforts supporting intelligence activities. Responsible for ensuring production schedules are met, system resources are utilized effectively, and establishing productive and positive relationships with customer and multiple stakeholders. Must be knowledgeable of the intelligence cycle, applicable regulations, publications, policies and procedures to conduct intelligence operations and mission support. Responsible for organizing programs in accordance with the mission and goals and supporting the strategic direction of the customer. Responsible for the development and oversight of budgets and operating plans for the multiple efforts; overseeing the evaluation to assess program strengths and identify areas for improvement in accordance with established project management standards. Regularly meet with stakeholders and producing accurate and timely reports of program status through the life of the contract.
Clearance - Top Secret/SCI w/ CI polygraph
Master's Degree with minimum of 20 years of experience in the intelligence field
Demonstrated understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/ platforms as well as human, signals, imagery, geospatial and technical intelligence
Demonstrated understanding of evaluating intelligence reporting, engaging with collection managers and developing collection requirements.
Demonstrated ability to work independently and with minimal to no oversight.
Demonstrated ability to define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommended improvement to solutions.
Demonstrated experience leading a large team across multiple locations
Certification: Project Management Professional (PMP)
Demonstrated in-depth analysis of intelligence operations and knowledge management issues across organizational and intra-IC boundaries; clearly able to articulate key findings to senior officials across the Government.
Demonstrated mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology. Demonstrated ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
Demonstrated ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
Strong knowledge of the deployment cycle and process and intelligence analytical techniques especially within the Department of the Defense.
Demonstrated success working within a variety of Army intelligence organizations.
