Responsibilities

The Program Manger will manage several Intelligence Support Operations across geo-graphically dispersed efforts and ultimately be accountable for cost, schedule performance and risk identification / mitigation for efforts supporting intelligence activities. Responsible for ensuring production schedules are met, system resources are utilized effectively, and establishing productive and positive relationships with customer and multiple stakeholders. Must be knowledgeable of the intelligence cycle, applicable regulations, publications, policies and procedures to conduct intelligence operations and mission support. Responsible for organizing programs in accordance with the mission and goals and supporting the strategic direction of the customer. Responsible for the development and oversight of budgets and operating plans for the multiple efforts; overseeing the evaluation to assess program strengths and identify areas for improvement in accordance with established project management standards. Regularly meet with stakeholders and producing accurate and timely reports of program status through the life of the contract.

Required Qualifications

  • Clearance - Top Secret/SCI w/ CI polygraph

  • Master's Degree with minimum of 20 years of experience in the intelligence field

  • Demonstrated understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/ platforms as well as human, signals, imagery, geospatial and technical intelligence

  • Demonstrated understanding of evaluating intelligence reporting, engaging with collection managers and developing collection requirements.

  • Demonstrated ability to work independently and with minimal to no oversight.

  • Demonstrated ability to define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommended improvement to solutions.

  • Demonstrated experience leading a large team across multiple locations

  • Certification: Project Management Professional (PMP)

Qualifications

Desired Qualifications:

  • Demonstrated in-depth analysis of intelligence operations and knowledge management issues across organizational and intra-IC boundaries; clearly able to articulate key findings to senior officials across the Government.

  • Demonstrated mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology. Demonstrated ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.

  • Demonstrated ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.

  • Strong knowledge of the deployment cycle and process and intelligence analytical techniques especially within the Department of the Defense.

  • Demonstrated success working within a variety of Army intelligence organizations.

All positions require an active/current <strong>TS/SCI security</strong> <strong>clearance</strong> and be willing and able to pass an additional <strong>polygraph</strong> as needed.<br />  <br /> As an <strong>Expert Program Manager, specific responsibilities include, but are not limited to:</strong><br /> <strong><u>Duties:</u></strong><br />  <br /> Provide program management support to Government TO Leads to facilitate the contractor’s technical execution of the TO. Program Management support includes cost, schedule, risk and performance management of all TO staff and work activities.<br /> Support Government TO Leads to ensure contractor personnel are qualified to perform the assigned task, tasks are understood and completed within the specified timelines, and potential personnel problems are pre-empted.<br /> Work with the Government TO leads to ensure contractor personnel are qualified to perform the assigned task, tasks are understood and completed within the specific timelines, and potential personnel problems are pre-empted.<br /> Consult and coordinate with the Government PMO and appropriate Government To leads to resource fulfillment activities and associated cost estimates resulting from technical work scope adjustments.<br /> Respond to the NGA CO, COR, and technical monitor as appropriate for new resource requirements and associated cost estimates resulting from technical work scope adjustments.<br />  <br /> Coordinate all travel and training with the NSES PMO and Government TO Leads prior to scheduling.<br /> Ensure programmatic alignment and adherence to the NGA Vision, Planning and Programs, CIOT Priorities and IPA Priorities.<br /> Ensure the accuracy, quality, configuration management and timely delivery of all required TO deliverables to include the Monthly Financial Report, Monthly Staffing Report, Monthly Activity Report, Quarterly Program Management Review materials, and as required Trip Reports, Briefings, Evaluations, Technical Assignments, White Papers or other Government requested deliverables necessary for the successful execution and/or completion of work activities.<br /> Plan and execute Quarterly Program Reviews to provide the NSES PMO andGovernment TO Leads a comprehensive understanding of the health/status of all TO activities.<br /> Support the coordination of program management activities between the TAEngineering Offices and Divisions, CIOT Groups, IPA, and NGA Directorates and Associate Directorates.<br /> Support NGA and IC Steering Groups, Advisory Groups and Governance Boards as required.<br /> Provide program management expertise in lean six-sigma strategies and execution and agile methods, practices and execution.<br /> Perform day-to-day contractual and programmatic management of the TO.<br />  <br /> <strong> Required Qualifications:</strong><br />  <br /> Bachelor’s degree or higher in Engineering, Computer Science, Information Technology, Management Information Systems, or related STEM degree.<br /> • Senior-level experience as a Program Manager in terms of cost, schedule, performance and risk management.<br /> • Expert-level experience in engineering, design or analysis of IT or related systems.
