Duties Summary
Plans, directs, and administers the County's solid waste program involving the construction, maintenance, and repair of all solid waste landfills, transfer stations, and associated support facilities; oversees the County's recycling program and activities; oversees the County's derelict and abandoned vehicle disposal program and activities; and performs other related duties as required.
One (1) immediate permanent, full-time vacancy with the Department of Environmental Management - Solid Waste Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
Plans, organizes, directs, and coordinates a County-wide program involving the operation, maintenance, and repair of all solid waste landfills, transfer stations, facilities, recycling facilities, associated support facilities, and adjacent areas.
Formulates and directs the execution of divisional policies, procedures, and regulations.
Interprets and implements laws, codes and ordinances, and departmental and administration's policies and regulations relating to solid waste, environmental impact, and recycling.
Develops Landfill Remediation Plans to address health and safety issues, environmental impacts, and active/inactive County landfills; implements pre-remediation activities, such as investigations and site-specific monitoring to assess level of negative impacts; approves and oversees remediation activities.
Oversees the division's Permit Compliance Program that includes the preparation of Department of Health solid waste management permit applications for County solid waste management facilities; and the review and approval of Division Landfill Disposal Permits in accordance with Hawai`i County Code, Section 20-35, and the County Planning and Building Department Permit applications as they pertain to the County's solid waste management system.
Oversees and evaluates, through the program coordinator, the operations and activities of the Solid Waste Recycling Program; confers with program coordinator on projects and long range plans to ensure that goals and objectives are being met.
Oversees and evaluates, through the program coordinator, the operations and activities of the Derelict and Abandoned Vehicle Disposal Program; confers with program coordinator on projects and long range plans to ensure that goals and objectives are being met.
Plans and coordinates divisional programs with those of other County divisions and departments and federal, state, and private agencies.
Reviews and interprets construction plans and specifications; recommends approval of major construction projects and changes to or deviations from plans and specifications for projects in progress; directs the inspection of work in progress.
Determines work procedures; establishes criteria and guidelines; directs work assignments.
Reviews operational reports; evaluates the efficiency of operations and implements changes as required.
Oversees the division's safety program; enforces and complies with all Federal, State, and County laws, regulations, and policies relating to occupational safety and health and the environment; initiates changes in operations to address safety concerns.
Reviews overall program requirements and coordinates the effective utilization of available materials and resources.
Prepares and justifies the division's annual budget requests and program expenditures.
Oversees personnel and equipment requirements; assigns and reviews the work of subordinates; recommends all personnel actions including hiring, promotion, disciplinary actions, and termination.
Confers with legislators, administrators, and other public officials as it pertains to program goals and objectives; participates in reviewing bills and resolutions; drafts comments or prepares testimony as required.
Prepares and directs the preparation of operational and technical reports; directs the conduct of special research or studies and makes recommendations.
Directs the investigation and resolution of complaints.
Maintains effective public relations; participates in meetings with other governmental agencies and community organizations.
Performs other related duties as required.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:

Knowledge of: principles and practices of public administration, organization, supervision, budget formulation and control; public relations; methods, practices, costs, equipment, and materials involved in the construction, operation, maintenance, and repair of solid waste landfills, solid waste transfer stations, recycling facilities, and other solid waste facilities; laws and regulations applicable to solid waste landfills, refuse disposal, and solid waste recycling and reuse ; occupational hazards and safety practices; research methods and techniques; report writing.
Ability to: plan, organize, direct, and coordinate the activities of a major division; review, analyze, and interpret plans and designs prepared by engineers and contractors and recommend changes to meet operational and functional requirements; apply quantitative measures in determining project requirements for manpower, equipment, and materials; evaluate performance and solve operational problems; prepare operational reports; prepare and justify budget estimates; maintain effective working relationships with employees, other government agencies, and the public; interpret, implement, and apply policies, procedures, and regulations; give clear and concise oral and written instructions.
