Position Overview

Under general supervision of the Maintenance Services Managerthis position is responsible for work in the planning, organization, coordination and effective execution of capital and maintenance work for Montgomery County Solid Waste. Responsibilities include exercising independent judgment in supporting work activities, budget development, project planning and scheduling work priorities, follow up of general maintenance work orders, assisting in developing and completing planned maintenance interruptions and preventive maintenance schedules that maximize equipment reliability and reduce costs. This position also assists in training employees in maintenance and repair of all utility machinery and equipment while maintaining high levels of safety.

Summary of Job Duties

Plans, organizes, coordinates with and reviews the work of skilled tradesmen and semi-skilled workers engaged in a wide variety of general electrical, mechanical and related capital and maintenance work. Plans and schedules major and minor shutdowns/outages to include Gantt charts, critical path analysis and resource leveling.

Receives work orders and reviews requests to determine validity and accuracy of information, engages appropriate resources, and establishes priorities and realistic completion schedules. Assists in diagnosing maintenance issues and schedules repairs. Consults with managers and supervisors on major jobs requiring partial or complete maintenance interruptions of generating units/plants.

Assists as a general maintenance consultant to managers and supervisors in determining schedules for removal of equipment from service for inspection, repair or replacement to minimize financial and operational impacts of such interruptions. Determines the scheduling of employee maintenance time, and scheduling of preventive maintenance activities. Identifies work requiring engineering design, and reviews plans and specifications with consulting engineers; consults supervisors as necessary.

Assists in preparing cost estimates for work to be performed including labor, material, equipment, and outside services. Develops clear and concise plans and specifications and work procedures. Procures manuals, drawings, parts and tools for work orders and project work.

Responsible for the upkeep and accuracy of equipment maintenance history and jobs database. Works with the department's request for proposals competitive bidding procedures. Works closely with department and outside engineering personnel.

Instructs employees in proper and safe operation of equipment, instruments and tools in accordance with established policies and procedures. Assists in the startup of new or highly technical processes. Assists in developing operation and maintenance policies and procedures, recommends improved methods of operation, maintenance, and recordkeeping; assists in implementing operation and maintenance changes.

Ensures timely preventive maintenance procedures are enacted to maintain production efficiency using computer-aided scheduling programs (CMMS). Compiles and enters data and documentation into computer maintenance management system programs (CMMS). Ability to multitask and work on multiple projects and tasks at the same time. Maintains necessary records, reports, logs, prepares work schedules and work orders. Completes special assignments pertaining to the department.

Assists the Maintenance Services Manager with preparation of budgets, capital improvement plans, and maintenance agreements. Ensures compliance with all applicable policies, safety rules and policies, and governmental regulations. Approaches all aspects of the work being performed with safety as the highest priority.

Communicates with the workforce and external contractors to plan, schedule, and execute capital and maintenance projects. Attends weekly meetings to collaborate with and update personnel on status of projects. Assists in the identification, ordering, and inventory tracking of critical spare parts and components. Monitor projects to ensure they will finish on time and within budget.

Minimum Qualifications and Requirements

High School diploma or equivalent. Five (5) years of experience in core business processes of industrial maintenance and engineering or other utility (e.g., installation, repair, maintenance, operation, planning-scheduling, construction, consulting). Must have valid driver's license with acceptable driving record.

Preferred:GraduationfromacollegeoruniversityofrecognizedstandingwithanAssociate'sorBachelor'sDegreeinIndustrialEngineering,IndustrialTechnology, Electrical Engineering,MechanicalEngineering,ManufacturingTechnology,ChemicalEngineeringorcloselyrelatedfield.

Considerable experience in the operation and mechanical repair of Utility equipment such as boilers, generators, turbines, pumps, heat exchangers, motors, compressors, valves, vessels, instrumentation, conveyors, blowers, and auxiliary equipment.

Driving Requirement:

Must have valid driver's license with acceptable driving record.

Training and Development:

Successful completion of an approved course or workshop in project management within one year of appointment.
