Summary

Under the supervision of the Chief Storm Water Inspector, Solid Waste Environmental Investigator performs a variety of technical and enforcement duties in support of the County Solid Waste Program. Officers will monitor and enforce a variety of applicable codes, ordinances and regulations of private and public properties, nuisance ordinances, health and sanitation, solid waste, and other codes as assigned. Must be flexible to achieve performance excellence in a telework arrangement.

Duties and Responsibilities

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability

  • Working in conjunction with the Solid Waste Customer Coordinator, follows up on delinquent accounts in the Pilot Trash program areas

  • Investigates complaints and information regarding properties failing to participate as required in the program

  • Ensures compliance with the County and State's Solid Waste ordinances

  • Assists Code Compliance Officers in investigations regarding trash or refuse accumulations

  • Prepares notices of violations indicating requirements for compliance

  • Delivers notices of code violations to owners

  • Writes Citations where expedited court action is required

  • Prepares detailed reports for future court appearances

  • Prepares cases for court

  • Serves court citations

  • Testifies in court as an expert witness for the County

  • Maintain all documentation and actions taken for each investigation

  • Assists On-site Sewage Facilities (OSSF) inspectors with any violations or citations for illegal installations of septic systems

  • Serve as a resource and provides solid waste information on local and state regulations to property owners, residents, businesses, the public and other County Offices/Departments

  • May assist other officers within the Department in various environmental complaints

  • Performs related duties as required

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in science or closely related fields, or an equivalent combination of education and 5 years experience

  • Good knowledge of OSSF State and County regulations; good knowledge of environmental health and safety standards and practices

  • Skill in operating basic surveying equipment; skill in operating personal computer

  • Ability to perceive or visualize spatial relationships of plane and solid objects; ability to effectively respond to customer inquiries and complaints ability to operate personal computer; ability to establish and maintain effective working relationships with co-workers, County employees, outside agencies, contractors and the public

  • Preferred:Completion of TCOLE-approved academy program for Texas Peace Officers

  • Must possess a Texas Commission of Law Enforcement (TCOLE) license

  • Must demonstrate technological intuitiveness

  • Must be a State Certified OSSF Inspector or must obtain a State Certified OSSF Inspector certification within two (2) years of hiring date

  • Must secure and maintain a favorable background investigation for a commission through Bexar county Fire Marshall Office as a licensed peace officer

  • Must possess a valid Texas State Driver's License

  • Must secure and maintain a favorable background investigation and clearance

  • Must clear a pre-employment physical and a pre-employment drug screen test

  • May be required to work more than 40 hours during the workweek; required to be on-call 24-hours a day

Working Environment and Physical Demands:

  • Working conditions are primarily outdoors; occasionally move about the office / telework office

  • Work environment involves some exposure to hazards or physical risks (i.e. cramped work areas), which require following basic safety precautions

  • Work involves moderate exposure to unusual elements, such as extreme temperature variations (i.e. rainy and icy conditions), rough terrain, poisonous plants, dirt, dust, fumes, vapor, smoke, unpleasant odors, hazardous materials, flammable liquids, sewage, damp or wet surfaces, insect and/or animal bites

  • Frequently moves equipment weighing up to 15 pounds

  • Constantly operates tools and equipment

  • Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner

  • Constantly positions self to perform essential functions of the job in an office / telework environment

  • Must be able to remain in a stationary position
