ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Senior Solid Waste Operations Administrator in planning, developing and managing solid waste services, procedures, processes, and activities in the collection and disposal of refuse.

Manages assigned employees in supervising the collection, transfer, disposal and diversion of municipal solid waste; including but not limited to, household and commercial garbage, trash, bulky items, curbside recyclables and yard debris. Schedules and adjusts crew staffing levels as needed to ensure adequate collections services are being met. Monitors collections activities of contracted service providers and makes recommendations to management for improvements and adjustments to the existing routes.

Ensures compliance with and provides guidance regarding state, federal and local laws pertaining to municipal solid waste management. Recommends policy and guidance changes to produce more efficient operations. Coaches, trains, and mentors subordinates.

Hires personnel, assigns duties, develops training programs, evaluates performance, and disciplinary action as needed. Monitors leave utilization to develop and review staffing requirements to ensure efficient and effective operations. Monitors the preparation of check requests, bid specifications, requisitions and contract related information for the purchase of equipment, goods, services, and repairs.

Establishes and enforces policies, procedures, standards and guidance governing the service center activities. Attends and conducts meetings to make presentations in a public setting such as town halls and community association regarding collection activities. Oversees and coordinates neighborhood cleanup projects in conjunction with other service centers and Divisions.

Conducts inspections of accidents, collection routes, and customers' complaints by driving to various locations. Evaluates, creates, and prepares various reports and metrics by analyzing results to recommend improvements to management by utilizing various Microsoft applications. Interacts and communicates verbally and in writing with public, management, and other staff members regarding collection, projects, issues, and concerns.

TYPICAL PHYSICAL DEMANDS: Must have excellent oral and written communication skills.

Must be able to operate a motor vehicle to inspect and observe solid waste collection, processing, disposal and recycling activities including traversing throughout various property grounds. Requires the ability to operate general office equipment, such as a computer, copier, and telephone. Must be able to travel to attend various local, in-state or out of state meetings or functions. Involves contact with employees at all levels and various government agency officials.

TYPICAL WORKING CONDITIONS: Work is performed in an office environment.

Frequent travels throughout the city to inspect and observe work sites as needed. Must be able to interact diplomatically with citizens, Labor Unions and businesses regarding solid waste issues and problem resolution. May be exposed to noise, fumes, odors, and all types of weather conditions while inspecting or visiting worksites and/or facility locations. Some evening, weekend, or holiday work may be required.

MINIMUM QUALIFICATIONS: Bachelor's degree from accredited college or university and four (4) years of managerial experience in operations, supply chain and logistics and two (2) years in an operational training capacity; or any combination of training and managerial experience which enables one to perform the essential job functions. Must possess and maintain a valid driver's license as a condition of continued employment.
