Responsibilities

The Soil Conservationist (Resource Conservationist) works in the local field office and assists the District Conservationist in developing and implementing a comprehensive natural resource conservation program.

  • Assists in conducting field investigations, surveys, and assembly of data needed in the development of conservation practices for structural solutions to problems with water quality, erosion, drainage, and irrigation.

  • Works with landowners on the application and maintenance of conservation practices common to the work unit area, independently explaining cost-share payment procedures to the landowner/producer, reviewing completed conservation plans with the landowner, arranging on-site assistance in application, and scheduling follow up with landowners or operators to check progress of conservation practices that are under construction.

  • Provides technical support to the conservation planners in resource planning by utilizing applicable NRCS survey tools and planning software, prepares cartographic orders, and assists NRCS Staff with data collection as requested through the Field Office.

  • Assists the District Conservationist in developing large area resource conservation plans; compiles resource information, prepares maps, and interprets soil survey data for use in conservation planning.

  • Assists with public information activities providing NRCS guidance and policy for the application of practices. As appropriate, conducts practice demonstrations and discusses conservation practices on tours and presentations.

  • A 1-year probationary or trial period may be required.

  • Must possess and maintain a valid driver's license. This may require the operation of a motor vehicle in both public and private roads during daylight hours and occasionally after dark.

  • The work requires regular and routine prolonged walking over field terrain and bending, lifting, and stretching when utilizing survey instruments and equipment. The work involves regular and recurring exposure to agricultural and construction type equipment while in operation. There may also be exposure to heat snow and ice as well as herbicide and chemical spray operations, which require safety precautions.

  • Entrance on duty is contingent upon completion of a pre-employment security investigation. The position may be subject to a Public Trust background investigation at the time of appointment, and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the clearance or background investigation at the time of appointment and on reinvestigations is a condition of employment.

Qualifications

All applicants must meet all qualification (i.e. Basic Education Requirement, Specialized Experience Requirement) and eligibility (e.g. time-in-grade, general restriction on movement after competitive appointment/time-after-competitive appointment) by the closing date of this vacancy announcement.

Specialized Experience Requirement:

Specialized Experience for GS-05: Possess at least one year of specialized experience, equivalent to the Federal GS-4 level. Specialized experience is defined as experience gathering and compiling planning data on soil limitations, erosion, surface drainage, and sedimentation to make preliminary engineering surveys; assisting in the development of large area resource conservation plans; and working with landowners on the application and maintenance of conservation practices; OR

Education Substitution: Completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable; OR

Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position.

This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience for GS-06: Possess at least one year of specialized experience, equivalent to the Federal GS-05 level or higher, which has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience at this level include, but are not limited to, advising landowners on the use of one or several single alternative practices such as nutrient management, roof runoff structures, contour cultivation, grassed waterways, and terracing; installing and maintaining soil and water conservation measures on farms, ranches, or agricultural land; performing surveying work, reducing notes and drafting specifications for various stabilization or diversion practices; and providing advice on merging conservation practices using established objectives; OR

Education Substitution: One full year of graduate education from an accredited college or university leading to a master's degree with a major course of study in agriculture, forestry, range management, or another subject-matter field directly related to the position; OR

Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position.

This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience for GS-07: Possess at least one year of specialized experience, equivalent to the Federal GS-06 level or higher, which has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience at this level include, but are not limited to, designing, installing and maintaining a variety of non-routine conservation measures on public and privately owned land including farms, parks, shoreline, dams and reservoir areas, forests, and/or wildlife habitats; advising property holders on the effectiveness of applying soil and water conservation practices; conducting basic research in support of conservation planning efforts; performing surveying work, reducing notes and drafting specifications for various stabilization or diversion practices; providing advice on merging conservation practices using established objectives; and developing and maintaining constructive relationships with clients, partners, and Conservation Districts; OR

Education Substitution: One full year of graduate education from an accredited college or university leading to a master's degree with a major course of study in agriculture, forestry, range management, or another subject-matter field directly related to the position; OR

Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position.

This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Time-in-Grade: Applicants must have completed at least 52 weeks at the next lower grade (i.e. GS-4 for GS-5, GS-5 for GS-6, and GS-6 for GS-7), or have held the same grade or higher grade level as the one advertised in order to be considered for this position.
