Requirements Candidate must have either a Bachelor's degree in Computer Information Systems, Computer Science, Data Processing and four (4) years of data processing and analysis experience or an Associate's Degree in Computer Information systems, Computer Science, Data Processing and eight (8) years of data processing and analysis experience.
Licenses and Certificates:
None General Purpose Under general direction, plan and direct the analysis of software capabilities, usage, configuration, and maintenance of large scale applications and documentation.
Typical Duties Develop, evaluate and recommend new or revised systems and procedures, including justifications for proposed changes.
Involves: Study existing systems and procedures of organizations to determine feasibility of conversion to data processing or network application methods.
Determine information needs in coordination with personnel of user departments by drawing detailed flowcharts and block diagrams or applying other related methods.
Estimate personnel requirements, cost and time for programming projects.
Prepare systems development project plans and schedules.
Evaluate design alternatives of proposed information processing or network systems, and operations of those implemented to ensure efficient utilization of resources.
Analyze program specifications for completeness and conformance to established standards.
Recommend technical solutions and improvements to automated systems.
Ensure that project products meet departmental standards.
Maintain complex automated systems and computer programs.
Involves: Approve and release complete and precise user instructions and system documentation for implemented systems according to established standards.
Report program activity and project status to management.
Analyze software packages and recommend modifications to meet users' needs.
Provide technical direction to operations and programming personnel by analyzing information work procedures and job methods to solve operating system problems or debug programs.
Estimate and document resource requirements for input handling, processing and output preparation for each system function.
Prepare systems design alternatives according to established standards.
Review and approve proposed program logic.
Ensure programs are thoroughly tested and documented before release as operational.
Identify documents and evaluate information requirements at various management and operating levels.
Develop programs to educate management and users in data processing capabilities and requirements.
Supervise assigned personnel.
Involves: Schedule, assign, instruct, guide and check work.
Appraise employee performance.
Provide for training and development.
Enforce personnel rules and regulations and work behavior standards firmly and impartially.
Counsel, motivate and maintain harmony.
Interview applicants.
Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
Perform related duties as assigned.
Involves: Substitute, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations.
Direct the training of new staff in established programming standards and procedures.

Utilizes professional expertise and specializes in the following discipline: Nursing.Essential Job Functions: Conducts certification surveys, licensure inspections, or investigations in facilities to determine compliance with federal and state regulations. Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems or complaints. Testifies at hearings or in court proceedings to provide information regarding policies/procedures, history, findings, or activities. Completes inspection/survey reports listing deficiencies and prepares written reports supporting the actions and remedies recommended.Visits facilities to verify the of correction previously cited regulatory deficiencies/violations. Conducts exit conferences with facility staff regarding findings and may assist in developing a plan to correct deficiencies. Performs quality assurance reviews of documents prepared by others for example; publications, assessments, and reports.Knowledge Skills Abilities: Knowledge of nursing principles and acceptable professional standards of patient care.Ability to interpret policies, procedures, and regulations. Ability to multi-task and track multiple activities with competing priorities. Ability to work independently. Ability to exercise professional judgment and reach sound decisions. Ability to integrate complex concepts, difficult procedures, or complicated processes. Ability to operate personal computers and software.Registration or Licensure Requirements: Licensed to practice as a registered nurse in the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact. Must successfully obtain Surveyor Minimum Qualification (SMQT) within the first year of employment. Initial Selection Criteria: Experience in a Long-Term Care Regulatory program preferred.Experience in assessment and documentation of health status. Two (2) years nursing experience preferred.Additional Information: Flexibility in work hours required for this position. Job requires 85% travel. Requires some overnight travel and some weekends. Must have reliable transportation.
