This position is being posted at multiple levels and locations.  Starting salary will be depending on level and location selected.

Anchorage: Level 2= $28.56 / Level 3= $32.92/ Level 4= $37.65

Fairbanks: Level 2= $29.42 / Level 3= $33.91 / Level 4= $38.78

Juneau: Level 2= $29.99 / Level 3= $34.57 / Level 4= $39.53

WHAT YOU WILL BE DOING:

This positions will be on the Software Development Team, which is responsible for supporting the Records Management system, Crash and Citation Reporting, Computer Aided Dispatch, as well as a variety of internal and public applications.

All positions will provide support for these existing applications as well as develop new and replacing existing applications.

The technologies used include:

  • .Net MVC, Core and C#

  • SQL Server: Including SSMS, SSIS and SSRS

  • Collaborative work environment

  • Project management, business analysis and change control

  • Web Services

  • Azure DevOps

  • Visual Studio

OUR ORGANIZATION, MISSION, AND CULTURE:

The Division of Statewide Services provides technical and specialized services to the other divisions of the Department of Public Safety, local, State and Federal Law enforcement, and the public at large. The Division consists of the Criminal Records and Identification Bureau and Information Services.

Information Services develops and maintains all computerized resources for the Department of Public Safety's information systems and provides support for over 5,000 users statewide.  Supported systems range geographically across the entirety of the State and include the management of hardware, custom and 3rd party software, web applications, databases, localized circuitry, data facilities, vehicle-based systems, and interfaces to partner law enforcement agencies and federal authorities.

The Application Development Team manages full life-cycle software development and data reporting capabilities; providing custom software solutions and many data interfacing utilities, as well as supporting and enhancing statewide "off the shelf" products for law enforcement information recordation, data distribution, data aggregation, and data reporting for both the Department and many statewide and federal partner agencies.

Some of the mission critical enterprise and law enforcement systems this team is responsible for include:

  • The Alaska Record Management System - a customized Niche RMS built for Alaska's law enforcement needs.

  • Traffic and Reporting System - a TEG system for citations and crash reporting; integrating with the Alaska Court System and Department of Transportation.

  • Computer Aided Dispatch - a Tritech system used by dispatch for 911 and non-emergency calls.

WHO WE ARE LOOKING FOR:

ANALYST PROGRAMMER 2:

One year of computer programming experience in a recognized computer language. One year of the experience must have been in a business application, scientific application, microcomputer or computer system user support specialty.

ANALYST PROGRAMMER 3:

Two years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

ANALYST PROGRAMMER 4:

Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

Substitution for All Levels:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

Special Note for All Levels:

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

For some positions in these job classes, a background investigation including fingerprinting is required.

FLEXIBLY STAFFED

This position is flexibly staffed. This vacancy may be filled at either the 12, 3, or 4 level, depending on the applicant's training and/or experience.

 The salary range is identified at the top of this notice and depends on the experience of the selected candidate(s).  Starting salary will be determined by the level at which the position is hired. Flexing up to the next level will occur upon successful completion of the probationary period and required training plan, as well as the applicant meeting the minimum qualifications of the higher job class. 

BACKGROUND CHECK

This position requires the incumbent to submit to a fingerprint based criminal history background check.  Due to the sensitive nature of this position, and required access to APSIN, an applicant with criminal convictions will not move forward in the selection process.
