This position is are eligible for hybrid remote work two days per week once the incumbents have gained the proficiency to perform work independently. This position is represented by the Service Employees International Union (SEIU).

Here's what you will do:

In the Department of Consumer and Business Services' (DCBS) Information Technology & Research section, our customers trust us to do the right work and deliver value. Your role as the Software Application Development Project Manager is essential in achieving this vision. As a Software Application Development Project Manager, you will have a broad range of tasks and responsibilities, including the following:

  • Provide expert leadership to guide and manage multiple IT project teams in requirements analysis, systems analysis and design, development, testing, and deployment to achieve desired business outcomes.

  • Provide project management leadership, standards, and methodologies to information technology projects and initiatives that address the combined interests of the department and its many partners.

  • You will be trusted to effectively manage project artifacts such as project charters, communication plans, schedules, change and risk management plans, and resources for each assigned project.

  • You will organize, oversee, lead, and monitor the progress of multi-disciplinary work teams composed of DCBS divisions and its varying stakeholders depending on the project at hand.

  • You will manage the scope, schedules, risks, changes, budgets, and timelines for all aspects of each assigned information technology project.

Here's what you need to qualify:

Information Systems Specialist 8 Minimum Qualifications:

  • Seven (7) years of information systems experience in professional project management of information technology projects. Experience must include project management activities of leading projects from initiation, planning, executing, monitoring and controlling, closure, and hand-off to operations; AND managing software application development projects based on software application development methodologies;

OR

  • An associate degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of information systems experience in professional project management of information technology projects. Experience must include project management activities of leading projects from initiation, planning, executing, monitoring and controlling, closure, and hand-off to operations; AND managing software application development projects based on software application development methodologies;

OR

  • A bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience in professional project management of information technology projects. Experience must include project management activities of leading projects from initiation, planning, executing, monitoring and controlling, closure, and hand-off to operations; AND managing software application development projects based on software application development methodologies;

OR

  • A master's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in professional project management of information technology projects. Experience must include project management activities of leading projects from initiation, planning, executing, monitoring and controlling, closure, and hand-off to operations; AND managing software application development projects based on software application development methodologies.

Requested Skills:

  • Demonstrated proficiency in project management practices and an ability to create foundational project artifacts.

  • Proven success managing software application development projects through Software Development Lifecycle (SDLC).

  • Proven ability to develop project goals and plans to prioritize, organize, and accomplish work.

  • Adept at recognizing and anticipating emerging project risks and business priorities and addressing these developments through risk mitigation, contingency plans, and communication strategies.

  • Proven ability to manage multiple tasks and responsibilities under conflicting and time sensitive deadlines.

  • Demonstrated proficiency in facilitating meetings and conversations and articulate expected outcomes, issues, and risks.

  • Aptitude to explain complex technical issues to non-technical executive management must be demonstrated.

  • Collaboration, team building, and relationship-building.

  • Ability to provide direction and mentorship to project team members.

  • Excellent communication skills: interpersonal, verbal and written.
