Job Description BAE Systems is seeking an experienced Chief Engineer to support the Integrated Defense Systems Business Unit of the Intelligence & Security (I&S) Sector in the Fayetteville, NC area. This position reports to the Director of Programs, leads a team of engineers across various engineering fields and supports a diverse portfolio of Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) projects. The position requires exceptional ethics, leadership and management skills coordinating with government technical directors and other SOF organizations in a dynamic, fast-paced environment over a multi-year program.

Chief Engineer is accountable for establishing and controlling technical milestones, schedules, budgets, costs and quality performance of multiple engineering programs, project and activities with opportunities to influence C5ISR modernization through research and product development.

The candidate a motivated self-starter, demonstrate exceptional communication (verbal and written) skills and will overcome organizational challenges to accomplish demanding activities in a fast-paced SOF operational environment. The position requires direct, clear, and timely communication with executive level military leaders on a daily basis. The candidate must demonstrate exacting attention to detail and simultaneously maintain a top-level perspective to ensure overall project success. Project team activities include system design, procurement, fabrication, integration, testing and evaluation, installation, and fielding support for innovative technical solutions across the Information Technology environment that will modernize the communication enterprise and tactical architecture including improving system hardening, implementing new capabilities, and migrating to the cloud.

The following duties are typical of the position.

  • Plan, direct and execute programs, systems development, and research & technology initiatives relevant to customer needs.

  • Responsible for overall program definition, organization, and direction of short and long range plans.

  • Responsible for formulating, guiding, and directing the technical approach; defining and negotiation with activity and agency personnel for necessary resources. .

  • Lead and manage the diverse engineering team.

  • Coordinate technical project requirements for hardware/software design, development, integration, test and evaluation, deployment, and sustainment.

  • Ensure project adheres to engineering processes and principles during development, production, integration, test and sustainment of products for customers and compliance with DoD and company policies, procedures, and quality standards.

  • Oversees technical activities across programs and projects.

  • Communicate with executives, customers, project managers and engineers

  • Lead, monitor, and report technical performance of various engineering projects.

  • Provides technical expertise, engineering concepts/processes, and write proposal efforts.

  • Management of the program, within established company policies, guidelines, and contractual requirements to include numerous subcontractors.

  • Develop briefs and/or reports on the status of the program.

  • Liaison with customers and other contractors while ensuring continuity with Director of Programs.

  • Develop, or assist with development of program and project cost estimates.

Required Education, Experience, & Skills

  • Ten or more years related experience with C5ISR systems technologies including (but not limited to)

  • tactical, cloud solutions, enterprise architectures, and Cybersecurity

  • commercial satellite, cognitive radios, and cloud-based solutions

  • Models Based Systems Engineering (MBSE)

  • Satellite Communications (SATCOM) terminals,

  • Low Probability of Intercept (LPI) and Low Probability of Detection (LPD) technology

  • Mobile Ad-hoc Network (MANET) aerial relay solutions

  • high altitude payloads, and deployable communication kits

  • spectrum and bandwidth management

  • network analytics capabilities

  • cloud migration tools

  • secure remote workstation migration

  • network and system hardening

  • Virtual Desktop Infrastructure (VDI)

  • Significant experience leading and performing systems engineering; software development and integration; and development of C5ISR systems, software, and capabilities

  • Experience leading teams, managing customers, and contributing to technical proposals.

  • Experience effectively communicating and coordinating with US government customers and other contractors to deliver project technical performance..

  • Strong understanding / ties to Special Operations Community

  • Minimum 15 years' supervisory experience of DoD/DON programs.

  • Bachelor's degree (BS/BA) in Engineering, Computer Science, Information Technology or similar technical field or minimum 20 years in-depth experience and specialized knowledge in related field.

  • U.S. Citizenship

  • Experience with Microsoft Office, to include Word, Excel, PowerPoint, and Project

  • Active Security Clearance. Current or eligible Top Secret Security and SCI

Preferred Education, Experience, & Skills

  • Master's degree in Engineering, Computer Science, Information Technology or similar technical field

This position is contingent hire in 4Q 2022 for contract start date anticipated for December 2022.

Pay Information

Full-Time Salary Range: $107453 - $182707

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
