Overview

We are seeking a Regional Security Analyst to support our client, Special Operations Command, Pacific (SOCPAC) and the INDOPACIFIC Command. We are searching for an individual who will serve as a subject matter expert (SME) for the Command in order to provide a holistic view for funding and authorities focused on capacity building of foreign forces and interoperability exchanges between U.S. Special Operations Forces and coalition/partner forces.

Responsibilities

  • Provide SOCPAC Regional Security Analyst support through multilateral and multinational engagements,events, and activities in the Indo-Asia Pacific.

  • Provide key advisory and coordination support to the TSOC Commander and staff on the establishment,operation and sustainment of a regional SOF academic and training institute in the region.

  • Support the development of Strategic Concepts, Plans, Operations Orders, Fragmentary Orders, IntegratedMaster Schedules, training plans, databases and educational curriculums in support of operationalizing the

Global SOF Network (GSN).

  • Provide Flag Officer/ General Officer level information papers; position papers; briefings; and talkingpoints with regard to the USSOCOM 2020 SOF Multinational Engagement Strategy and the developmentof the GSN.

  • Integrate key planning and operational documents with the USPACOM, USSOCOM and ServiceComponent Staff equivalents.

  • Work with Interagency and DoD working groups, conferences, and Joint Planning Groups.

  • Responsible for facilitating and developing security programs funded by Asia Pacific Regional Initiative(APRI), the Counter Terrorism Fellowship Program (CTFP) and various DOD funding sources.

  • Support development and execution of logistics and administrative plans.

  • Develop the Administrative Procedures Arrangement (APA) for activities; provide cost estimates of fundsrequired to support the planning and execution of exercises and training courses and prepare eventrequirements requests for approval. APA is a non-binding agreement with the participating Host Nation(HN), which lays out responsibilities for each party for exercises/engagements

  • Required to perform Pre-Deployment Site Surveys and travel in support of multilateral and multinationalengagement events, exercises and training courses.

  • Up to 2 weeks of travel per month may be required.

  • Other duties may be assigned, as necessary.

Qualifications

Required -

  • Minimum of 10 years of combined Joint, SOF, Interagency, or Regional experience working militaryoperations with at least 3 years of special operations conducted in a joint, combined, and interagencyenvironment

  • Minimum of 2 years' experience in dealing with foreign FO/GO/SES level officials

  • Minimum of 2 years' experience as an instructor in a DoD Academic Institute or as an instructor incivilian academic institutions

  • Minimum of 2 years' experience in program management to include project estimation, scheduling,resource management, and prioritization

  • Completed one Joint tour, combatant command, or multi-national staff tour

  • 15+ Years with Bachelors or 13+ Years with Masters or HS diploma + 19+ years of relevant experience.

  • Clearance: Current DoD Top Secret clearance and eligible for SCI access

Preferred -

  • Master's degree in International Relations, National Security Affairs, or Defense Analysis or abachelor's degree in combination with 3 years' experience in Regional Security Affairs orInternational Relations

The candidate shall conduct detailed intelligence and operational integration planning across the full range of CWMD Intelligence and Operations requirements associated with the SOCPAC CWMD strategic planning efforts, integrating into the SOCPAC CWMD Operational Planning Team (OPT). Responsibilities * Assist the SOJ55 to organize, focus and synchronize SOCPAC CWMD enterprise partners and enablers tomeet defined organizational end states. * Facilitate and support SOJ55 with intelligence and operational integration in the development andproduction of the SOCPAC CWMD and CT campaign supporting plans. * Provide subject matter expertise and knowledge of National and DoD CONPLAN/OPLANs, Strategies,Directives, and Implementation plans CWMD and CT. * Facilitate and support SOJ55 with the development of CWMD, CT and Counter proliferation (CP) coursesof action and concepts of operation for SOCPAC and USPACOM. * Provide strategic and operational linkages to concept development and implementation. * Synchronize CWMD and WMD-Terrorism (WMD-T) special programs and policy. * Facilitate and coordinate the development of CWMD, CP and WMD-T talking points and written narrativesfor key leader engagements. * Participate in Joint and Operational Planning Groups to provide CWMD, CP, WMD-T and SOF inputtowards Theater Campaign Planning, response plans, and Joint Staff directed PLANORDs. * Deliver the analytical rigor and draft proposals which allow SOCPAC to evaluate appropriate SOF steadystate and response options for CWMD and WMD-T to Commander USPACOM, Commander SOCPAC,and the Secretary of Defense * Participate with USSOCOM and multiple GCC and interagency partners to provide CWMD, CP, WMD-Tand SOF subject matter expertise. * Facilitate and coordinate on CWMD country prioritization documents and presentations.
