This position works out of the Essex Office located in Baltimore County.

A Non-Merit vacancy exits in Baltimore County DSS- Community Based Services- Homeless Services Program.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Definition of Responsibility

The coordinated entry process is an approach to coordination and management of a crisis response system's resources that allows users to make consistent decisions from available information to efficiently and effectively connect people facing homelessness to interventions that will rapidly address their needs.

Coordinated entry is a consistent, streamlined process for accessing the resources available in the homeless crisis response system. Through coordinated entry, a CoC ensures that the highest need, most vulnerable households in the community are prioritized for services and that the housing and supportive services in the system are used as efficiently and effectively as possible.

Examples of Duties

Job Purpose

Under general supervision of the Assistant Director of Community Based Services Division

and the Homeless Services Program Social Work Supervisor, the incumbent performs clinical supervision, and coordination of activities for Coordinated Entry call center, ensure Baltimore County residents facing homelessness, ensure program compliance and outcomes meet grant goals.

Essential Job Duties

  • Plans and directs a Homeless Services unit within DSS.

  • Hires, trains and supervises social workers and other professional and support personnel.

  • Participates in the evaluation of unit performance and services provided.

  • Reviews client information and authorizes eligibility for financial assistance and other tangible services.

  • Reviews and analyzes case records and ensures adherence to Federal, State, and local procedures regarding services and documentation.

  • Coordinates the program's activities with other agencies and programs which provide services to families and individuals.

  • Participates in the recommendation and development of program policies and procedures.

  • Interprets the social service program to professional personnel to effect an efficient, integrated service with other organizations and institutions.

  • Administers funds allocated for assistance distributed by unit.

  • Maintains records of accounting for program's services and expenditures.

  • Prepares reports and correspondence.

Emergency Operations: Participates as needed in the agency's mandated obligation to provide mass care and shelter under the direction of the County or State Emergency Operations Center.

  • Represents the agency or program at meetings and conferences and on boards or committees.

  • Handles difficult, complex or unusual cases.

  • Provides information, education and assistance to groups and organizations.

  • Participates in public relations and education regarding services provided.

Qualifications

Training and Experience

Possession of a master's degree in social work from a college or university approved by the Council on Social Work Education;

Plus

Four years' experience rendering professional social work services.

Education beyond a master's degree from an approved college or university in the field of social work may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

OR

Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Certified Social Worker, plus four years' experience rendering professional social work services.

  • Thorough knowledge of the diagnosis, treatment, and management of social, emotional, and mental dysfunctions.

  • Thorough knowledge of the function and organization of community health and welfare programs and evaluation methods.

  • Knowledge of administrative procedures and educational techniques in social services programs.

  • Skill in the development of effective treatment or service programs for individuals and their families and in providing crisis intervention.

  • Skill in interpreting and applying Federal, State, and local guidelines, regulations, and procedures.

  • Skill in preparing accurate and complete forms, case histories and other records, and reports.

  • Good interpersonal skills.

  • Skill in instructing others.

  • Skill in setting and achieving standards for assigned program and services.

  • Skill in reviewing and coordinating the work of others.

  • Ability to plan, direct, coordinate, and evaluate a unit of a social service program.

  • Ability to supervise and evaluate the work of other social workers, clerical, and other professional and support personnel.

  • Ability to coordinate and integrate the activities of the unit into the overall program and with other agencies and programs.

  • Ability to maintain effective working relationships with all contacts.

Knowledge, Skills, and Abilities (Full Performance)

  • Thorough knowledge of applicable Federal, State, and local regulations, procedures, and guidelines.

  • Thorough knowledge of County and departmental rules, regulations, policies, and procedures relating to the performance of duties.

  • Thorough knowledge of program organization and functions.

  • Skill in planning, directing, coordinating and evaluating a unit of a social service program.

  • Skill in supervising and evaluating the work of other professional and non-professional staff.

  • Skill in coordinating and integrating the activities of the unit into the overall program and with other agencies and programs.

Licenses and Certificates

Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Certified Social Worker is required at the time of application.

Preferred License

Must be a Maryland State Board Of Social Work Examiners Board Approved Supervisor.

Some positions require possession of a LCSW-Clinical license issued by the Maryland State Board of Social Work Examiners at the time of application.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at the time of appointment.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Physical and Environmental Conditions:

This position is essentially sedentary with some walking, standing, or other restricted physical activities. This position requires traveling between work sites.

Licenses or Certificates

Employees must maintain LCSW-C Social Work license in good standing and be a Registered Social Work Supervisor with the Maryland Board of Social Work Examiners. Employees must maintain licenses and certifications throughout the course of their employment.

Preferred License

Must be a Maryland State Board Of Social Work Examiners Board Approved Supervisor.

Possession of valid driver's license equivalent to a non-commercial, class C Maryland driver's license at time of appointment

Conditions of Employment

This is a 34-hour Non-Merit position. This position is essentially sedentary with occasional walking, lifting, or other restricted physical activities. Position may require traveling between work sites. Position may be required to respond to emergency situations and work overtime with little or no notice.

Medical Examination and Employment Background Investigation
