The Position: The Social Worker III in Child Welfare Services will perform casework, under supervision, in Emergency Response, Continuing Services, Resource Family Approval, or Family Preservation Services. The Social Worker III will have the opportunity to develop skills in several different program areas in Child Welfare Services. The eligibility list generated from this recruitment will be used to fill full-time permanent, part-time permanent, limited term, and extra help vacancies for up to twelve months. It may be preferred that some vacancies are filled with candidates who are bilingual Spanish, based on the needs of the CWS division. THE RECRUITMENT PROCESS 1. Applications are due by 5:00 P.M. on Friday, November 30, 2018. 2. Candidates will be screened for minimum qualifications during the week of the week of December 3, 2018. 3. Candidates who meet the minimum qualifications will have their supplemental questions scored by Subject Matter Experts the week of December 10, 2018. Only the most qualified from the scoring of supplemental questions will be invited to the Oral Panel Interviews 4. Oral Panel Interviews will tentatively take place the week of January 7, 2019. Human Resources will notify you via email to invite you to self-schedule yourself for an interview. 5. Only the most qualified candidates from the scoring of the supplemental questions and Oral Panel Interviews will be placed on the eligibility list and referred to the hiring manager for further consideration. The Human Resources Department reserves the right to change the recruitment process at any time. Example of Duties: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Carry a caseload of more difficult types of social services cases requiring a high degree of technical competence, such as situations where environmental forces affect family life; complete assessments to determine needs of clients; develop and carry out case plans for an assigned caseload; refer clients to other staff members; identify client problems and determine appropriate course of intervention; interpret policies, rules, and regulations to client, applicants, and others; assist applicants and recipients in utilizing available resources for individual needs; investigate allegations of child abuse; complete home visits in connection with casework assignments; complete and maintain case documentation; participate in in-service training and other staff development activities to increase knowledge of the social work processes and achieve technical competence; receive casework consultation from professionally trained staff members; may be required to testify in court; act as an advocate in the client's behalf; work with community organizations; make referrals to outside resources; perform related duties as assigned. KNOWLEDGE OF: Socio-economic conditions and trends. Basic principles of individual and group behavior. Current issues in the field of social welfare. EXPERIENCE AND EDUCATION Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: EITHER One (1) year of experience comparable to a Social Worker II in a public social services agency. OR Two (2) years of social work casework experience in a public or private social services agency. AND Education: Equivalent to graduation from a four (4) year college including 30 semester units in social welfare, social/human services, sociology, or other behavioral science. License or Certificate: Incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed will be required to maintain a valid California Driver's License while employed. * Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County.
