Position Overview

The Division of Substance Use Prevention and Recovery (SUPR)is seeking to hire a self-motivated, knowledgeable, ambitious, detail-oriented Social Service Program Planner III on the Grant Management

  • Downstate Unit for the Office of Opioid Settlement Administration in Springfield. Performs the more complex technical tasks related to programmatic contract and budget management and compliance activities related to substance use disorder treatment programs. Serves as liaison and provides contract oversight for Uniform Grant Agreements (UGAs) performing desk review on contract award. Travels to conduct on-site visits within an assigned geographical location to licensed providers as required and identifies deficiencies and assists with corrective action plan. Assist with the design and implementation of tracking procedures related to contract production, amendment, and disbursement. Assists with ongoing analysis of cash flow of all SUPR funds and fund disbursement and reconciliation. Provides consultation and direction to licensed and funded providers regarding contract and disbursement issues, and underperformance. Prepares Decision Memorandums and amendments for review and processing.

Job Responsibilities

  • Performs the more complex technical tasks related to programmatic contract and budget management and compliance activities related to substance use disorder treatment programs.

  • Implements on-site monitoring process for review of licensure and certification of IDHS/SUPR licensed and funded providers.

  • For assigned providers, conducts studies, trend analyses, statistical reviews, reviews of financial issues and tracking procedures, contract deliverables, including the delivery of intervention and treatment services funded by SUPR.

  • Recommends earning allocation, utilizing a UGA budget for provider contracts.

  • In collaboration with SME, conducts annual and ongoing programmatic and fiscal contract condition reviews and develops a checklist for annual programmatic and fiscal requirements.

  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a related master's degree.

  • Requires one (1) year of progressively responsible professional experience in community organization, social service work, or in program planning and development.

Specialized Skills:

  • Of the one (1) year of progressively responsible professional experience, requires one year of experience in contract compliance activities.

Preferred Qualifications

  • Two (2) years of professional experience verifying program operations comply with rules, regulations, policies, and procedures.

  • Two (2) years of professional experience analyzing and evaluating programs and operations.

  • One (1) year of professional experience in contract compliance activities.

  • Two (2) years of professional experience preparing detailed reports and documents utilizing software such as Microsoft Word and Excel.

  • Two (2) years of professional experience in licensure/certification activities with community agencies.

  • Two (2) years of professional experience establishing effective working relationships with other staff, various groups, and the public.
