This Social Service Counselor 5 -B is a supervisory position located in our Regional Behavioral Health division in Hammond, Louisiana. Please see the Examples of Work below for additional information for this position. This position provides addictive disorder prevention services, which requires a current practice credential as a Certified Prevention Professional (CPP), Registered Prevention Professional (RPP), or Licensed Prevention Professional (LPP) issued by the Addictive Disorder Regulatory Authority (ADRA).

THIS POSITION IS PROMOTIONAL AND IS ONLY OPEN TO CURRENT, PERMANENT EMPLOYEES OF FLORIDA PARISHES HUMAN SERVICES AUTHORITY (FPHSA).

Below is the pay range for the position:

  • Social Service Counselor 5-B: $22.52/hour minimum - $40.53/hour maximum

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional social services experience.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A baccalaureate degree in social work, sociology, psychology, behavioral science or human service counseling from an accredited institution will substitute for one year of the required experience.

Graduate training in social work, sociology, psychology, or human service counseling from an accredited institution will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.

A master's degree in the above fields will substitute for a maximum of one year of the required experience.

Specialized college course work will substitute for a maximum of one year of the required experience.

NECESSARY SPECIAL REQUIREMENT:

Positions that provide addictive disorder counseling services require a current practice credential as a Certified Addiction Counselor (CAC), Registered Addiction Counselor (RAC), or Licensed Addictive Counselor (LAC) issued by the Addictive Disorder Regulatory Authority (ADRA), or its successor, pursuant to the Addictive Disorder Practice Act, LA RS. 37.3386-3390.6

Positions that provide addictive disorder prevention services require a current practice credential as a Certified Prevention Professional (CPP), Registered Prevention Professional (RPP), Licensed Prevention Professional (LPP) issued by the Addictive Disorder Regulatory Authority (ADRA), or its successor, pursuant to the Addictive Disorders Practice Act, LA RS. 37.3386-3390.6

NOTE:

Any college hours or degree must be from an accredited college or university.

NOTE:

The baccalaureate, graduate training, or master's degree in social work must be from a school accredited by the Council on Social Work Education, 1701 Duke Street, Suite 200, Alexandria, VA 22314.

Function of Work:

To supervise subordinate professional and/or paraprofessional social services staff in the delivery of social services treatment.

Level of Work:

Supervisor.

Supervision Received:

Broad review from a facility manager/director, higher-level social services personnel, or administrative professional.

Supervision Exercised:

Direct-line over lower-level counselors.

Location of Work:

Department of Health and Hospitals; LSU-Health Sciences Centers, Acute Care Hospitals, Medical Schools; Veterans Affairs; Department of Corrections; Department of Social Services.

Job Distinctions:

Differs from lower-level counselors by responsibility for direct-line supervision.The incumbent serves as the supervisor of the Regional Prevention Program and works collaboratively with the Behavioral Health Team at Florida Parishes Human Services Authority (FPHSA) to increase the quality and availability of effective prevention services, and the capacity of community-based organizations to delivery these services, within the five (5) parishes of the region served by FPHSA. The individual provides line supervision over FPHSA Prevention Department staff and initiatives to achieve statewide goals set by the OBH Prevention effort according to the Substance Abuse Prevention and Treatment (SAPT) block grant set aside for Louisiana, as well as various grants with a prevention focus.   Responsibilities also include contract development, management and monitoring focused on quality delivery of services and tracking monthly spend down progress for all prevention focused contracts.  The Program Monitor Supervisor (a) executes line supervisory processes with assigned supervisee(s), (b) collects and analyzes prevention services data on a monthly, quarterly, and annual basis, (c) monitors progress and provides justification for variances related to performance indicators, (d) ensures entry of agency staff activities data in the Program Management Information System (PMIS), (e) ensures implementation of Evidence Based and Best Practices by the Prevention Services unit, and (f) represents FPHSA with OBH and the community-at-large. This professional must hold a current license/certification to practice in the State of Louisiana as either a Certified Prevention Professional (CPP), a Licensed Prevention Professional (LPP), or a Registered Prevention Professional (RPP) issued by the Addictive Disorder Regulatory Authority (ADRA).
