What you need to qualify (Minimum qualifications)

A bachelor's degree in a Behavioral Science, Social Science, or a closely related field; OR

A bachelor's degree in any field AND one year of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing); OR

An associate degree in a Behavioral Science, Social Science or a closely related field AND two years of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing); OR

Three years of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing).

Essential attributes

We are looking for candidates with:

  • Experience and understanding of community public relations and working with diverse populations and issues.

  • Experience with identity, cultural, and ethnic concerns in working with people of different races and heritage.

  • Experience and knowledge of employment services and employment readiness supports including work experience, criminal background checks, career pathways, etc.

  • Knowledge of community resources serving the needs of diverse populations, including addiction services, and the ability to complete referrals in person and by phone.

  • Experience with organizing work efficiently and managing multiple tasks with interruptions, as well as managing workloads with competing deadlines.

  • Experience with direct client service and engagement in dynamic environments. Including experience with case management, facilitating, and supporting families with tools and resources and assessing customers' strengths.

  • Experience with communicating and establishing boundaries and setting realistic goals.

  • Experience working in the human/social service field interviewing customers to obtain personal and sensitive information to help determine eligibility for agency programs and benefits.

  • Experience coordinating & collaborating with other service providers to develop resources.

Your duties at a glance

As an employee working in the Self-Sufficiency Program (SSP), you will have an opportunity to provide resources and services to help people move out of poverty and toward whole well-being. Programs include food benefits, cash assistance, childcare assistance, services for domestic violence survivors, resources for refugees and support for youth experiencing homelessness.

As a SNAP E&T Navigator, you will:

  • work to assist SNAP participants in becoming independent, healthy, and safe through ongoing coaching, collaboration, and coordination. Employment and Training's (E&T) goal is to help individuals to obtain a career pathway that achieves long-term self-sufficiency.

  • Work with referrals from SSP staff to connect with Oregonians seeking assistance with employment and training.

  • Interview to determine employment goals and the need for E&T services. Jointly develop an E&T employment plan with the participant.

  • Conduct needs assessments with the participant to determine strengths, barriers, and/or other benefits or resources that could assist the participant as they work towards stability and employment. Assist with program referrals as needed.

  • Assist participants to connect with programs and resources which may include state agencies, community services and resources, partners, and employers.

  • Coordinate and collaborate with service providers and community partners to further relationships and develop resources.

  • Issue transportation payments by appropriate method to ensure the individual can reach the E&T contractor for services and return home.

  • Maintain ongoing knowledge of the local labor market and resources within the community.

  • Development of SNAP E&T outreach materials, tracking of E&T services, and other date points as determined by the district and E&T central office team.

  • Other duties assigned.

Working conditions

  • Your work will be conducted in the Office, Community and District. With Potential (Hybrid) Work.

  • Your work schedule will be 8 a.m.

  • 5 p.m. PST, Monday

  • Friday. Occasionally you will need to adjust your schedule based on service need.

  • You may interact with a wide range of people including some who have experienced trauma and may exhibit challenges in controlling their emotions.

  • Fast-paced position that includes a high volume of individual, family, and community partner contact.

  • Frequent travel is required to support office workloads and occasional meetings with clients and contracted partners. Rarely, you may have required overnight travel to attend statewide meetings and trainings.
