WWC is searching for a SME/Program Analyst for a potential opportunity in the National Capital Region. The SME/Program Analyst will be a subject matter expert to be assigned in support of the Regional Portfolio Directors (RPDs) or Country Portfolio Directors (CPDs) in their oversight of the U.S. Governments Security Cooperation (SC) programs. Services will include, but are not limited to, programmatic and administrative support; assisting in coordinating and facilitating information; fostering interdepartmental relationships; performing research; analyzing data; pulling reports from various data systems; reviewing Letters of Offer and Acceptance (LOAs) and training and equipment lists; developing congressional notification tables; supporting Program Management Reviews and/or Security Assistance Management Reviews; facilitating communication with implementing agencies; and supporting the RPDs or CPDs in the day-to-day management of programs. The subject matter expert will also support as needed on special projects that may include administrative support, development of briefing material, and logistical support for meetings.

This position is contingent on contract award.

Requirements

Basic Qualifications

  • Bachelor's Degree.
  • An active Secret security clearance.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications. Proficiency with Excel to perform data evaluation, formulas, analytics and spreadsheets. Must be able to transfer presentation graphics from Excel into PowerPoint or Word.
  • General Skills required: The positions require personnel with strong computer, analytical skills, and the ability to research and communicate effectively in writing. The positions call for flexibility, excellent interpersonal skills, project coordination experience, and the ability to work well with all levels of internal management staff, Department of Defense (DoD) counterparts, as well as foreign clients and industry representatives.
  • Technical Skills required: Knowledge and prior experience in Security Assistance policy and procedure, related legislation with the ability to assist in the management of complex operations involving compliance with policy issues. Personnel must be able to foster a positive relationship with DoD Agencies, State Department, respective Combatant Commanders, Joint Staff, Military Departments and in country Security Cooperation Officers in the allocation and execution of FMS and BPC programs and the management of Foreign Military Financing (FMF).
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Increased experience in related security cooperation areas and programs is a capability above threshold minimum requirements; such as BPC programs - military requirements development, Counter Terrorism, and Global Train and Equip programs and funding, Afghanistan Security Forces fund through the FMS process. Increased experience in program management, project lead, and/or process improvements is a capability above threshold minimum requirements.
  • Increased computer skills is a capability above threshold minimum requirements; such as SharePoint, Access database, graphical arts, and media presentation.

DESCRIPTION OF DUTIES As a Program Manager SME, you will provide HAF/A4S directorate with senior level Technical Writing Subject-Matter-Expertise. The successful applicant will be responsible for creating technical documents and must be able to explain in both written and verbal form, complex information in a clear and concise manner. Schedule and facilitating CBA meetings as required. * Documenting meeting minutes and distribute for review. * Coordinating CBA findings with AF/A4, AFMC and the AFSFC. * Identifying and consolidating all known Security Forces requirements for review by AF/A4S, AFMC and the AFSFC and eventual validation and approval by AF/A4S BASIC QUALIFICATIONS * MA/MS degree in Engineering and 15 years of experience (technical writing experience preferred), 5 years of DoD support preferred.
