Overview

DECISIVE ANALYTICS Corporation is looking for a SME, PM Special Programs to provide support to AFLCMC/WWG in Dayton, OH. The Air Force Life Cycle Management Center Special Programs Office (AFLCMC/WWG) develops, tests, and rapidly fields classified Air Force aeronautical capabilities. Executing a significant budget, the AFLCMC/WWG conducts studies to identify new capabilities; transitions laboratory technologies to operational platforms; executes demonstrations; and develops, tests, and rapidly fields new capabilities for the warfighter.

Responsibilities

  • Subject Matter Expert in program management support to classified programs utilizing DoD acquisition processes and policies for the procurement of systems, subsystems, and life cycle acquisition management.

  • Employ acquisition program analysis in the areas of acquisition strategy, program planning and control, schedule development, test phases, configuration management, risk management, contract changes, financial management, production and manufacturing, quality assurance, and logistics support.

  • Applies integration, communication, coordination, organizational and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines.

  • Assist in the planning, development, editing, and publication of acquisition document products (e.g., program documentation, plans, reports, briefings, and other presentations, as required) in the media and format requestedensures quality control.

  • Develop and present briefings and reports on program status/studies, findings, and/or recommendations to senior leadership.

  • Conduct technical evaluations of contractor proposals (competitive or sole source).

  • Assist in annual program cost estimates and Program Objective Memorandum development and submission.

  • Interface with weapons system contractors, vendors, and Government representatives regarding programmatic aspects; independently apply program management principles to investigate, analyze, plan, oversee, and evaluate weapons system development, production, and sustainment activities.

  • Support program technical interchange meetings, program management reviews, executive management reviews, test-related meetings, development/operational test events, integrated product team meetings, software/hardware design reviews, and platform integration meetings.

  • Perform program risk assessments and develop mitigation plans.

Qualifications

Required Skills:

  • SECRET security clearance with Single Scope Background Investigation within the last six years and the ability to obtain Special Access Programs (SAP) access and apply for a TOP SECRET clearance.

  • Bachelor's Degree with 20 years of relevant experience or Master's Degree with 18 years of relevant experience.

  • Indepth knowledge of DoD acquisition program management support.

Desired Sklills:

  • TOP SECRET security clearance with Sensitive Compartmented Information (SCI) eligibility and background investigation current within the past 6 years.

  • 12 months or more of Special Access Program (SAP) experience within the past 5 years.

  • 10 years of DoD Acquisition Program Office experience.

  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II or III certification in Program Management.

  • DoD Acquisition Program Office experience

  • Experience in DoD Acquisition strategy and process development, and lifecycle management.

  • Experience in developing, editing, and publication of acquisition document products.

  • Experience with acquisition disciplines of financial management, contracting, engineering, configuration management, test, and logistics.

Responsible for collaboration with the Market Managers, Behavioral Health to ensure program education and implementation. Additionally responsible to contribute to the business and mission achievement of CareSource's strategic and business plans. * Responsible for coordinating with Enterprise clinical program corporate library and maintaining the most current & best practice information on behavioral health conditions and care management programs * Responsible for collaboration with all Markets, departments and business owners to improve quality of care to CareSource members with Behavioral Health conditions through implementation of quality initiatives and interventions * Responsible to provide leadership, direction and staff development to ensure the department goals are successfully achieved * Responsible to work with CareSource University, Enterprise clinical programs and all Markets to determine staff development needs, develop educational programs and materials, and provide training * Responsible to assist with development of staffing models, workflows, core activities for care management staff * Responsible to assist with development of initiatives, including population, points in care and prevention * Participates in the determination of benchmarks, goals and outcomes for all Behavioral Health programs * Responsible for establishing Enterprise Behavioral Health Quality Improvement and Accreditation program monitoring and evaluation of Market Integration in collaboration with BH Enterprise management, Enterprise Care4U, Quality Performance Management and Consumer Experience to gather, review, analyze market data sources * Responsible to ensure accreditation & quality requirements are met through review, audit and monitoring of quality improvement/performance improvement and accreditation activities * Responsible for driving and achieving established HEDIS initiatives where appropriate and monitoring outcomes * Participate as requested in state-specific analysis, including root cause identification, with support from state-specific Behavioral Health Manager/Coordinator and identified business owners and departments; ensure data is used effectively to address identified accreditation, clinical monitoring, quality, and performance improvement issues * Participate in BH committees and BH focus groups and provides input on behalf of Enterprise BH regarding identified needs * Participates in internal workgroups/committees to improve quality measures, accreditation, clinical monitoring outcomes and program evaluation * Perform any other job related instructions as requested and other duties as assigned Requirements Education / Experience: * Bachelor of Science in Nursing (BSN) required * Masters degree in health services, public health, health care administration or other health care field is preferred * A minimum of ten (10) years of clinical experience, to include a minimum of five (5) years of behavioral health experience, is required * A minimum of three (3) years of leadership/management experience is required * A minimum of three (3) years in a Managed Care Organization (MCO); or other healthcare related field is required * Previous experience in quality or accreditation is preferred * Experience in community behavioral health program development/nursing care preferred * Medicaid experience is preferred Required Competencies / Knowledge / Skills: * Proficient in Microsoft Office Suite to include, Word, Excel and PowerPoint * Experience in data collection, analysis and trending of processes and outcomes * Clinical expertise in health care services regarding disease management, clinical processes and outcomes * Strong clinical leadership experience/skills * Experience in a high-growth business environment * Knowledge of the principles of performance improvement, quality methodology, regulations and standards to meet health plan quality and accreditation requirements * Working knowledge of health plan policies and procedures * Strong analytical and statistical skills and attention to detail * Effective problem solving skills with attention to detail * Ability to develop, prioritize and accomplish goals * Strong written and verbal communication skills * Strong interpersonal skills and high level of professionalism * Ability to work independently and within a team environment * Effective listening and critical thinking skills * Strong strategic leadership/management skills * Display a customer service, member-focused orientation Licensure / Certification: * Current, unrestricted Registered Nurse (RN) licensure in state of practice is required Working Conditions: * General office environment; may be required to sit or stand for extended periods of time Apply On-lineSend This Job to a Friend Copyright © Ultimate Software Caresource Dayton OH
