Provide in-depth strategic/operational planning expertise for the development of operations security policies, strategies, plans, processes, operations, and advice. The Contractor will apply operational art and operational design and use the Joint Operation Planning Process (JOPP) for the developmental planning of capabilities for operation, protection, and defense efforts. Support the oversight and advocacy of OPSEC Programs, and review Combatant Command and Component plans, executions and operations.
Provides input to briefings, transitioning concepts to execution and assisting in the coordination of joint operational planning in support of operations.
Provides input for the development of Tactics, Techniques and Procedures (TTPs), Concepts of Operation (CONOPS), Courses of Action (COAs), and other related documents.
Provides input to address shortfalls, prioritize, and validate requirements and be prepared to modify development planning efforts based on the changing information environment.
Provides support to exercise planning, execution, and evaluation to accomplish exercise training priorities.
Contributes to the development of exercise scenarios, exercise operational plans, and other required documentation.
Conducts research of current and emerging threats to U.S. critical infrastructure and key resources.
Participates and contributes to planning, policy development, strategy, and compliance meetings relevant to OPSEC and Information Operations
Provides expert input to DOTMLPF-P reviews relevant to the Defense OPSEC Program and Information Operations policy and guidance development.
Develop metrics by which to evaluate OPSEC measure and countermeasure effectiveness.
Represent the OPSEC Division at key OSD and interagency-level meetings, prepare briefs and presentations, and solicit of input from OUSD(I) staff personnel for read-ahead/background information and point papers. Initiate and closely manage the coordination and collaboration of DoD Component and interagency actions to facilitate DoD decisions on requests for DoD OPSEC support.
Apply expertise in DoD OPSEC needed to analyze and assess requests for DoD OPSEC support that meets the criteria set forth in DoD Directive S-5210.36 and DoD Directive 5205.02.
Support implementation of DoD OPSEC Program standards and assessment criteria
Support DoD OPSEC Program compliance and staff assistance program implementation
Support execution of the DoD OPSEC Program assessment framework and periodic DoD OPSEC Program effectiveness assessments
Support identification, documentation, and prioritization of DoD OPSEC Program capability, capacity, and readiness gaps
Preferred Education and Clearance:
Active TS/SCI or TS with in-scope SCI eligibility
Required Skills and Experience:
At least 8 (eight) years of experience in the following areas:
Demonstrated understanding of DoD OPSEC Program requirements and proposed programs and concepts, and operational employment concepts.
A mastery of advanced principles and practices of the OPSEC process that enables the incumbent to provide expert advice.
Experience in reviewing and evaluating OPSEC operations and emerging concepts and plans.
Conducting analysis, ranging from sorting out the most important problems, dealing with voluminous amounts of information, offering feasible options, and anticipating policy consequences.
Developing briefings, manuals, staffing packages, and policy documents.
