SUMMARY: Plans and implants Bowen’s safety program to ensure a safe, healthy and accident-free work environment on every project for direct hire individuals and sub-contractors, alike.

Also, works with the project team to ensure that the best possible outcome is achieved, with the following expectations: Safety goals are achieved on every project. No accidents or near misses.

No OSHA citations. Employees have a positive attitude toward safe work practices. Employees are well-educated in safe practices and have all the resources necessary to work safely.

Observe and practice all governmental safety regulations, project requirements and company safety policies. Analyzes and recommends corrective action for all accidents. Point of contact for Owner/Client Safety Representatives Post all safety bulletins, safety posters, safety rules, and applicable legislation.

Coordinate the transportation of injured employees to a physician's office or hospital. Manage site incidents from start to completion of root cause analysis. PRIMARY DUTIES AND RESPONSIBILITIES:

CHAIN OF COMMAND – Coordinate daily safety planning and directives with the Project Superintendent. Any issues that cannot be resolved at that level should be communicated to the Project Manager. In the event resolution/agreement cannot be reached contact the Safety Manager or the Safety Director to assist with problem resolution.

Manage Site Safety Technicians and/or additional Site Safety Managers, as required. KNOWLEDGE OF SAFETY - Understand, administer and enforce the OSHA and other federal, state and local, standards, as well as company safety policies for the purpose of establishing a safe work environment on all projects. NEW HIRE ORIENTATIONS – Conduct new hire orientations and assist in completing required HR paperwork.

PROJECT SUPPORT – Assist in development of site-specific programs and plans with the Project Managers and Superintendents. Assist in the preparation Job Safety Analysis (JSA) of project specific task, when required. Spend 50% of time observing the work being performed in the field.

Coach, mentor and train craft at the workplace as needed. Identify safety issues and recommends solutions. Conduct daily Safety Meetings focusing on topics relevant to the scope of work being performed.

Render First Aid and assist with case management for any injury/illness that may occur on site. Perform other duties, as necessary. SUBCONTRACTOR PREPLANNING – Assist Project Managers and Superintendents with pre-construction safety plans required for our subcontractors.

Participate in meetings with subs and assist subs as necessary to compile their safety plans. Review and approve site safety plans for subcontractors prior to submission to the project site Project Management Representative. EQUIPMENT & SAFETY SUPPLIES – Understand/Learn the operation of equipment, including safety equipment, and develop a “Know your Tool” SOP in order to educate/train the field staff on the proper use and operation.

Coordinate the purchase and/or rental of all first aid supplies and equipment. Establish purchasing thresholds with the Project Manager. Verify with the Bowen Shop for surplus safety supplies and equipment.

PLANNING – Participate in project pre-planning meetings, to ensure that safety is part of all work plans. Ensure that foreman address specific safety hazards prior to starting work activities by reviewing Task Specific Operation Plans or the Job Safety Analysis (JSA). Participate in Pre-job Safety Planning Meeting with company Project Superintendent, Project Manager and Foreman prior to work beginning onsite. INCIDENT REPORTING – Notify Project Manager, Superintendent, and Safety Manager immediately of all accidents.

Serious near-miss incidents will also be reported to company personnel listed above. Conduct an accident investigation immediately and submit accident report to the Safety Manager and Safety Director the day of the incident. Assist Safety Manager in any manner.

Analyze to determine cause and develop safety measures and/or training to prevent incidents from recurring. INSPECTION – Conduct a minimum of one (1) weekly general and four (4) weekly specific, project safety inspections at the jobsite for self-perform and subcontractor work. Inspections shall be completed or input into the safety inspection software program.

Site Safety Manager has authority to immediately intervene in a situation where imminent danger of loss of life and/or extreme property damage exists. See that deficiencies are brought to Superintendent and Foremen’s attention get corrected in a timely manner. GOVERNMENTAL INSPECTION - Serve as the Point of Contact for all scheduled and unscheduled governmental (OSHA) inspections.

Accompany inspectors and document their activity, participate in opening and closing conferences, ensure prompt correction of all noted discrepancies, and follow through with the Director of Safety on formal and informal conferences/meetings and follow company Safety Policy procedures for governmental inspections. TRAINING – Conduct training for employees on a variety of safety topics utilizing the company and/or project site specific training materials. Assist with periodic safety training for Superintendents and Foremen.

Train and mentor all staff, as needed. DRUG TESTING – Execute drug testing and disciplinary action in accordance to Bowen’s Drug Free Workplace Policy or per client/project requirements. DOCUMENTATION – Prepare, submit, maintain, file and record all essential Client and Bowen safety paperwork. (e.g.

Activity Hazard Analysis, weekly Tool-Box talks, JSA sign-off review, when necessary, and etc.) Complete a daily report to summarizing the day’s activities, challenges or concerns. Obtain and manage SDS’s for all materials and chemicals for the company Haz-Com Program. Maintain and submit first aid logs monthly.

ESSENTIAL SKILLS AND EXPERIENCE: Degree in Safety Management, ES&H Management or related science/engineering field or equivalent experience/training. 5 years experience in safety management. Knowledge of governmental ES&H standards, rules, and regulations and proficiency in applying them to construction projects.

Working knowledge of safe work practices and experience in conducting accident investigations is highly desired. Remain current with construction industry’s safety rules and regulations. Proficient in Microsoft Office applications, iPad, iPhone, etc.
