Job Summary

The Site Safety Supervisor is responsible for creating, implementing, and monitoring the project-specific HSE Plan with the assistance of the project site leaders and supervisors. In addition, the Area Safety Supervisor and Regional Safety Manager will identify priority responsibilities/accountabilities of the role.

Key Responsibilities / Accountabilities:

  • Develop and implement HSE Policy and Procedures in coordination with Project Management team, Area Safety Supervisor and/or Regional Safety Manager

  • Develop regular weekly/monthly reports and make recommendations for all workers/superintendents, project management (as applicable) regarding:

  • the effectiveness of project HSE programs and operations

  • the occurrence of any significant HSE incident on the projects

  • implementation of corrective or remedial actions arising out of significant incidents; and

  • Report to and advise project management on current legislation, information, and issues regarding HSE.

  • Ensure project management evaluates HSE performance to comply with regulatory and company requirements.

  • Research legislation and information applicable to site operations.

  • Assist project management on site HSE-related issues.

  • Implement weekly requirements for Worksite HSE Inspection /Focus Audit program.

  • Verify that employees exercise the right to refuse unsafe work is supported by managers and supervisors

  • Coordinate the development, implementation, distribution, and communication of the Project Specific HSE Plan.

  • Liaise with Area Safety Supervisor / Regional Safety manager on project-related issues.

  • Verify that the site-specific information contained in Intelex is up-to-date and accurate.

  • Conduct investigation reports of incidents including HSE, medical, first aid cases, and damage to property or equipment and verify that corrective action has been completed.

  • Assist Area Safety Supervisor and/or Regional Safety Manager with notifying government agencies of reportable incidents per local and federal regulations as directed.

  • Provide training and oversight of training qualifications.

  • Prepare monthly HSE performance statistics and circulate them to project management.

  • Implement the worker/sub-contractor HSE orientation program.

  • Participate and attend all required HSE/Weekly Supervisor meetings.

  • Review and Audit hazard assessments (JSA/STAR Cards) for accuracy and relevance to performed work.

  • Provide coaching and recognition to employees on implementing and developing SWPs, THA's, JHAs, and the overall hazard assessment process.

  • Ensure the project follows the Project Specific HSE Plan standards contained through auditing.

  • Assist project management with Operational Hazard Assessment (OHA) before mobilization to site.

  • Assist with research and evaluate medical facilities (via CORE) and service providers to accommodate project requirements.

  • Lead the efforts towards revisions of the Project Specific HSE Plan as project conditions change.

  • Provide appropriate methods of documenting inspections (Egnyte/Intelex).

  • Perform three (3) formal worksite Safety inspections per week, at a minimum.

  • Perform audits and additional inspections as needed.

  • Evaluate HSE inspection reports to identify unsatisfactory performance trends.

  • Ensure that PPE standards are developed for the tasks performed.

  • Implement the ERP part of the Project Specific HSE Plan.

  • Verify that proper first aid procedures are carried out until the arrival of emergency response personnel.

  • Review the Environmental Action Plan before distribution.

  • Evaluate the trade contractor's pre-qualification / site-specific safety documentation to determine the ability to achieve expected HSE performance.

  • Monitor trade contractor safety performance and verify correction and redirection as needed.

  • Determine the degree of PSC involvement in the trade contractor's HSE efforts.

  • Ensure that equipment and tools are maintained in safe working conditions.

  • Provide incident investigation training to project management and project supervision.

  • Investigate HSE incidents.

  • Review incident investigation reports to verify accuracy completeness and evaluate corrective actions taken.

  • Ensure that employees and supervisors are trained in injury management.

  • Assist with verifying that modified work programs are implemented within the requirements.

  • Ongoing liaison with medical practitioners / Area Safety Supervisor and Regional Safety Manager regarding rehabilitation or return to work plans and assist injury management coordinators.

  • Review HSE-related reports and memorandums for accuracy and then forward, as required, to Area Safety Supervisor and Regional Safety Manager.

  • Lead the implementation of HSE-related campaigns.

  • Implement operator qualification process.

  • Promote a culture that delivers safe workers and a safe workplace.

  • Develop and maintain relationships with existing and potential subcontractor/client representatives

  • Various other duties as requested by management.


  • Bachelor's degree in Business, Engineering, Occupational Health, Safety, Environmental Science, or related discipline or equivalent work experience
  • 3-10 years of experience in a health and safety and environmental capacity with a background in mechanical, piping, and water and sewer in relevant construction settings
  • BCSP designation is preferred and would be considered an asset


  • Knowledge in state and federal OH&S Legislation, Safety Management Systems and Operational Hazards & Controls within relevant settings

  • Understanding of federal, state, and local regulatory requirements

  • Leadership ability in a fast paced, changing/growing organization

  • Must be able to work with a diverse interdisciplinary team to develop improved work processes

  • Ability to adapt well to fast-paced environments with changing circumstances, direction, and strategy

  • A self-starter requiring minimal supervision with the ability to multi-task and define priorities

  • Strong interpersonal skills, excellent communication skills, strong relationship builder, solid influencing and negotiation skills, and the ability to coach at multiple levels of an organization.

  • Strong analytical skills with demonstrated problem solving ability

  • Attention to detail with excellent writing/editing skills

  • Ability to define problems, collect data, establish facts and draw conclusions

  • Advanced computer skills, with proficiency in MS Word, Excel, PowerPoint, Outlook, various software applications

  • Ability to represent the company in a professional and courteous manner

Salary: $22-28 Hourly.
