Chicago Open Date2/25/2019 JOB DESCRIPTION SOS International LLC (SOSi) is seeking a Site Lead to support our law enforcement customer and lead our team of analytic linguists. The Site Lead will assist the Program Management Office (PMO) with the daily management of work output, services rendered, and operations. Serves as company representative and liaison to both internal and external customers and employees. Travels to District, Resident and other government offices as needed to assist with the integration of resources, scheduling, and developing program relations with customers.
ESSENTIAL JOB DUTIES
Uses company databases to build reports for both the customer and SOSi internal operations
Manages team of Analytic linguists in a variety of languages to monitor real-time oral communication intercepts using 4Sight/VoiceBox system or as indicated by the corresponding DEA wire room
Assigns Linguists of a variety of foreign languages to monitor BBM/PPR written communications intercepts using Cool miner system or as indicated by the corresponding DEA wire room
Receives, organizes and distributes assignments to Linguists of a variety of foreign languages to transcribe, translate and validate completed work across the area of responsibility (AOR)
Organizes and distributes assignments to QC personnel in a variety of foreign languages to perform quality control of work product stemming from law enforcement investigations (i.e., transcription, translation)
Is responsible for organizing training and orientation of new hires, and any other personnel who have little or no prior experience related to the Title III operations and computer systems
Enforces company policies and establishes site operational procedures
Assists PMO with the review and development of operational Standard Operating Procedures (SOPs)
Provides support to Analytic Linguists performing services throughout the Miami Field Division's AOR (i.e., schedules, technical and administrative issues or concerns, procedures, policy reviews and implementation)
Point of contact for DEA Field Division Task Monitors, government officials, and SOSi employees
Ensures that Analytic Linguist complete all tasking assigned within stipulated timelines and approved budget
Oversees the Analytic Linguists activities in the Wire Room to ensure all tasks are being properly executed; interfaces regularly with the TM regarding technical performance and addresses issues concerning day-to-day operations
Maintains records of work production, evidence control, and other administrative duties as required and outlined for each of the DEA locations supported
Manages and works with Lead Linguists at each working site preparing and posting weekly, daily, or monthly work schedules for active cases across the Field Division's AOR.
Ensures all logs are submitted by the Analytic Linguists in a timely manner
Ensure all personnel supporting the contract are fully vetted and certified prior to starting employment
Ensures all work shifts are covered throughout the AOR and that no overtime work is performed without prior authorization from SOSi management in coordination with the customer
Submits logs to the TM for review and approval
Works with Task Monitor ensuring that daily log entries match corresponding (CHRONUS)-DEA timekeeping system as well as SOSi time and expense system (DELTEK)
Enters weekly hours worked by task order into SOSi financial database
Provides daily or weekly status updates depending on the contract activity
Writes emails, reports, guidelines, training updates, and instructions to all linguists working on different cases throughout the State of Florida on an as needed basis
Prepares and maintains lists of slang words and codes (used by the trafficking organizations or individuals) to be available for the linguists. Instructs linguists in different locations to keep similar lists with specific terminology used in each particular case
Coordinates training and on-boarding of new hires or provides refresher training as needed.
Prepares and submits quotes to the Task Monitor as requested for T-III assignments for a variety of foreign languages. Includes TDY expenses as needed, following Government per diem rates
Prepares and submits quotes for transcription and translation assignments in a variety of foreign languages. In order to prepare transcription and translation quotes, the Site Lead analyzes the quality of the audio and video recordings received; saves them in the wire room computer system; makes a list of all the exhibits needed to be transcribed and or translated; times each of the exhibits and totals the amount of minutes to calculate the number of manpower hours needed to complete the assignment
To facilitate the transcription procedure using the Start Stop Transcription System, the Site Lead converts or requests the assistance of the DEA tech personnel to convert audio and video recordings as needed, and then saves them in the Wire Room computer system. The Site Lead provides linguists with a clear log and instructions for the transcription/translation assignment and optimizes the production time so that the linguist can be fully utilize the time allotted as productive as possible
Prepares a list of instructions as requested by the case agents for the linguists to follow when transcribing and translating. Helps linguists to get started in every assignment. Provides training to new linguists. Provides help to linguists while performing the task as needed. Ensures that the assignment is correctly completed within the stipulated deadline and within the budget hours approved for the work. Once the transcription/translation assignment is completed, the Site Lead ensures that the final product is correctly saved in a current version of a DEA-approved word processing application like MS Word or Word Perfect, and converts it to PDF form; saves it in a disc or thumb drive as requested by the case agent and gives the disc with the final product to the COTR or the case agent as the case may be
Provides support to linguists with computer issues or requests assistance from the DEA tech personnel as needed
Coordinates pre-trial preparation and testifying in court assignments with linguists and prosecutors when linguists are issued subpoenas to testify in Court on cases they monitored and/or transcribed and translated
Bachelor Degree or minimum of five years management experience in a complex, high demand, fast pace working environment
Bilingual Preferable (Spanish)
Language related experience (Translation, Transcription, Interpreting, Monitoring, gist, evaluate, and analyze critical bits of information from various sources)
Knowledge of wire intercept systems (Raytheon RedWolf, 4Sight/JSI VoiceBox, Coolminer, Penlink, and BBM) preferred
Quality Control Experience of language related products
Attention to detail and be able to perform tasking with minimum supervision
Reliable, flexible and readily available to include (weekends)
Excellent customer relations and decision making abilities
Work well with others and a team player
Intermediate to advance Computer skills and knowledge of Microsoft Office Suite tools to include Excel and PowerPoint
