INEOS Olefins and Polymers USA includes the Polyethylene and Polypropylene plants in La Porte, TX, the Chocolate Bayou Plant (CBW) south of Alvin, TX, which manufactures Olefins and Polypropylene, the Carson, Ca. Polypropylene manufacturing plant and the Hobbs, NM gas plant. The Safety System and Instrumentation Engineer will provide technical leadership in conceptual safety and control system front end loading design including, design review, life cycle definition and control strategy development. Additionally, the role is responsible to support development and maintaining applicable Site Standards/Procedures while serving as technical support to CBW INEOS O&P site. The role interfaces with numerous organizations responsible for Operations, Capital Projects, Process Safety Management (PSM), Reliability and Mechanical Integrity to ensure appropriate alignment in the delivery and sustainability of the site's Programmable Logic Controllers.

Safety System and Instrumentation Engineer is to support design, delivery, sustainability, and documentation of existing and new SIS Systems at Chocolate Bayou Works. Responsibility includes participation in capital project develop from Front End Engineering & Design (FEED) through Detailed Design through Start-Up & Commissioning. Projects execution and sustainability support includes the development of documentation to deliver stage reviews and preventive maintenance requirements to deliver a robust life cycle.

  • Lead training for maintenance, operation, and engineering personnel on SIS, reliability, and risk management topics.

  • Primary focus on engineering design of critical instruments.

  • Follow design guidelines established for document deviations / changes in practices.

  • Assure competency / qualifications of contractor(s) performing engineering design on SIS components.

  • Assure site procedures are current and adhered to.

  • Reviews engineering projects for compliance.

  • Provides engineering support for projects in SIS portions of projects.

  • Lead overall critical instrumentation reliability program for CBW:

  • Collaborate with resource teams on investigations and inputting critical instrument related SHE incidents in site's management software (Gensuite).

  • Collaborate with PSM to ensure the data in the PHA/LOPA report matches what is occurring in the field and develop solutions to reduce number of SIS activations.

  • Facilitate and support MOCs around PLC programming changes, and SIS implementation.

  • Track protection layers success/failures to find areas of improvement.

  • Maintain Safety Critical Equipment Lists

  • Support programming changes for all PLCs at the site

  • PLC Systems include Honeywell LM and Control Edge, Allen Bradley, Triconex, and Mark-VI.

  • Provide guidance and clarity on PLC life cycle programs.

  • Maintain C&E and narratives for PLC programming logic.

  • Provide guidance on negative-testing during programming testing.

  • Collaborate with operations, maintenance, and engineering on developing programming solutions.

  • Provide guidance on industry standard interpretation around instrumentation for relevant documents.

  • Source of knowledge in API, NFPA, EPA, etc.

  • Source of knowledge in the application of instrument codes and standards and industry standard practices.

  • Act as a resource to Process Safety Committees.

  • Provide assurance that all SIS are subject to periodic inspection designed to ensure their integrity and reliability within O&P.

  • Manage the INEOS Safety Instrumented System life-cycle process.

  • Provide site expectations on SIS requirements to contract engineering services.

  • Support and actively participate in hazard and risk assessments resolving PSM issues (scenarios) associated with SIS implementation.

  • Support Safety Integrity Level (SIL) calculations and documentation of Safety Instrumented Systems (SIS).

  • Provides resolution on improper execution of trips (including spurious) and challenges resolution/corrective actions to prevent re-occurrences and deliver continuous improvement.

  • Assess CBW SIS changes by supporting MOC's, validating programming changes prior to implementation, verifying all pertinent documentation changes (e.g. procedures, narratives, PM's) are accurately defined/documented.

  • Monitor Factory and Site Acceptance Tests (F&SAT), capturing and logging areas of improvement and undocumented actions to achieve successful tests.

  • Support SIS Engineering Authority in the Development of Functional Requirements Specifications and site procedures/guidelines.

  • Lead and Support SIS Engineering Authority in the effective technology transfer and sharing of SIS best practices between site teams and INEOS O&P facilities.

  • Assure documentation of SIS per Application of Safety Instrumented Systems for the Process Industries, ANSI/ISA-61511.

  • Develops and maintains general and specific procedures (e.g., interlocks) as needed to inspect and test process equipment.

  • Evaluate for approval of any instrument PM deferrals including documented actuations, historical records, and trends.

  • Maintain Key Point Indicators on actuations of Safety Instrumented Functions within SIS.

Experience Required

  • Bachelor's degree in Electrical, Chemical, Mechanical or equivalent engineering degree is required.

  • Minimum 3 years of experience in Petrochemical Industry and/or Manufacturing with direct accountability for instrument, process control, and SIS implementation work.

Skills and Competencies

  • Obtain formal training in Safety Instrumented Systems preferred with understanding of IEC 61511, API RP 14C and 556, NFPA 85 requirements.

  • Plant level experience and understanding of P&ID drawings, instrumentation loop drawings, and logic controller terminology, and Industry Standards (ANSI, NFPA, ISA, IEC, API, etc.) that influence SIS functionality.

  • Knowledge of programmable electronic (PE) safety systems logic solvers and their associated application programming.

  • Familiarity with capital project execution.

  • Experience working with multiple engineering disciplines, as well as contractor supporting delivery of SIS project and/or PSM Initiatives.

  • Must be a motivated self-starter and capable of working on an individual basis and in a team environment.

  • Strong organizational skills and ability to prioritize work and deliver quality results on time.

  • Demonstrated oral and written communication skills required.

  • Strong leadership skills, including ability to lead and motivate individuals and teams, proven ability to influence and manage change.

  • Ability to build positive relationships with plant personnel.

  • Demonstrated problem solving and troubleshooting skills.

  • Assist in QRA (Quantitative Risk Assessments) to assess risks of PHA/LOPA scenarios.
