A Signals and Train Control Inspector is concerned with signal and train control and highway-rail crossing warning systems within an assigned territory.

Duties & Responsibilities

  • Execute aspects of required field and office engineering work including, but not limited to the following: inspection of construction operations; documentation for contract change order (CCO), plan review, and analysis; supporting responses to Request for Information (RFI).

  • Perform quality assurance inspections to achieve compliance with approved contract plans and specifications on all phases of train control, communication construction, such as utility relocations, electrical installation sign installation and read and interpret plans, specifications, and other construction documents.

  • Review submittals, including shop drawings, product data, test samples, construction work plans and job hazard analysis.

  • Participate in various meetings both on site and off site.

  • Perform daily field inspection of train control, communication infrastructure, and electrical construction to ensure compliance with approved plans and specifications. Review and interpret electrical schematics and detailed shop drawings.

  • Coordinate sampling and testing of various construction materials as it relates to Signal & Train Control and other peripheral electrical components.

  • Ensure approved materials are received and correctly incorporated within the project.

  • Monitor, coordinate, and enforce construction compliance with contract documents, safety regulations, and environmental documents. Ensure adherence to approved Construction Work Plans (CWP) and Job Hazard Analysis (JHA.)

  • Identify non-compliant work and takes appropriate action to bring back into compliance.

  • Immediately report critical issues and/or possible delays to the supervisor or lead Project Manager.

  • · Monitor and document all construction equipment, personnel, and activities.

  • Maintain an awareness of safety and health requirements and assuring compliance of applicable regulations and contract provisions for the protection of the public and construction project personnel.

  • Review signal & train control and electrical plans verifying various elements of electrical components are adequate and installed correctly.

  • Perform field supervision, performs inspection, testing, and recommend repairs of electronic equipment on the right of way and other public locations. Examples include, but are not limited to Train Control, advanced electronic equipment, public address equipment, voice and data communication, telephone, fiber optics, CCTV, security alarms, fire detection and suppression, digital microwave, and computer systems.

  • Respond to train control equipment or electronic failure, troubleshooting, determine root cause, and support restoration of service. Maintain records and prepares reports of inspection, testing, and repairs.

  • Ensure all changes and/or modifications are noted on the final plans or "As Builts."

  • Communicate and coordinate effectively with various contractors, entities, clients, and regulatory agencies.

  • Perform constructability review of design plans at relates to all electrical and communication systems. The plans must be complete and vetted accordingly.

Minimum Requirements

  • Graduation from a recognized college or university with a degree in Electrical Engineering. OR Graduation from a recognized college or university with a bachelor's degree in any course, but with additional two (2) years of experience in the duties above to compensate.

  • 4 Years of relevant Field Experience and Knowledge of Train Control Systems shall serve as qualifying experience.

  • Knowledge and experience with the equipment used in train control construction inspection, surveying, field testing of construction materials, and construction office engineering.

  • Knowledge of LA Metro Rail Design Criteria (MRDC).

  • Knowledge of LA Metro Standard Plans, Standard Specifications, and Metro's RE Manual.

  • Knowledge of: Railroad signal inspection, signal maintenance methods, signaling equipment, and general railroad safety; and the proper corrective action to be taken to bring railroad track signals into compliance with State, Commission, and Federal Rules, Standards, and instructions governing the installation, inspection, maintenance, and repair of signal and train control systems, devices, and appliances.

  • ·Ability to: Determine the safety of signaling equipment and the adequacy of maintenance procedures; understand railroad maintenance standards and detect deviation therefrom; determine adequacy for prescribed speeds in accordance with the provision of the Federal Signaling Safety Standards; conduct investigations of railroad accidents; write clear and concise reports; and compile and analyze data.

Preferred Qualifications

  • Experience working in an active Rail Yard is desirable.

  • Experience with LA METRO practices, policies, and procedures is desirable.

  • Experience in LA METRO train control & communication system construction projects is desirable.

  • Experience with LA METRO practices, policies, and procedures is desirable.

  • Knowledge of Signal & Train Control as it relates to Light Rail Systems

  • Experience in working in a team environment and solution oriented.

  • Understanding of LA Metro Construction, Quality Control, Quality Assurance, and safe construction methodology relating to Signal & Train control.

$110,000 - $160,000 a year

Pay may be more or less depending on experience, skills, education or geographical location.
