PRIMARY FUNCTION

  • Installation, maintenance, repair and replacement of electrical and electronic traffic equipment devices, including, but not limited to, traffic controllers, conflict monitors, wireless modems, and NEMA wiring within signal cabinets and pedestrian crossing controllers.

  • Installation, maintenance, repair and replacement of street lighting located within the City of Wilmington as needed.

  • Exercise technical judgment in determining work methods and procedures and receive assignments orally or through written instructions.

  • Supervision may be exercised over laborers and maintenance employees of a lower classification.

PRINCIPLE DUTIES AND RESPONSIBILITIES

  • Installs and maintains new EPAC controllers, load switches, conflict monitors, and copper cable and/or fiber-optic communications systems, traffic signal terminal facilities, and cabinets. Replaces malfunctioning controllers and conflict monitors. Locates short and open circuit conditions in wiring systems. Replaces worn and/or damaged components in traffic control devices and electrical streetlight fixtures. Prepares reports on maintenance performed; updates to signal timing plans.

  • Installs and maintains electrical motors, signal heads, signal cables, span wire, and traffic signal poles and pedestals.

  • Performs electronics repair work on a wide variety of electronic equipment. Inspects defective electronic equipment to determine malfunctions. Reads and interprets schematic diagrams, logic charts, and manufacturer's manuals to isolate malfunctioning components. Work is subject to periodic review while in progress and upon completion.

  • Responsibilities include being on call 24 hours per day on a rotational weekly basis. Performs all related work as required.

  • Possess and maintain a valid CDL class "B" driver's license with an active medical examiner's certificate, a good driving record, and ability to pass drug screening as mandated by the Federal Department of Transportation for CDL drivers.

  • Will attend annual training to advance knowledge and exposure to the traffic signal environment as training opportunities are made available.

  • Assist other Transportation Division crews with the installation, removal and replacement of traffic controls signage as needed.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Graduation from high school or GED equivalency supplemented by courses or experience in mechanical and electrical/electronic maintenance in the traffic and transportation field, or related electrical field preferred.

  • Knowledge of the methods, procedures, materials, and tools related to the maintenance and installation of electrically operated traffic control devices, and basic electricity as it relates to traffic control devices, pedestrian signals and street lighting.

  • Knowledge of the principles and theories of electronics as related to the repair of digital electronic traffic control devices. Knowledge of test equipment and testing procedures used in the calibration and repair of digital and analog electronic equipment.

  • Ability to read and interpret schematics, logic, and flow-charts, along with technical manuals. Ability to apply diagnostic principles in the repair of electrical equipment. Ability to interpret technical diagrams and blueprints.

  • Ability or willingness to operate an aerial bucket truck and work at heights up to 35 feet.

WORKING CONDITIONS

  • Regularly work outside in inclement weather conditions. Frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration.

  • Occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

  • Regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. Frequently required to stand and talk or hear. Regularly required to walk, sit, climb, or balance, stoop, kneel, crouch, or crawl, and smell.

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

  • Frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.

Must pass a criminal background investigation, pre-employment physical, and drug test.

City residency is required within one (1) year of employment.
