Shipbuilding EVM Analyst

ORBIS Inc is seeking a Shipbuilding EVM Analysts at the Senior and Mid levels to provide support to the DDG 51 Class Guided Missile Destroyer Program (PMS 400D). Candidates will be part of a team of personnel delivering Program and Acquisition Management, Financial Management, and Integrated Performance Management professional support services. Performance will be in office spaces located near the Washington Navy Yard.

Responsibilities include:

  • Assist in the review, analysis and monitoring of Earned Value performance data for all DDG 51 Class efforts. Perform ship design and construction contractor and subcontractor engineering and production analyses to include but not limited to: physical progress, design progress, material procurement, schedule and cost realism, variance analysis, EVMS health and quality, Integrated Master Schedule (IMS) and Critical Path Analysis, shipbuilder's process and progress measurement, quality assurance and testing.

  • Assist in the Government's evaluation and analysis of shipbuilder contractor monthly submissions of Earned Value and Production metric reports.

  • Assess contract performance cost and schedule baselines and Estimates-at-completion (EACs) and determine potential impacts to the Program. Identify performance trends in prime and vendor performance of ship construction contracts. Track and report shipbuilder performance and status. Assess the quality and validity of Earned Value and production related performance data. Assess program cost status, shipbuilder progress and spend plans.

  • Assess and track shipbuilder reported corrective actions and analyze their effectiveness.

  • Analyze shipbuilder price to Government including an affordability assessment, based on Program Manager (PM), Supervisor of Shipbuilding, Independent and Shipbuilder EACs. Assess and report on shipbuilder annual and quarterly filings with the Securities Exchange Commission (SEC).

  • Provide assistance and participation in Integrated Baseline Review (IBR), Over Target Baselines (OTBs), Over Target Schedules (OTSs) and other baseline review events, as required. Provide support for planning, managing, conducting and documenting appropriate EVM Systems reviews and assist in the resolution of issues or deficiencies cited in the reviews.

  • Provide reports and recommendations on the shipbuilders Integrated Master Schedule (IMS) analyses.

  • Analyze the overall IMS for schedule and data integrity, tracking and monitoring the critical path, analyzing resource demand spreads and assessing performance to the baseline/operational plan.

  • Import shipbuilders' IMS submissions using shipbuilder native scheduling system commercial software.

  • Perform and report on Schedule Risk Assessments based on shipbuilder IMSs. Highlight lists of critical or in jeopardy items.

  • Provide technical inputs relating to IMS performance requirements. Provide analysis and metrics relating to the impacts of schedule changes that show out of sequence work.

  • Maintain and track shipbuilder Contract Performance Report and Integrated Master Schedule submissions within Office of Secretary of Defense (OSD) Earned Value Management Central Repository (EVM-CR). Update EVM CR submission events, as required, and manage shipbuilder submissions in accordance with DCARC prescribed processes.

  • Prepare DDG 51 Program Earned Value CDRL response letters for the DDG 51 Class Data Manager.

  • Develop Program Cost and Software Data Reporting (CSDR)

  • Program Plan, Contract Plan(s) and Resource Distribution Tables (RDTs), in accordance with DoD 5000.04-M-1. Liaison with all Participating Acquisition Resource Managers PARMs to update Program RDTs, as required.

  • Review and analyze CSDR submissions. Identify CSDR quality issues or consistency concerns. Ensure DDG 51 Program contract CSDR submissions are submitted in a timely manner through CADS's Portal. Access, review and assist in resolution of all OSD actions related to Program CSDRs.

  • Analyze shipbuilder industrial base, identifying shipbuilder resource risks.

  • Analyze and report on future shipbuilder resource requirements at the shipbuilder's trade level.

  • Analyze shipbuilder forward pricing rates. Identify cost risk and Program impacts associated with forward pricing rates.


  • Senior Level: >15 years relevant experience in Financial Management or financial/cost analysis.

  • Mid level: 5-15 years relevant experience in Financial Management or financial/cost analysis.

  • Experience with Earned Value Management in a shipbuilding program.

  • Experience working with the EVM Central Repository.

  • Experience with CDSRs and CDSR Program Plans.

  • Experience in a ship construction program office, supervisor of shipbuilding, or shipbuilder a plus.

  • Bachelor's degree in one of the following fields: Business, Financial Management or Accounting is preferred.

  • US Citizen with Secret Security Clearance
