Position Description

This position announcement will be used to fill a full-time, contractual Project Manager position in the Office of the Chief Administrative Officer with Anne Arundel County.

The starting salary for this position is $100,000 plus benefits.

POSITION DESCRIPTION

Anne Arundel County has been awarded $1.2 million in grant funding under the federal Matthew Shepard and James Byrd, Jr. Hate Crimes Program. The four-year award will enhance the prevention, investigation, and prosecution of hate crimes committed based on a victim's race, color, religion, national origin, sexual orientation, gender, gender identity, or disability.

This is a full-time, contractual position with benefits. The Project Manager is appointed by the County Executive and reports to the Director of Equity & Human Rights. The Project Manager will implement all components of the grant award, and fulfill federal compliance, monitoring, and reporting mandates.

NATURE AND VARIETY OF WORK

Over four years, the approved project will: increase public awareness of bias-motivated behavior; increase reporting of hate crimes, (especially among groups that historically avoid police intervention); enhance law enforcement and prosecution strategies to prevent and respond to hate crimes throughout the County; and provide comprehensive support for victims.

This position is primarily administrative. It will facilitate collaboration between law enforcement agencies, government officials, and community-based organizations to perform grant activities, and will oversee implementation of the same. The incumbent will coordinate training, outreach events, and public awareness campaigns. The incumbent will complete all monitoring, evaluation, and reporting activities in accordance with the grant requirements.

While telework is available, some in-person work is required. This is likely to include attendance at evening and weekend activities.

Examples of Duties and Knowledge, Skills and Abilities

JOB RESPONSIBILITIES

The Project Manager will:

Facilitate stakeholder collaboration and engagement

Facilitate the development of a comprehensive strategy to:

  • Increase public awareness of bias-motivated behavior;

  • Increase reporting of hate crimes, (especially among groups that historically avoid police intervention);

  • Enhance law enforcement and prosecution strategies to prevent and respond to hate crimes throughout the County; and

  • Provide comprehensive support for victims

Establish timelines for the completion of grant deliverables

Coordinate exceptional programs and activities that are targeted to the audiences who will be served by the grant

Procure appropriate, cost-effective resources for project completion

Utilize best practices to serve persons with limited English proficiency

Track grant expenditures and maintain clear, organized records

Prepare timely, thorough, and well-organized reports as mandated by the grantor

Perform additional duties as required.

The Project Manager must:

Have grants management or grants administration experience (grantor or grantee), and a demonstrated history of catalyzing successful completion of projects;

Possess fiscal responsibility, strong organizational skills, keen attention to detail, and strong communication skills (verbal and written);

Be able to appear in-person at locations throughout the County and state to manage periodic events

The best candidate should:

Have experience working with law enforcement agencies, community relations, and intergroup conflict.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited four-year college or university

Two (2) years of grant management or administration experience

Ability to transport themself to work sites, as needed

Ability to lift up to 25 pounds occasionally
