The Iowa Department of Public Safety (DPS) is seeking an individual to fill the role of Sex Offender Registry Specialist (Clerk Specialist) for the Sex Offender Registry within the Division of Criminal Investigation.

The Iowa Sex Offender Registry is the central repository for all sex offender records in the state and is governed by state and federal laws (including Iowa Code Chapter 692A and SORNA/Public Law 109-248). All registration information is completed by registering agencies (99 county Sheriff's Offices and 8 Department of Corrections facilities) and submitted to the Iowa SOR.

Job Duties:

  • Manages and maintains the records of the Sex Offender Registry.

  • Reviews and evaluates all electronic and manual registration submissions.

  • Creates records for new offenders.

  • Reviews and completes submissions for new and existing registrants prior to acceptance of information into SOR database applications.

  • Reviews criminal history court information to confirm Iowa conviction information.

  • Reviews other jurisdiction criminal history, court, and registry information for non-Iowa convictions.

  • Contacts registering agencies for additional information and/or clarification of information, and/or requests to correct and/or resubmit registration information.

  • Assesses registration information for potential compliance issues.

  • Monitors the database applications for potential technical concerns.

  • Completes annual SOR record validations as required by state and federal laws.

  • Reviews records for completeness, accuracy and timeliness. Follows up on any issues as appropriate with registering agencies, or the Division of Criminal Investigation, if the issue is related to criminal history information.

Other Information:

  • The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

  • The applicant must acquire IOWA/NCIC Certification within six (6) months of employment. Training is provided by the Department of Public Safety.

Experience equal to three years of full-time clerical or closely related work;

OR

an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;

OR

an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;

OR

certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk-Advanced.
