The US Business & Sales Operations (BSO) group is the business center of excellence for cross-business execution performance, planning, and subsidiary operations. The team helps drive clear insights, turning data into information, information into insight and insight into business decisions that result in Microsoft achieving its business objectives.

This role reports to the Business & Sales Operations (BSO) Leader who manages the BSO team, and thus is responsible for leading and orchestrating processes within the US Subsidiary. The Sales Operations Services Manager is a strong people leader of the Services Sales Operations Program Managers (SOPMs), who are responsible for leading and orchestrating processes across the US Services teams. The Sales Operations Services Manager is a key partner to the greater BSO team, Services Sales Excellence Leads, Business Program Managers, and M&O Leaders. This team focuses on supporting core sales & business operational processes, metrics and communications that affect sales operations and field productivity that result in Microsoft achieving its business objectives.


  • 10 years related experience

Skills & Knowledge

  • Experience within Sales Excellence, Sales operations and/or Finance

  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy

  • Advanced working knowledge of ETL and PowerBI required. Understanding of existing Microsoft systems and data sources preferred.

  • Ability to translate isolated data asks into broader business needs to deliver greater impact

  • Proven working experience as a team lead for business data analysts

  • Familiar with financials, pipeline, scorecard, and other internal measurement tools

  • Proven leadership skills

  • Proven communication and collaboration skills

  • Functional (Sales, Partner, Services, Microsoft Field Sales) knowledge


  • Bachelor's degree required and/or experience in: information technology, mathematics, operations, or finance.

We have an exciting opportunity for you to utilize your knowledge and abilities to support the delivery of the Utilities Capital Improvement Program (CIP) as the Construction Services Manager for the Utilities Department. This key management position in the Engineering Division is responsible for leading and managing the construction phase of both public and private infrastructure projects for the drinking water, wastewater and stormwater utilities. This position is an integral member of the Utilities Engineering Division team, working collaboratively to ensure our infrastructure is built with quality and efficiency. Essential Duties and Responsibilities The mission of the Construction Services Section, Engineering Division is to provide construction management and inspection services for both public and private capital improvement projects to ensure that public and private drinking water, wastewater and stormwater infrastructure projects are built with high quality and efficiency for the City of Bellevue. Under limited supervision, this manager oversees and directs section staff, manages program and work unit budgets, and manages the development and implementation of professional services and construction contracts. This position collaborates closely with other managers and staff within the Engineering Division and across other City departments and divisions, serves as a community and project liaison, provides complex technical engineering support, facilitates resolution of difficult technical and policy issues with other city staff, consultants, contractors, businesses, private utilities, developers, other agencies, and community members. More specifically this position: * Serves as member of the Engineering Division leadership team, overseeing the contract management and inspection roles for both the CIP and development services programs. * Plans, organizes, evaluates, coordinates, and directs the work of staff; selects, hires, coaches, counsels, and disciplines staff and makes other personnel decisions; prepares and delivers performance evaluations. * Implements the Employee Safety and Training Plans * Develops and implements policies, establishes procedures, and performs work planning; expedites workflow. * Identifies, develops and implements inspection process improvements * Develops, implements and monitors performance measures for the CIP and Development Services inspection programs. Analyzes and evaluates data; makes recommendations to Assistant Director regarding needed adjustments. * Makes presentations and compelling business cases to department management, the city council, citizens, and advisory groups; prepares city council agenda materials. * Prepares budget requests; administers adopted budget for the Construction Services Section * Works with other city departments and agencies to coordinate with and provide information on utilities infrastructure and environmental projects. Determines applicable codes, regulations, and requirements for assigned projects; reviews city code and collaborates on implementation of policy changes. * Supports the development of engineering plans and specifications, construction contracts, and competitive bid processes by working closely with project engineers and other engineering managers; city, state, and federal regulatory agencies, professional and technical groups; and the community members as needed. * Investigates and resolves technical issues, disputes, claims and legal issues. * Takes leadership of and/or provides direction to staff; ensures resolution of problems. * Provides management support to staff in the public outreach, engagement and communication regarding capital projects and programs; provides technical support to the City Attorney's Office on legal matters, including acting as an Expert Witness in matters related to utilities. * Serves in command roles as part of the department's emergency management team. * Establishes and maintains a working environment conducive to positive morale, trust, individual style, quality, creativity, and teamwork. SUPERVISION RECEIVED AND EXERCISED * The position works under the general supervision of the Assistant Director of Engineering in Utilities, independently resolving most problems but informing the Assistant Director of unusual or controversial problems. * The position exercises management and supervision over Utilities construction inspectors, a construction supervisor and an office engineer. * The position directs the activities of consultants and/or special inspectors, interns, or trainees as needed. Qualifications KNOWLEDGE, SKILLS, AND ABILITIES * Knowledge of federal, state and local codes and regulations governing municipal public works construction, with an emphasis on utility capital improvement projects in the areas of drinking water, wastewater, and stormwater infrastructure. * Thorough knowledge of construction methods and materials for utility construction projects and applicable inspection and testing methods and techniques. * Knowledge of municipal public works contract administration requirements (state and local code requirements) * Knowledge of private development construction processes for construction of utility infrastructure and City of Bellevue inspection and approval processes. * Ability to communicate clearly, accurately, and professionally with Utility staff, contractors, regulatory agency representatives, the public and other stakeholders regarding technical and non-technical information. Excellent oral and written communication skills. * Ability to plan, schedule, organize and delegate work in a manner which will optimize use of time and employee skills. * Ability to write clear narrative reports and to establish standards for documentation. * Skill in mutual problem-solving and finding mutually beneficial solutions. * Excellent interpersonal skills. * Sensitivity to community interests and citizen concerns. * Ability to effectively oversee and manage section staff, maintain a positive work culture of trust, accountability and high performance, manage program and work unit budgets, and manage the development and implementation of professional services and construction contracts. * Ability to serve as a community and project liaison, provides complex technical engineering support, facilitates resolution of issues with other city staff, consultants, contractors, businesses, private utilities, developers, other agencies, and citizens. Education and Experience Requirements * Graduation from an accredited four-year college or university in civil engineering, construction management or a related technical field, and * Five or more years of progressively responsible experience in municipal public works construction inspection and construction contract management including at least two years of supervisory experience, and * Seven years of experience in water, sewer and/or stormwater engineering management; * Or an equivalent combination of education, experience and training that provides the required knowledge, skills and abilities to perform the job.
