Job Responsibilities

This position is accountable for supervising, operating, and maintaining the district's Communication Center; coordinating all phases of the bureau's intelligent transportation system (ITS) and other computer systems, including their hardware and software, that work to provide a safe and efficient highway system to the maximum benefit of the traveling public throughout all counties of the district; assisting with operation and management of the district's Asset Management Program (AMP) and Environmental Management Information System (EMIS); assisting in monitoring the district's operating budget; and assisting the district's duty officers, which includes on-call 24/7 response.

This position reports to the Services & Development Chief. Reporting to this position are temporary technicians or winter help from other bureaus.

This position is unique in that it requires a variety of talents and thorough knowledge of computer systems, an understanding of purchasing policies and procedures, and a working knowledge or experience as a Field Technician of construction/operations field processes. This position clears phone messages and coordinates call procedures with the answering service. The incumbent is responsible for ensuring that all ITS components are functioning efficiently and the maintenance of ITS equipment is performed expediently as funds allow, ensuring proper coordination of the ITS throughout the various counties within the district. The incumbent provides accurate records and monitors budget allotments for the communication system. This position assists in the operation and supervision of all phases of the district's Asset Management Program (AMP) and Environmental Management Information System (EMIS). This person supervises all activities and personnel in the district Communication Center and assists the after-hours Duty Officer. The incumbent maintains the sub section maps that are used to determine maintenance costs and needs.

Job Responsibilities Continued

Typical problems include assisting in forecasting budget needs, assisting in preparing the bureau budget, entering budget and invoices into AMP, and monitoring total bureau funds; monitoring procurement of supplies and materials to assure compliance with policy and providing coordination of the various aspects of the bureau's total AMP system, including training and monitoring maintenance facility site plans; and under the direction of the Services & Development Chief, inspects the Capital Improvement and Repair Program for all maintenance of real property. Another challenge is participating in complex on-going training to maintain and keep abreast of the latest ITS technology and providing liaison with the Central Bureau of Operations, various district bureaus, local governments, and various traveler information entities. The major challenge of this position is working across district, bureau, and agency boundaries to coordinate and manage the district's ITS efforts while keeping a regional viewpoint, taking advantage of existing facilities, and keeping abreast of constantly evolving technology. Another challenge of this position is to maintain complex system standards within constraints of sound engineering judgment while remaining within the limitations of plans and specifications. The greatest challenge of the position is to simultaneously coordinate and document a variety of situations that arise during snowstorms, such as assisting motorists, coordinating snow removal units, coordinating road closures, and fielding public inquiries. In addition, the incumbent must supervise, train, and coordinate the schedules of others working in the Communication Center 24-hours a day and through weekends and holidays, as necessary.

The incumbent assists in budget development based on historic and projected field needs; assists in the procurement of commodities, supplies, and services; assists in the purchasing requirements of salt and abrasives during emergency snow activities; monitors daily expenditures; monitors and prepares necessary reports concerning budget status; enters fuel tickets and district office utility bills; and reviews purchase orders and processes invoices to ensure payment. The incumbent also monitors the AMP system to ensure adequate reporting, receives and secures solutions to problems within the system, develops or secures "ad hoc" reports, and makes recommendations for revisions and improvements to the system. The incumbent will also ensure the day-to-day functions of the ITS system remain current with statewide information messaging and district priorities. The incumbent also coordinates and performs tasks required for district radio operations and Duty Officer storm and weather forecasting. This person must be able to respond 24-hours a day to any emergency situation during any time of the year. Snowstorms are typical events in the winter and floods in the summer. This person must be capable of decision making regarding calling the appropriate personnel out to handle the situation since it will often be during off hours when their immediate supervisor is not available. This position accomplishes its accountabilities with part-time help and other full-time district personnel to provide a snow watch as conditions require 24-hours a day during the winter season (typically from November 1 to March 31).

The incumbent has the latitude needed to make daily decisions (within budget controls) relative to bureau operations. The following are some of the tasks that shall be referred to the supervisor for resolution: changes in budget allocations between team sections, expenditures or changes in planned expenditures from the 1500 appropriation object code, and allocation of budget reserves. Problems beyond the authority of the incumbent should be referred to the district Services & Development Chief. Full independence of action in the performance of the following duties should be achieved: budget monitoring, AMP, EMIS, procurement, ITS maintenance contract, and weather forecasting. The incumbent is constrained by departmental policies and procedures.

The incumbent has frequent contact with all district maintenance team sections, three Maintenance Field Engineers, the Operations Equipment Technician, Bridge Maintenance Engineer, Traffic Operations Engineer, Design and Planning Engineer, Roadside Management Specialist, Landscape Architect, Operations Supervisor 1's, and the district Financial Services Manager. The incumbent has contact with other district bureaus, the central Bureau of Operations, and the central Bureau of Information Processing. Contacts outside the Department of Transportation include material suppliers, the general public, and property and business owners.

The effectiveness of this position can be evaluated by the timely submittal and accurate completion of assignments including the following reports: budgetary, AMP, EMIS, purchasing, and natural disasters. The incumbent also supervises the Communication Center personnel.

Principal Accountabilities

1.Ensures that the Communication Center is adequately staffed, after-hours calls are satisfactorily handled, and the radio system for the district is properly serviced and maintained, which includes the radios in vehicles, portable radios, and facility radios.

2.Provides in-house expertise needed for the safe, effective, and optimal operations of the district ITS system and components.

3.Assists the Services and Development Chief and the Budget & Facilities Manager in approving and monitoring purchasing activities including Request for Requisitions, Order for Deliveries, Buyer Certifications, and Specific Contracts.

4.Assists in the operations and supervision of all aspects of the AMP system including all data, user support, training, system support/coordination, and system improvements.

5.Assists in the operations and supervision of all aspects of the EMIS system including all data, environmental report user support, training, system support/coordination, and system improvements.

6.Assists in the preparation, monitoring, and adjusting of budget activities for the district Bureau of Operations to ensure compliance with district and departmental goals, rules, and regulations.

7.Enters bills and invoices into the AMP System.

8.Assists in the monitoring of salt ordering and maintenance of those records.

9.Assists in developing and executing plans and contracts for team section facility maintenance and repair.



  1. Responsible for assembling cost reports and records for emergency operations of natural disasters in order to obtain reimbursement of state and federal funds.

  2. Develops new procedures for monitoring Operations' needs.

  3. Coordinates Bureau of Operations GIS map updates for snow removal and other facilities.

  4. Responsible for coordinating messages to be displayed on the district's overhead message boards.

  5. Performs other duties as assigned.

  6. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.


Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR Seven years of engineering experience.

Preferred Qualifications

  • Strong oral and/or written communication skills.
