The Role:The Service Worker, Parks performs skilled and semi-skilled construction, maintenance, and repair work in an assigned area of responsibility. This is the first level in the Service Worker series.

The ideal candidate for the role will have one year of experience in construction, maintenance, and repair work and/or in the operation of light, medium and heavy equipment related to area of assignment.Benefits:

Regular status position's offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.

  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.

  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement:

  • This position participates in the Arizona State Retirement System (ASRS).

  • Contribution is mandatory, and the current contribution rate is 12.29%.

  • Performs skilled and semi-skilled construction, maintenance and repair work, such as repairing streets, laying concrete, carpentry, painting, plumbing, landscaping, and repair of specialized equipment.

  • Operates various light, medium, and heavy equipment including brush tractors, dump trucks, mowing and sweeping equipment, trucks, truck with trailers, and Fire vehicles.

  • May provide general direction to other employees and volunteers.

  • Uses various hand and power tools to accomplish tasks.

  • Explains and enforces rules and regulations pertaining to safety, barricading, direction of traffic, hazardous materials, and operation of equipment.

  • Notifies residents and businesses of work being performed; answers questions from citizens.

  • Maintains daily work records; may perform some computerized data entry work.

  • Transports and sets up supplies and equipment; makes required safety checks.

  • May act as a lead worker with ASPEN inmates.

  • Operates city vehicles; depending on area of assignment may operate vehicles which require a Commercial Driver's License (CDL).

  • Performs other related duties as assigned.

Parks:

  • Maintains parks, right-of-ways, parking lots, and bike paths.

  • Operates mowing equipment, chain saws, weed eaters and other equipment.

  • Maintains and adjusts sprinkler systems, provides irrigation services, maintains irrigation equipment, and removes graffiti.

  • Trims trees and bushes, and cares for plants.

  • Repairs or replaces park playground and recreation equipment, picnic benches and tables.

  • Marks and reconditions playing fields and assists with set up for sports and special events.

  • Repairs backstops, bleachers, and dug out areas. Drags lines and maintain fields.

  • Installs and maintains park signs, fences, and gates.

  • May assist in setting and pouring new playground concrete areas.

  • Removes graffiti, power wash amenities and performs minor painting.

  • Responds to, and resolves citizen complaints pertaining to parks facilities.

  • Explains and educates park policies and regulations to park patrons.

  • Maintains high visibility to dissuade vandalism and crime in parks facilities.

  • Assists with animal control in parks facilities.

  • Explains and educates park policies and regulations to park patrons.

  • Ensures that reserved facilities are maintained in a safe, clean condition; checks for permits.

  • Provides assistance in emergency situations; calls for police or medical assistance.

Streets:

  • Constructs new streets, curbs, gutters, sidewalks, bus pads, and handicap ramps.

  • Maintains and repairs streets, parking lots, curbs, gutters and sidewalks, and handicap ramps.

  • Operates trucks and equipment used in oil and crack sealing, slurry sealing, pothole patching and street and curb cutting, such as concrete saws, tampers, jack hammers, heaters and mixers.

  • Sets forms, and performs some concrete work.

  • May install chain link fences, construct block walls, meter and traffic bases, and stems and footings.

Right-of-Ways:

  • Performs skilled, and semi-skilled landscape construction, maintenance and repair work in an assigned area of responsibility.

  • Maintains right-of-ways, undeveloped properties and alleys.

  • Trims trees and bushes, cares for plants, and applies herbicides and pesticides.

  • Operates heavy mowing equipment, chainsaws, weed eaters, brush tractors, front-end loaders, and other landscape equipment.

  • Installs tests, maintains and repairs irrigation systems, vacuum breakers, valves and clocks.

Solid Waste Management/Landfill:

  • Prepares cover products and applies to landfill face and slopes.

  • Controls dust by spraying water to roadways from water truck.

  • Transports fuel to heavy equipment via fuel truck.

  • Operates Water Truck and Waterpull.

  • Assists weigh scale operator.

  • Directs waste haulers to dumping locations, and monitors wastes for non-acceptable materials.

Solid Waste Management/Residential:

  • Maintains and repairs sanitation containers.

  • Delivers sanitation containers throughout the city.

Solid Waste Management/Litter Control

  • Maintains right-of-ways, undeveloped properties and alleys by collecting litter, refuse and debris on a regular basis.  Operates assigned vehicles and other equipment on a daily basis; loads and unloads trash, litter and debris in truck or trailer.

  • Works independently and exercises judgment when planning and coordinating daily schedules.

  • Works as a laborer; operates various hand and power tools to accomplish tasks.

  • Keeps daily log of work performed, mileage, weight collected and dumped, equipment condition and performance.

  • Empties debris into the solid waste truck and operates the hydraulic packer to compact refuse.

  • Operates brush tractor with grapple buckets and forklifts as needed.

  • May deliver solid waste containers thoughout the city for commercial (300-gallon) and residential (90-gallon) customers

  • Performs routine maintenance and minor repairs on the equipment such as cleaning, fueling, checking and adding oil, filling radiator and maintaining tire pressures.

  • Performs safety checks on equipment.

  • Operates a portable radio.

  • Accurately and timely completes timesheets, accident report forms and other relevant reports.

  • Completes public violation notifications and corrective action tags.

  • Maintains regular attendance.

  • Performs other duties as assigned.

Housing Maintenance:

  • Performs skilled and semi-skilled construction, maintenance, and repair work including carpentry, painting, general plumbing and drywall work for the City's housing units.

  • Performs repairs on kitchen appliances, furnaces, and evaporative house coolers.

Airport:

  • Performs daily inspections of runway, taxiway, and aircraft parking apron; maintains inspections records.

  • Performs general maintenance and landscaping of airport facilities.

  • Enforces airport rules, regulations, policies and procedures.

  • Performs general maintenance and upkeep and safety checks of airport vehicles.

  • Completes noise forms according to federal aviation requirements.

  • Repairs runway and taxiway lights.

  • Performs security functions and inspections of buildings and grounds; maintains shift logs of normal and abnormal activities.

  • Responds to and resolves tenant and citizen inquiries and complaints.

  • Obtains and maintains wildlife hazard management supplies;

  • Maintains a database of wildlife hazard management activities, including information obtained from pilot reports, mechanical inspections, and daily observations;

  • Obtains/provides instruction to airport staff regarding wildlife hazards and wildlife hazard management policies and procedures;

  • Implements daily wildlife management measures;

  • Records wildlife strikes and instruct other airport staff, tenants, pilots, and regulatory agencies when addressing issues associated with wildlife hazards and wildlife management.

  • Use of two-way radios to communicate with airport staff and airport control tower staff.

Fire Department:

  • Performs certified skilled maintenance and technical repair work, such as repairing self-contained Breathing Apparatus and fire stream nozzles.

  • Assembles, maintains and instructs the use of some fire equipment.

  • Explains to residents and businesses functions of fire department services.

  • May be required to perform blood pressures for walk in citizens.

  • Maintains business contacts with private vendors of equipment and supplies.

  • Maintains and inventories fire station supplies and orders as needed.

  • Uses computers to manage data on work projects and programs for management.

  • Transports and sets up supplies and equipment and makes required safety checks.

  • May be required to respond to brush fires or other ground fire scenes with equipment and supplies.

Recreation:

  • Maintains and sets up facilities for daily operation and also for special events.

  • Inspects facilities and equipment; makes repairs according to findings and schedules complex work with other departments or outside service providers.

  • Prepares sporting equipment for summer programs by inspecting, repairing and painting prior to issuance.

  • Tows mobile stage to events; operates pneumatic system and sets up stage for use.

  • Operates auxiliary generator on mobile stage as needed.

  • Assists audio technician with audio and lighting equipment, repair and set up.

  • Monitors facilities and secures buildings after use by outside agencies.

Signs and Markings:

  • Performs skilled and semiskilled work associated with maintaining pavement markings such as lane lines, crosswalks, stop bars and railroad crossings.

  • Performs a variety of skilled and semiskilled work involved in the installation and repair of traffic control and street name signs and data entry for sign inventory.

  • Operate hand held power equipment including hydraulic jackhammers, airless paint sprayers, walk behind stripers, thermoplastic applicators and paint obliteration equipment.

  •  Work independently and exercise independent judgment when planning and coordination daily schedules, analyzing and interpreting Blue Stake markings for placing and removing traffic signs.

One year of experience in construction, maintenance, and repair work and/or in the operation of light, medium and heavy equipment related to area of assignment.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:

  • Rules, regulations, policies and procedures relating to area of assignment

  • Materials, tools, equipment, safety hazards and precautions common to the assigned areas of responsibility

  • Hazard, safety rules, precautions related to equipment operation

  • Traffic laws, ordinances, rules and regulations as they relate to equipment operation

  • Street layouts and routes

  • Confined space entry procedures.

Ability to:

  • Read and understand blue prints, technical diagrams, and maps

  • Barricade work sites according to the Phoenix barricade manual

  • Understand and follow safe working practices

  • Communicate effectively, both orally and in writing

  • Deal courteously with the public

  • Establish and maintain effective working relationships with City staff and citizens

  • Operate and perform maintenance and minor repair on light, medium, and heavy equipment

  • Perform general maintenance and service requirements of equipment in area of responsibility

Understand and carry out oral and written instructions and work independently

  • Accurately and timely complete reports and logs; record daily work activities and enter and retrieve information on computers

  • Identify paint coatings for material and color matching

  • Operate and understand atmospheric sensing devices.

  • Maintain the appropriate state of Arizona driver license with relevant endorsements.

  • Coordinate hand and eye movements

  • Operate city vehicles; depending on area of assignment, operate vehicles which require a Commercial Driver's License (CDL)

Special Requirements

  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.

  • Valid Arizona class D driver license.

  • Valid Commercial Driver's License with endorsements is required for some positions and some positions require the ability to obtain a CDL within 90 days.

  • Work Zone Certification is required for some positions.

  • A WCISA Tree Worker Certification may be required for some positions within Right-Of-Way within six months of hire.

  • The Arizona Restricted Pesticide Certification may be required for some positions within Right-Of-Way  within six months of hire.

  • Position in the Streets/Right of Way/Landscape division require a Class A CDL with Tanker (N) endorsement within 6 months of hire.

  • Positions in Signs and Markings require possession of a Class B CDL within 90 days of hire and an International Municipal Signal Association (IMSA) Work Zone OR ATSSA Traffic Control Supervisor Certificate within one year of hire.  In addition, possession of IMSA Signs and Markings Level I certificate is desirable.

  • Landscape/Right of Way employees are subject to call back, stand-by duty, and evening, weekend and rotating shifts.

  • Some positions require Arizona Restricted use of Pesticide Certification or ability to obtain within one (1) year of hire.
