Plans, organizes, directs, evaluates and coordinates inpatient nursing services and/or integrated outpatient- inpatient nursing services across the continuum of care within a Service Area or within a single medical center. Works with KFHP/H and the Medical Group staff developing strategic plans, providing quality care, cost effective services which are aligned with federal, state, and local regulations.

Essential Functions:

  • Collaborates with other Service Directors in identifying and implementing innovative models and best practices, emphasizing service improvements and cost reduction.

  • Directs development and implementation of quality and utilization standards across the continuum of care to ensure coordinated plans of treatment, customer focused delivery of services and cost effective utilization of necessary services.

  • Ensures compliance with administrative, legal and regulatory requirements of the Health Plan contract and governmental and accrediting agencies. Oversees the development of department standards as identified by regulatory agencies.

  • Develops services that achieve a high level of customer satisfaction with emphasis on customer service, highest standards of quality and innovation.

  • Manages and resolves human resource, labor relations, employee and department safety and risk management issues. May act as site administrator.

  • Utilizes research data to implement clinical changes and the delivery of patient care and member services.

  • Directs the budget and resource allocations.

  • Manages the financial performance and identifies and implements strategies to reduce costs and improve quality of care and services.

Basic Qualifications:


  • Minimum eight (8) years of nursing experience in patient care.

  • Minimum five (5) years of management experience required.


  • BSN or BA in health care related field required.

  • Graduate of accredited school of nursing.

License, Certification, Registration

  • Current California RN license required.
  • BLS certificate required.

Additional Requirements:

  • Demonstrated strong interpersonal communication skills.

  • Demonstrated knowledge of Nurse Practice Act, The Joint Commission, and other local, state, and federal regulations.

  • Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

  • Master's degree preferred.

The Director plans, organizes, evaluates, and directs the operations of the Department. Through subordinate managers and by working collaboratively, the Director is responsible for developing and managing the department's goals, objectives, and policies. DGS is organized into five divisions. * Administrative and Business Services -- Provides administrative services to the department and support services to all county agencies and departments: * Administrative Services provides accounting, budget and analysis services. * Support Services Division: Provides printing, U.S. Mail, inter-office messenger, document scanning, records management, surplus property and recycling services, and warehousing services. * Project Management Division: Provides management and system coordination for departmental projects including information systems analysis, fiscal impact analysis, solution design, resource scheduling, application programming and stakeholder communication. * Alarm Services Unit: Performs the design, installation, and maintenance of the County's electronic security alarm, surveillance, and access control systems at most County owned and leased facilities. Contract and Purchasing Services -- Provides centralized procurement services, coordinates the procurement card program, and prepares complex legal contracts and agreements for operating staff to complete construction projects; maintains more than 1,200 contracts annually, with $240 million contract spending authority.Facility and Property Services -- Provides facility maintenance, security functions, and facility planning services of 5.8 million square feet of county-owned facilities. * Three regional maintenance districts, Airport, Bradshaw, and Downtown, provide for the total maintenance and operation needs of all county-owned facilities including minor remodeling and repair work. Security Services -- Provides an unarmed, observe and report security presence for county-owned and some leased facilities. * Energy Management Program -- Coordinates energy related issues, seeks ways to reduce energy usage and promote use of alternative fuels, and analyzes energy savings resulting from conservation or other methods. * Facility Planning and Management -- Provides for the administration of facility planning for county-owned and leased facilities.
