VIEW JOBS 10/16/2020 12:00:00 AM 2021-01-14T00:00 ABOUT THE POSITION Riverside University Health System (RUHS) seeks an Administrative Services Manager I who will manage the daily operations of a comprehensive language and cultural services prgram for Riverside University Health System - Medical Center, Medical and Surgical Center, Arlington Campus, Correctional Health Services, and thirteen (13) Community Health Centers. This position is responsible for the daily operations of the Language and Cultural Services department. This includes budget and fiscal duties, monitoring expenses, data collection and analysis, along with personnel management responsibilities including interviewing, schedules and time sheets, disciplinary action, performance evaluations, monitoring productivity, policy management and ensures that the hospital is in compliance with state and federal laws regarding language access services. This position will lead the Language and Cultural Services Department in its administrative operations, analyze and evaluate programs, monitor language access equipment, perform supervisory duties, reviews invoices, and manage the relationship and contracts with the Healthcare Interpreter Network (HCIN) and Language Line to provide remote audio and video interpreting services along with document translation services. The position also serves as an advocate for a patients' right to language access and as a cultural broker to promote awareness of multicultural ideologies and customs and does so while adhering to hospital policy, industry standards, and applicable state and federal laws related to linguistics, cultural competence, and the provision of language services. The preferred candidate for this position will have a bachelor's or master's degree in a related field. An interpreter and/or translator certification is preferred. Spanish speaking is preferred. Proficient in Microsoft Office Word, Excel, and PowerPoint. Knowledge of principals, methods, and techniques of administration, organization, operations, and management in a government or public agency; theory, principles, and practices of governmental accounting, budgeting, and auditing; federal state and local laws, regulations and policies relating to language access services and requirements. The Administrative Services Manager I typically reports to an assistant department head and/or department head and is allocated to smaller departments or agencies with less than 400 employees. Incumbents are responsible for coordinating and managing a department's or Agency's centralized administrative program through subordinate professional and technical supervisory staff. Incumbents manage and direct a diverse variety of administrative services and management functions which include, but are not limited to, budget and revenue development; department or Agency information/imaging systems planning and development; contract administration, procurement, and personnel management. The Administrative Services Manager series is differentiated from the series of Administrative Services Officer by the former's designation of the following: policy-creating member of the department's or Agency's senior management team; departmental and/or divisional management program responsibility involving administration and coordination of a program and/or unit; responsibility for direction and preparation of departmental/Agency budget and activities; assignment for activities and liaison with the Human Resources Department; and assigned management responsibility for specialized projects. The Administrative Services Manager I class is differentiated from the Administrative Services Manager II by the latter's responsibility for managing and directing centralized administrative services for a large County department or Agency typically having more than 400 employees and whose programs require federal, state, or local intergovernmental administration and operational relationships. The Administrative Services Manager I class is not a natural progression underfill to the Administrative Services Manager II class. To find out more, please visit our website. EXAMPLES OF ESSENTIAL DUTIES Operational Duties Servers as specialist on matters of language access, interpreter requirements and /or cultural diversity. Provides solutions/guidance on issues related to language services (equipment, connection malfunctions, answers questions to after-hours on-duty hospital staff regarding ADA requirements for assessing patients with hearing disabilities). Meet, confer, and advise representatives of other County agencies on matters related to language services. Program coordinator for RUHS participation in the Healthcare Interpreter Network (HCIN). Represent RUHS within the HCIN and confer and collaborate with other member hospitals located through the U.S. on matters of interpreter development, network rules and productivity, service needs, and other topics relate to the delivery of language services in public healthcare. Participate in RUHS - Medical Center committees and sub-committees, and other county platforms/environments as required. Co-chair Diversity Council at RUHS - Medical Center. Assess the communication needs of patient/community population receiving language services at RUHS through data collection and analysis, and through direct contact with patients and other users of services. Research, analyze, and interpret legal and other regulatory mandates regarding the provisions of language access in healthcare, and take action as necessary in accordance with said mandates to ensure program compliance. Develop and write policies, procedures, and guidelines for the provision of language services and language access. Ensure functionality of interpreting equipment at all locations serviced by the department. Research technology advancements for language access services and acquire/update RUHS systems/devices as appropriate to ensure language needs are met and delivery methods of services are in line with current technical developments. Conduct cost-to-value studies on possible interpreting equipment purchases and requirements. Purchase equipment as needed in compliance with budgetary guidelines and RUHS purchasing procedures. Coordinate equipment installation and configuration with RUHS-IT and HCIN-IT as required. Budget and Fiscal Duties Contract management with third party providers of language services. Prepare scopes of service for contracts Monitor and evaluate vendor compliance with contract terms. Monitor department budget and expenditures. Monitor language service vendor expenditures for RUHS - Medical Center, Surgical Center, Arlington Campus, and thirteen (13) Community Health Centers. Data Collection and Analysis Duties Conduct complex financial analysis of interpreting demand, production, and cost to determine number of FTE interpreter/translators are required per day/shift and unit/department, assign staff accordingly, and present analysis to leadership for acquisition of staff. Compile and monitor data on usage/demand and share of costs of interpreting minutes for RUHS entities for reporting purposes and for reimbursement to RUHS - Medical Center. Analyze usage data to determine number of interpreters and/or related services needed at each location/department serviced by RUHS - Medical Center's Department of Language and Cultural Services and seek and implement solutions as required for maximum efficiency. Perform time studies to monitor productivity of each interpreter to determine the appropriate mode of interpreting services to be used in various departments/units/locations serviced according to operations and set interpreter production minimum standards accordingly. Personnel Management Duties Manage recruitment and hiring process. Review and approve timecards and time off requests. Initiate disciplinary actions/counseling when necessary. Perform annual performance evaluations. Determine performance measurement items for staff. MINIMUM QUALIFICATIONS Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in accounting, business or public administration, information services, finance, or a closely related field. (Additional qualifying experience may be substituted for the required college education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.) Experience: Three years of experience in an administrative or staff capacity which must have included at least two years of experience supervising professional and technical staff in two of the following areas: gathering and compiling facts and statistics to evaluate program effectiveness and recommend program revisions; preparing and maintaining a program budget or maintaining and controlling the fiscal record keeping functions and systems in a department, agency, division, unit or company; coordinating and conducting studies of administrative and operational activities including budget preparation and control, equipment usage, staff patterns, work flow and space utilization. (Possession of a Master's degree from an accredited college or university in accounting, business or public administration, finance, or a closely related field may substitute for up to two years of the required experience on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.) Knowledge of: Principles, methods, and techniques of administration, organization, and management in a governmental or public agency environment; theory, principles, and practices of governmental accounting, budgeting, and auditing; a variety of computerized information systems and their applications; public records procedures or governmental recordation operations; federal, state, and local laws, regulations and policies relating to public records or governmental agency recordation processes; principles of public agency employer/employee relations. Ability to: Plan, organize, and direct the work of a department or Agency administrative program; analyze and evaluate operational programs, projects, and procedures; plan, organize, coordinate, and supervise procedures, changes, and improvements in public agency projects and studies; coordinate project activities with management, elected officials and representatives of other governmental agencies and County departments or agencies; supervise the work activities of teams in multi-disciplines; direct a variety of administrative, organizational and governmental financial systems and programs; analyze, interpret, and explain detailed information (e.g., state statutes, local ordinances, contracts, permits, public record procedures) to subordinate staff and to large committees of officials and the public; chair, provide leadership, and/or participate in, a variety of committees and task forces; establish and maintain effective working relationships with staff, governmental organizations, civic groups, and the general public; write concise and accurate Requests for Proposals/Quotes, reports, and correspondence.
