This is very responsible professional, supervisory, and administrative work in the City's Water Resources department, providing senior leadership and directing the operations of several support services internal to the Water Resources Department, including Business Services and Technical Support. Work involves direct responsibility for planning, organizing, maintaining, operating, and coordinating the activities of the assigned divisions, to achieve the economical and efficient services that support all areas of the department. An employee in this position oversees the coordination between the operational divisions and the Engineering and Capital Improvements Department on projects internally driven and from developers, the Florida Department of Transportation, Pinellas County, and other entities. Work requires assisting with the development and implementation of short to long-range capital improvement plans and budgets; providing direction and leadership for the planning, development, administration, and review of the section's operating budgets; coordinating with other City departments, external vendors and contractors; the development and execution of policies, procedures, work performance and safety standards; directing the preparation and submission of periodic and special operating, environmental and financial reports required by federal, state and related agencies; and using independent judgment, ingenuity and initiative and exercising a high degree of professional discretion when handling information or records. This position may occasionally be involved in making presentations to public groups and may serve as the acting Director in the Director's absence. Due to the critical responsibilities of this classification, an employee in this class must be able to cancel requested leave and report to work outside of normally scheduled work hours to respond to emergency conditions and/or address urgent needs, at the discretion of management.

Salary: $106,951 - 168,980 DOQ

To Qualify

Minimum Qualifications. Applicants must:

  • Have a valid Bachelor's degree in civil or environmental engineering or a related field.

  • Possess and maintain a State of Florida Professional Engineer License.

  • Have a minimum of four (4) years' experience in management of water/wastewater utility operations and/or management of water/wastewater engineering support services.

  • Possess and maintain a valid Driver License.

  • Have extensive knowledge of the principles, modern methods and practices of managing the business, capital improvement programming, engineering, and regulatory compliance needs of water and/or wastewater utility programs.

  • Have experience, or knowledge, with planning, research, and methodology, including data analysis, interpretation, and dissemination of water or wastewater utilities related data.

  • Have extensive knowledge of federal, state and municipal environmental laws and standards concerning the treatment of potable water and/or treatment and disposal of wastewater, including provisions for reclaimed water.

  • Be able to communicate clearly and concisely, both orally and in writing.

  • Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.

Desirable Qualifications. Preferred applicants:

  • Have prior project management or executive leadership level experience with a water resources entity.

  • Have prior experience or knowledge of divisions that support water resources operations, including, contracting, project management, asset management, engineering, finance, and business services.
