BRIEF DESCRIPTION:

The purpose of this position is to supervise utility maintenance crews and maintain the wastewater collection system. This is accomplished by supervising and participating with the work crew(s); maintaining the wastewater collection system, repairing, maintaining and installing new mains/manholes, making new taps, cleaning/televising pipelines, clearing blockages, performing chemical root and grease treatments, installing safety systems, being a competent person on an excavation site, ensuring safety of assigned workers and ensuring all systems are working properly.

Performs a variety of complex technical and manual labor tasks in the operation and maintenance of waste water utility collection system. Consisting of 560 miles of pipe from 6 inch to 42 inch in size and 8,015 manholes.

This individual is expected to safely drive and operate trucks, vehicles, or other equipment as necessary to perform this job. Have the skill and ability to plan, coordinate, and supervise all types of utility construction work. Must have a strong working knowledge of utility construction means, methods and techniques. Must possess effective communication skills (oral and written), have a strong analytical aptitude, and the ability to motivate, train, demonstrated leadership ability or specialized operation skills and supervise people.

The daily main focus is to provide the supervisor assistance and participate in the daily operations and training of wastewater collection/sewer rehabilitation crews.

Responsible for obtaining, possessing, and remaining up to date with specialized technical knowledge of performing sewer line maintenance and inspection duties.

Provides technical maintenance to sanitary sewer lines. Troubleshoots problems and complaints and provides customer service to residents, contractors, engineers and development personnel. All specialized tasks related to system operations and construction support.

AWWA Standards Specifications for Construction of Water and Sewer Utilities, EPA / TCEQ Rules and Regulations regarding operations of public water and wastewater systems, and standard construction practices.

Maintains all required maintenance equipment and follows standard operating procedures for worksite safety before, during and completing cleaning each line segment.

Performs line locations and uses variety of test and monitoring techniques to determine cause of problems. Performs administrative duties by completing a variety of City specific forms, reports, work orders and requisitions.

Responsible for 811 excavations permitting prior to any excavation per Texas State guidelines and laws.

Required knowledge standards of excavation and hydro excavation. Policies both on operation and safety standards of excavation. Additional required knowledge of standard excavation to depths of 14 feet utilizing shoring equipment.

Responsible for and the use of and training of self-contained breathing apparatus (SCBA) equipment. Responsible for when the SCBA equipment is required to perform the essential maintenance or repair to the waste water collection system.

Responsible to respond to sanitary sewer overflows to remediate, document and fully report. Reports to include City and State reporting requirements.

Performs administrative duties by completing a variety of City specific forms, reports, work orders and requisitions. Documenting Daily worked performed in City Works software.

Provides technical maintenance to sanitary sewer lines. This is accomplished by utilizing a variety of camera inspection systems depending on utility main size and application. The City utilizes both RST and Mini-Cam systems that utilize Phoenix and POSM software systems. The City additionally utilizes IPEK Push Camera systems for smaller applications. All systems record and documentation of pipeline conditions are inputted by operators using NAASCO coding standards.

Camera Operators use MACP guidelines that require two levels of inspection: one to determine the basic details and general condition of the manhole or pipeline, and a second to gather in-depth data for full documentation and defect coding.

Responsible for daily communication and coordination with Supervisor and Admin. Assistant to transfer collected digital data from equipment into main computer server.

Other duties include scheduling tasks, tracking crews and work sites, and working with customers.

EDUCATION:

Requires High school graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college.

EXPERIENCE:

Over one year and up to and including two years.

LICENSING REQUIREMENTS:

Driver's License Required- Y Type- A Endorsements- N - Tanker

Individuals who do not currently have a Texas Commercial Driving Class A- N license will be given 60 days to complete the ELDT Training and successfully pass the commercial learner's permit. Upon successful completion of the CLP individuals will be given until 1 business day prior to the end of their probation to provide a valid CDL that meets the positions requirements as a condition of employment.

TCEQ Wastewater Collection II License- Individuals who do not currently have this license will be given 24 months or 4 failed attempts at license testing to obtain one.

NASSCO Pipeline Certification

OTHER REQUIREMENTS:

Mission Essential Position will be required to report for all inclement weather.

Must be able to work different shifts and be on call. Position subject to being called in to work twenty-four hours a day, seven days a week, in addition to their regularly scheduled work day. Skill in planning and prioritizing; observation and decision making; organization and time management.

This position is expected to regularly work in or around bodies of water greater in depth than 4 feet, which may pose hazard, especially in the absence of swimming ability.

2 V Supervises the work crew by ordering the essential parts needed to perform the assigned task, reviewing work orders, supervising the work crew as they perform maintenance and repair on sewer lines and mains, and ensuring that the proper safety procedures are followed.

3 V Repairs sewer force main leaks and gravity mains by excavating, installs new taps, televising lines, notifying customers, clear blockages, and backfill excavations.

4 V Repairs and replaces manholes/cleanouts by excavating, perform manhole inspections.

5 V Responds to emergency calls as required.

6 M Applying Chemicals in correct application and dosage; ie; root control, grease control, odor control and disinfectant procedures. Chemicals Deodorant Concentrate, Caustic Soda, Ferrous Chloride, H2S inhibitor, HTH chlorinating granules, Root X.

7 L Monitors work area to ensure a safer working environment. Follows and trains safety guidelines established by the assigned department.

8 L Asist in maintaining inventory of proper chemicals, supplies and equipment. Requisitions materials as needed.

9 L Maintains accurate daily, weekly, and monthly reports.

10 L Initiates appropriate corrective action in the event of wastewater collections stoppages, blockages and overflows.

11 M Operate and Maintain Wastewater Collection Cleaning equipment
