Department of Revenue is recruiting for a Senior Utility Appraiser

  • Appraiser Analyst 3 (Underfill Appraiser Analyst 2) position. We are looking for talented, detail-oriented individuals to join our Property Tax Division in the Valuation Section, Central Assessment Appraisal Team. This position is headquartered in our Salem office; however, the successful candidate may be eligible for in state hybrid work. Hybrid work consists of performing duties onsite in a standard office environment and working remotely.

The goal of this recruitment is to fill the position at the Appraiser Analyst 3 level. However, we encourage candidates who meet the minimum qualifications for the Appraiser Analyst 2 to apply, as the department may consider underfilling the position.

What You Will Be Doing

Below is a sampling of job duties. It is not meant to encompass all duties.

  • Independently plan and organize work to assure timely completion of yearly work which consists of unitary valuation appraisals, director's review conferences, tax court appeals, property classification memorandum (PCM) processing, technical questions, and special projects. Assist manager and centrally assessed (CA) team leaders (Appraiser/Analyst 4s), coordinate team functions and responsibilities. As a senior appraiser, this position often acts as a team lead on specific appraisal or appeal assignments.

  • Conduct market value appraisals of complex public utility, energy, communication, and transportation properties for ad valorem taxation purposes.

  • Reviewing taxpayer complaints and concerns and discussing the issues in a collaborative manner with the taxpayer or their representative.

  • Attending an administrative conference with the Director and the taxpayer and/or their representative in order to explain the department's position and answer technical questions regarding the development of the appraisal and/or any part of the central assessment program in question.

  • Prepare testimony and appear as an expert witness in the Magistrate and the Regular Divisions of the Oregon Tax Court. Coordinate case strategy with expert witnesses, attorneys, managers, and others with a stake in the proceedings.

This Is What You Need To Qualify

Appraiser Analyst 3 ($5,232.00-$8,024.00)

Must possess Registered Appraiser status through the State of Oregon Department of Administrative Services, or the ability to obtain within six months of hire.

AND one of the following:

Five (5) years of experience in appraisals, accounting, or auditing. One year of this experience must have been in conducting market value appraisals of commercial, industrial, or public utility properties.

OR

A Bachelor's degree in Accounting, Economics, Real Estate, Business Administration, Forestry, Engineering, or a related field; AND two (2) years of appraisal experience.

OR

An Associate's degree in Property Appraisal or Real Estate Technology or a related field; AND three and a half (3.5) years of appraisal experience. Appraisal experience must be obtained under appraiser registration, licensure or certification granted by a state regulatory agency.

NOTE: Some positions may require a valid State of Oregon driver's license. Transcripts must be submitted for all required and/or related courses, as well as documentation of appraiser registration, certification, or licensure.

NOTE: Appraisal experience gained under appraiser certification or licensure granted by a state regulatory agency may be substituted for registered appraisal experience.

Appraiser Analyst 2 ($4,536.00-$6,952.00)

Must possess Registered Appraiser status through the State of Oregon Department of Administrative Services, or the ability to obtain within six months of hire.

AND one of the following:

Three (3) years of experience in appraisals, accounting, or auditing.

OR

A Bachelor's degree in Accounting, Economics, Real Estate, Business Administration, Forestry, Engineering, or a related field.

OR

An Associate's degree in Property Appraisal or Real Estate Technology or a related field AND one and a half (1.5) years of appraisal experience. Appraisal experience must be obtained under appraiser registration, licensure or certification granted by a state regulatory agency.

NOTE: Some positions may require a valid State of Oregon driver's license. Transcripts must be submitted for all required and/or related courses, as well as documentation of appraiser registration, certification, or licensure.
