Job Description and Duties
Under the general direction of a Supervising Transportation Planner, the incumbent plans, organizes, and manages investment planning work in District 7. The incumbent advances state policies, strategies, and goals by identifying, prioritizing, and recommending transformative, sustainable, and multi-modal projects that promote travel options and enrich all communities, while meeting state and federal program goals and criteria.
Developing and maintaining a district list of priority projects is crucial in furthering state goals and supporting the statewide 10-year Non-SHOPP Investment Plan to advance projects from planning to programming and project delivery. The incumbent will be responsible for leading District grant application development for various federal discretionary programs [Rebuilding American Infrastructure with Sustainability and Equity (RAISE), Nationally Significant Freight and Highway Projects (INFRA), National Infrastructure Project Assistance (Mega Projects), Rural Surface Transportation Grant (Rural), Building Resilient Infrastructure and Communities (BRIC), etc.] and State programs [SB 1 Solutions for Congested Corridor Program (SCCP) & Trade Corridor Enhancement Program (TCEP), State Transportation Improvement Program(STIP) Interregional Transportation Improvement Program (ITIP), Active Transportation Program (ATP), etc.] through collaboration with various HQ programs and external agencies. The incumbent will also coordinate with the appropriate HQ programs in processing external requests for Caltrans letters of support and other requests as needed by the state/federal grant programs.
District investment planning work requires extensive coordination and communications with various offices in the Division of Transportation Planning (DOTP) (System Planning, Freight, Investment Planning, etc.), HQ Programs (Sustainability, Traffic Operations, etc.), external agencies, and key stakeholders to prepare state & federal grant applications in accordance with USDOT Notices of Funding Opportunities, CTC Program Guidelines, and DOTP guidance documents. The incumbent must possess strong communication, partnership, strategic thinking skills, excellent customer service, a deep commitment to the Department's strategic vision, mission, values, and goals, and advancing equity through all efforts.

Working Conditions

Multiple positions may be filled from this recruitment.
While at their base of operation, employees will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning or with periodic energy saving power outage rotations, the building's temperature and lighting may fluctuate. Employees may also be required to travel to various work sites; and, while at construction sites, employees may be exposed to dirt, noise and uneven surfaces.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans' current telework policy.
While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. Employees may be required to conduct business travel on behalf of the Department or commute to the assigned Headquarters location.
Business travel reimbursements consider an employee's designated Headquarters location, primary residence and may be subject to California Department of Human Resources regulations or applicable bargaining unit contract provisions. All commute expenses to the Headquarters location will be the responsibility of the employee.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
